New Jersey Update
This afternoon, New Jersey reported an additional 5,490 positive PCR tests increasing the statewide total to 555,299. An additional 1,042 positive antigen tests were also announced, bringing the statewide total to 60,787. An additional 67 deaths were announced, increasing the statewide total to 18,229. The positivity rate is at 9.63% as of Monday and the rate of transmission is at 1.11.

Governor Murphy announced that there will be additional federal aide for child care and those who are unemployed, aide to help states re-open schools, keep frontline workers employed and to support small businesses to ensure our economic future.

The Department of Labor and Workforce Development announced 21,833 initial unemployment claims last week. NJ is pushing forward an additional $300 a week which could be seen as early as next Tuesday, January 19th.

Today, Governor Phil Murphy toured the vaccine mega site at New Jersey Convention and Exposition Center which also includes the command center for all 6 mega sites in NJ. The State plans on opening 6 mega sites and 259 smaller sites throughout the State. 160 distribution sites are already up and running. Department of Health Commissioner Persichilli announced that the Burlington County mega site will open today, with Atlantic and Bergen County sites opening next week. More than 1.5 million NJ residents have already registered for a vaccination since the State website launched last week and 310,595 have already been vaccinated. It is understood that 100,000 doses of the vaccine per week is not nearly enough for our State, but as the supply increases, more appointments will become available. NJ State Police Colonel Callahan announced that NJ will be sending 53 troopers to Washington, D.C. for the President's inauguration on Wednesday, and they will be joining 571 members of the NJ National Guard.

The Governor added that in anticipation of protests this weekend, stay home if needed and avoid the Trenton area while we prepare for the worst, but hope for the best outcome.

Vaccinations for Phase 1B population began last week with sworn law enforcement and firefighters now eligible to receive the vaccine. For more information on the phased approach and priority groups, click here.

Governor Murphy signed an EO waiving the test requirements for any high school senior, class of 2021, who has satisfied other statutorily mandated qualifications to graduate. Additionally, the EO allows teachers awaiting certification to perform duties as a substitute teacher in an effort to maintain the workforce.

The Governor provided an update on vaccinations in NJ's long-term care facilities. 220 nursing home clinics have been completed, with both vaccine doses provided to staff and residents. A total of 28,500 nursing home residents and staff have received their first vaccination statewide.

New Jersey continues to close the gap in the digital divide this week with the number of students still lacking internet and equipment for online learning decreased by 1,100.

Governor Murphy announced that Shawn LaTourette will serve as Acting Commissioner of the NJ Department of Environmental Protection beginning on January 16th. DEP Commissioner Catherine McCabe will be retiring from public service on January 15th having spent 40 years working to protect the environment.

State of the State Address - 1/12/2021

Tuesday afternoon, Governor Murphy delivered his State of the State Address via a pre-recorded speech. Given the events of the past year and the impact that the COVID-19 pandemic has had on the State, his remarks were heavily focused on the State's path to recovery. The Governor reiterated his commitment to making the State a more fair and equitable place for all, mentioning his Administration's and the Legislature's achievements over the past three years. 

Among the successes, Governor Murphy mentioned the minimum wage legislation, passing earned sick leave, and expanding paid family and medical leave, recent implementation of the millionaire’s tax, enabling larger earned income tax credit and a direct rebate, reducing premiums for some New Jerseyeans, the expansion of pre-k education, making record investments In public education, stabilizing property taxes, making community college tuition-free for thousands of New Jerseyans, and expanding job training programs.

Pertaining to COVID-19, six vaccine mega-sites are opening across the State, streamlining the vaccination process to enhance efficiency. Continuing his ardent belief that public health creates economic health, the Administration, through the New Jersey Economic Development Authority, nearly 55,000 small businesses have received a grant or a loan award, and some startups have received guarantees for vital new capital.

Governor Murphy mentioned the signing of the new incentives law which he touted as a transparent and fair set of programs, which focuses on job-creating small businesses and innovative startups, promotes good-paying, future-focused jobs. 

The Governor reiterated the Administration's infrastructure commitment as to the ongoing and future gateway and tunnel projects to provide NJ safer and and more accountable systems for commuters, and anticipated a good working relationship with the incoming Biden Administration.

Following this, Governor Murphy mentioned the State's goal of a 100 percent clean energy economy by 2050. Through the offshore wind port in South Jersey, Governor Murphy proclaimed that the initiative cemented NJ's place as the country’s leader in offshore wind, announcing up to 2,000 good-paying union jobs to our state, along with hundreds of millions of dollars in new investments. The Administration is working with stakeholders to assess the needs and develop a robust and equitable green jobs workforce development strategy.

The Administration, Governor Murphy said, is committed to making the NJ healthcare system more transparent, more accessible, and more affordable through prohibiting surprise medical bills, creating the Office of Health Care Affordability and Transparency, making sure people are not saddled with unfair expenses for COVID tests, and ensuring patients have access to their provider via telemedicine. Part of this process launched recently is the state-run health care exchange, in which hundreds of thousands of New Jerseyans can purchase health care at premiums cheaper than when the affordable care act first came online in 2014. He mentioned the sustained efforts on women's health care and family-planning services, championed by First Lady, our administration, and countless stakeholders, to implement immediate solutions. As the pandemic rages on, he also reaffirmed the State's commitment to battling the opioid pandemic. 

On the heels of the social unrest throughout the country in the last year, Governor Murphy said that the State is taking the important step in reforming the way our communities and law enforcement work together, implementing the first broad-scale reforms to our state’s use-of-force policy in a generation.

Together, with the Legislature, the Administration is working on passing legislation to address the cannabis laws throughout the State, following overwhelming voter approval for recreational cannabis. 

Due to the limitations that workers have faced in light of the pandemic, the Administration and the Legislature provided rental assistance to nearly 20,000 individuals and families facing immediate challenges and Governor Murphy urged the Legislature to pass legislation to give impacted renters up to 30 months to make up for back rent, touting the work the State has done alongside mortgage lenders to provide sensible and fair forbearance programs for homeowners struggling under the weight of COVID’s economic uncertainties. 

Through the work of Lieutenant Governor Sheila Oliver, the State is taking steps to expand opportunities for safe and affordable housing through more downpayment assistance available to would-be homebuyers, building more affordable housing units, and battling homelessness.

In an effort to make the democratic process more accessible, Governor Murphy encourage next steps to enact an in-person early voting law, among other measures, to further open up our democracy. 

Governor Murphy mentioned efforts to curb the effects of the "digital divide" in the State's school aged populations; an estimated 230,000-plus students lacked either the laptops or internet accessibility, or both, for remote learning. Today, 95 percent of those students have the resources to participate in online schooling, moving closer to the goal of zero affected children. Beyond this, the Administration is working to protect school funding and expanding access to pre-K. Since taking office, alongside Senate President Steve Sweeney and Speaker Craig Coughlin, NJ has added more than $750 million in direct classroom funding. 

The Governor, and full Legislature, will be up for re-election in the June Party Primaries and November General Election this year.
