National RTAP is a program of the Federal Transit Administration dedicated to creating rural and tribal transit solutions through free training materials, technical assistance, and partner collaboration.

Results of National RTAP Survey of State RTAP Managers

National RTAP has posted new results and analysis of our most recent survey of State RTAP Managers. Data include in-house versus outsourcing of RTAP programs, training requirements and modes, utilization of grant management software and eLearning.

We've posted State RTAP Manager's Status and Trends and an in-depth analysis of the survey.

New Best Practices Spotlight Article on Driver Training: Bootcamps and Bus Roadeos

Intensive hands-on, one-to-one training with specialized instructors provides a learning environment that has been shown to improve performance, foster motivation and enable learners to practice takeaways directly in a structured and safe environment. This National RTAP Best Practices Spotlight article covers best practices for Driver Bootcamps and Bus Roadeos from CT RTAP, Montana Transit Association and Nebraska DOT.

Today! National RTAP Transit Employee Health and Wellness Programs Webinar

Join our Webinar on Transit Employee Health and Wellness Programs today, November 29, 2018, 2:00-3:30 PM ET. This webinar will discuss common health issues among drivers and other transit staff, the impact those issues can have on agencies, and the benefits of wellness programs. Presenters include Erwin Reitsma of Wyoming Independent Living and Jill Stedem of OATS Transit in Missouri.

Upcoming National RTAP Webinar: FTA Rural and Tribal NTD Overview and Updates

Maggie Schilling and Murtaza Naqvi, FTA NTD Program Managers, will lead a webinar on December 5, 2:00-3:30 PM ET covering requirements for rural and tribal NTD reporters, how the data are used in the funding formulas, and an overview of updates to asset inventory requirements. Follow-Up National RTAP Peer Call: TAM for Tribes

National RTAP will facilitate a second Peer Call about Transit Asset Management (TAM) for Tribes on December 19, 2018 from 2:00-3:00 PM ET. The call will share information from tribal transit agencies about their approach to the TAM Plan and how they are meeting the basic requirements of the TAM rule.

Call for Presentations for 2019 National RTAP Conference

The call for presentations is open for our 2019 Technical Assistance Conference in Portland, Oregon, September 15-18. We're looking for presentations, workshops, and trainings on rural and tribal transit topics with a focus on innovation, best practices, and compliance. Submit the Presentation Proposal Form by February 28, 2019.

U.S. DOT and FTA Updates

FTA's Bus Safety Program has published guidance on Effective Practices in Bus Transit Safety: Emergency Response. The document provides recommendations and examples of effective practices for transit response to emergencies.

U.S. DOT posted their Semiannual Regulatory Agenda in the Federal Register on November 16. It included FTA rules to be analyzed in 2019:

FTA published a Drug and Alcohol Updates Special Edition newsletter in October 2018. Effective January 1, 2019, the minimum random drug testing rate for FTA employers will increase to 50% of all covered employees. The newsletter includes a method that can be used to determine the number of tests required to be conducted each year.

FTA has published their November Transit Safety and Oversight Spotlight newsletter. The newsletter announced a new Bus Transit Safety Data Report.

Publications

NCHRP's Guidebook to Funding Transportation Through Land Value Return and Recycling presents guidance on ways to utilize a portion of property-value increases to fund transportation maintenance and operations as well as investment in the infrastructure.

TCRP's Shared Mobility and the Transformation of Public Transit examines the relationship of public transportation to shared modes, including bikesharing, carsharing, microtransit, and ridesourcing.

A study on Measuring the Impacts of New Public Transit Services on Space-Time Accessibility cites National RTAP's GTFS Builder.

National RTAP participated in the #NationalRuralHealthDay Twitter chat on November 15, 2018. Great resources about healthcare access were presented, including Minerva Perez’s Free Ride Program for Latinos, RHI Hub's Access to Care for Rural People with Disabilities Toolkit and University of Minnesota's Resources for Caregiving in Rural Communities policy brief.

National RTAP staff updated the Eastern Transportation Knowledge Network's Online Transportation Research Publications Library Guide. The guide is a portal to websites providing state and national research publications. Our staff will continue to maintain this guide, so if you have a website that you would like to recommend to be added, contact info@nationalrtap.org.

The Eno Center for Transportation put its transportation research and policy analysis online for the first time. Full text of their journals Traffic Quarterly and Transportation Quarterly, starting from 1947, are now available. Interesting articles include Merchandising a Bus Service from 1955 and From Here to There: An Analysis and Proposal for Transit from 1965.

Legislation

The Cybersecurity and Infrastructure Security Agency Act of 2017 became Public Law No: 115-278 on November 16, 2018. The law redesignated the Department of Homeland Security's National Protection and Programs Directorate as the Cybersecurity and Infrastructure Security Agency (CISA). The law describes communications about cybersecurity and infrastructure with the Federal Committee on Transportation and Infrastructure.

Webinars and Training

National Transit Institute (NTI) is offering Advancing Mobility Management training throughout the country from December 2018 to June 2019. This course is designed to help build the capacity of transit professionals to implement and scale up mobility management strategies and initiatives and expose participants to promising practices.

Additional notable NTI trainings in December include Introduction to Transportation Conformity in

Cleveland, OH on December 11-13 and Introduction to Environmental Justice in Kansas City, MO on December 19-20.

Opportunities

The American Society of Civil Engineers is accepting submissions through March 4, 2019 for an Innovation Contest. Next-generation transportation is contest category. Winners will be awarded an all-expense paid trip to present their innovation. The contest is open to students and professionals.

TCRP is soliciting nominations for members of panels who will oversee individual research projects. Nominees should have expertise relevant to 2019 research projects.

National RTAP State RTAP Manager Peer Roundtable

State RTAP Managers are invited to a Peer Roundtable on January 22, 2019 at 2:00 PM ET. This will be an informal discussion of issues affecting state transit programs and an open information exchange. We will plan some potential discussion topics, but please come with questions. National RTAP staff will facilitate. Join the Roundtable via GoToMeeting (no pre-registration required).

Save the Date: Transit Marketing Matters Twitter Chat

National RTAP is planning a #TransitMarketingMatters Twitter Chat on January 30 from 2:00-3:00 PM. The chat will moderated by National RTAP Review Board Member and Heart of Iowa Regional Transit Authority (HIRTA) Executive Director Julia Castillo.
