Like many other things that have gotten an overhaul or facelift this year, Michigan's School Improvement process has also undergone a facelift!
Michigan's Integrated Continuous Improvement Process (MICIP) refers to the Mindset, Process, and Platform being utilized in continuous improvement moving forward. ASSIST is gone, MICIP is in. You will see that the MICIP logo above demonstrates a centralized focus on the whole child model - a continuous cycle on improvement - driven by a district's mission, vision, and beliefs. District plans are meant to be living, breathing, monitored (and adjusted when data suggests a need) documents to drive the cycle of improvement within the school district.
The deep examination of data at a district level, built on a foundation focused on Whole Child needs helps in many ways, including:
- Widening the view of student success beyond solely academic factors;
- Recognizing other factors that are areas for support or improvement that may otherwise impede academic success;
- Components and tenets promoting long-term development and success of all children;
- Requiring community support that creates a common vision and efforts in supporting all Michigan children;
- Supporting the idea that we leverage assets in some areas to address challenges in others;
- And MORE!
As the district team engages in the MICIP process, it is important to remember that team member perspectives should be diverse and varied. That conversations are centered around data inquiries, a root-cause analysis, and time should be spent in discussion about the reality of current state, while projecting what the district desired state will be after implementation of carefully selected strategies identified to address areas of need.

- LEAs and ISDs will be able to preview publicly reported data beginning (approximately) May 21, 2021. A firm date will be communicated to LEAs in a separate communication.
- The publicly reported data will be posted by June 1, 2021 on MI School Data portal.
- MDE will be releasing a brief survey to collect feedback from administrators about the preparedness of new teachers.
- Links will be sent to school administrators with teachers in their first year of teaching who completed Michigan educator preparation programs.
- A unique survey link will be sent for each first year teacher employed by the school
- The survey will ask school administrators about the skills, knowledge, professional disposition, and preparation of their first year teachers who completed Michigan educator preparation programming.
- This link will be emailed to lead administrators the last week of April and stay open through June from [email protected]
- EPIC sent surveys to all K-5 teachers, principals, superintendents, and literacy coaches in last March to seek perspective on the law.
- MDE encourages all to participate in this survey as work continues on Michigan's Top 10 strategic education plan to improve early literacy in Michigan.
- 5 SCECHs are available for completing the survey.
- The RBG3 law continues to require that this year's M-STEP test be used to identify students who are eligible for retention.
- The State Board of Education passed a resolution to call for the legislature to set aside the retention component of the RBG3 law.
- Until the legislature amends the RBG3 law, there are actions districts need to take to prepare for this retention requirement and communicate with families.
- Districts are urged to begin third grade ELA M-STEP testing at the beginning of the testing window.
- Students' preliminary scores will be used to determine possible retention.
- MDE strongly urges districts to send their own communication to parents/guardians in advance of official communication from CEPI.
- CEPI will send official certified letters to families of individual students in third grade who score 1252 or below on the ELA M-STEP assessment.

Families receiving a letter will have 30 days from the date of the letter to contact the school district's superintendent and request their child not be retained. Final decision is made by the local school district superintendent.
- The definition of a summer program in this state statute, solely for this funding
source, also includes the following requirements for each summer program:
- Is offered at any point after June 1, 2021 and before September 1, 2021.
- Is provided to pupils in-person at a school.
- Is a program that was developed based on the input of teachers and is led by a teacher.
- Includes programming in core subject areas, including, but not limited to, mathematics, reading, and science.
- The statute does not expressly require that summer programming be offered five days per week, nor does it include a specific number of days or hours required each week for the summer program.
- If your district applied for or initiated a summer programming application and needs to make amendments, contact may be made with Kevin Walters in MDE's Office of Financial Management.

Spring 2021 Preliminary Student Roster Reports for M-STEP & MI-Access
- Reports are available through OEAA within 48 hours of students completing all portions of a content area test during the testing window.
- These results are PRELIMINARY, calculated using only machine-scored items, and subject to change.
- REMINDER: The preliminary report data is not to be used for high-stakes decisions.

May 18 Contingency Test Materials - SAT Coordinators should have received an email on Monday, April 26 with instructions on how to request materials for the May 18 SAT contingency test date. Only respond if you need materials for students who were unable to test on 4/13 or 4/27 due to a COVID-19 related event.
- SAT/PSAT related makeup materials are being sent. If your district does not need any test books, decline the receipt of shipment when UPS attempts to deliver.
