CITY HALL WELCOMES NEW ADMINISTRATIVE ASSISTANT
The Administration is pleased to welcome Maggie Sanchez as its newest member to the team. Maggie will staff the front counter for the Administration and Finance Departments, as well as answer the City's main phone line. Maggie will also assist the City Manager, City Clerk and Finance Departments with a variety of administrative support tasks - including the monthly newsletter and social media. Welcome, Maggie!

THE GOLD SOX GET A NEW SCOREBOARD!
The new Gold Sox Team owner/operators pulled a building permit to install a new scoreboard. The prior scoreboard was very old and dated. As a result, the new owner/operators very generously stepped up and purchased a new scoreboard. The installation work has begun and it is anticipated that the new scoreboard will be operational by the start of the season.

CORPS LEVEE CONSTRUCTION
The United States Corps
of Engineers will restart Marysville's Levee Improvement Project. This month, work will commence on Phase 2A South located in Beckwourth River Front Park on the east side of the park and south from the 5
th
Street Bridge past the ball field. Staff have been working diligently with Great Lakes, the contractor, on pre-construction activities and staging locations. The park will remain open during construction.

NEW RESTROOMS AND UPGRADES AT BECKWOURTH RIVERFRONT PARK
Using funds from the 2017 storm damage, the City was able to commence construction of a new restroom and fixture replacement for other restrooms at Beckwourth Riverfront Park. Construction is complete and the new restrooms will be operational by early June (if not sooner). With the heavy rains this past winter season and potential delays, City staff thank and appreciate All-American, the contractor, for their extra effort to complete the work in time for the start of the fishing season!

SMALL CELL WIRELESS
Recently, City staff started discussions with AT&T to place small cell wireless receivers on light poles within the City limits. Future action includes approval of a master license agreement with AT&T and regulatory approval for the placement of the small cell wireless receivers. Small cell wireless receivers, like full-sized cellular towers, provide access points for people to browse the internet, send and receive text messages, and make phone calls. However, unlike cellular towers, small cells take up significantly less space.

CANNABIS BILLBOARD
Staff observed and was informed by the City Council that a 12th Street billboard includes Cannabis advertising pertaining to the delivery of cannabis within the City limits. Per the City’s ordinance, cannabis related signs and advertisement are not permitted in the City limits. Code Enforcement is working with both the advertiser and the Cannabis operator to resolve the matter.

In April, the Community Development & Services Department processed 50 building permits, conducted 73 building inspections, initiated 23 code enforcement investigations, received 14 and completed 6 public service requests, and executed 16 transportation or encroachment permits.

FINANCE DEPARTMENT ACTIVITY, APRIL 2019
Finance Department Activity:
During the month of April, the Department processed 453 accounts payable and receivable, 32 animal licenses, 33 business licenses, and 381 cash receipts were processed.

ANNOUNCING NEW DEPARTMENT HIRES!
At the Council's last meeting, the Fire Department swore in four new employees filling long standing vacant positions, including:
- Matt Lichenstein promoted from Firefighter to Fire Engineer;
- Cameron Walsh promoted from Intern/Volunteer to Firefighter;
- Michael Synak was hired as a Firefighter; and
- Andrew Hall has been hired as the new Fire Engineer/ Inspector.
The Department is thrilled to have new promotions and hires join the Marysville Fire Department. That said, there are still two Fire Captains out on injury and FMLA for the next few months with limited work capacity.

FIRE STATION REHABILITATION
Construction and finish work is finally wrapping up at the fire station. At this point, MFD plans to move back in over the next few weeks - after 18 months of living in trailers! Currently, the Department is waiting for furnishings to be shipped in order to outfit the fire station. Don't miss the City's Open City Hall 'Crawl' on June 29 and get a tour of the newly rehabilitated facility!
WEED ABATEMENT
The Department has issued weed abatement notices to all vacant lots in Marysville. The first compliance inspection will occur June 1
st
and a second inspection will occur on August 1
st
for re-growth. With the devastating wildland fires during the previous years, the goal is to mitigate and reduce the threat of serious fire conditions as a result of overgrown grass and weeds. GRANTS - NEW GAS UTV
The Fire Department recently received a grant from the Feather River Air Quality Management District (FRAQMD) to replace its gas Utility Vehicle (UTV). The FRAQM's program replaces older polluting vehicles with electrically operated vehicles. The new vehicle will be very useful in the river bottoms and during special events hosted in Marysville. It will be outfitted with emergency lights and equipment in order to effectively respond to emergency situations.

FIRE APPARATUS
In preparing to purchase new equipment, the fire department is downsizing its number of apparatus. Over the past three years, the department has expended a great deal of capital in order to maintain fire engines from the 1980's. Currently, the Department is in the process of building a new front line fire engine and Quick Attack making it possible to dispose of older vehicles and upgrade long overdue Department apparatus.

Fire Department Activity:
Firefighters responded to 156 calls for service in the month of April. The Department received 106 Rescue & Emergency Medical Calls, 3 Fire Calls and 47 other calls.

EVENTS
Victim Services Award:
In April, Detective Zack LeMire received the Yuba County Victim Services' award for his outstanding work with crime victims.

Dispatch / Volunteer Appreciation:
During Telecommunications Week, MPD honored its Dispatchers and volunteers for all of their dedicated work to serve the Department and the Citizens of Marysville. The volunteers worked more than 1,000 hours in 2018. Our Dispatchers are truly “Hero’s in Headsets” and the heartbeat of the organization.

Coffee with a Cop:
This past month's event was held at the Brick Coffeehouse Cafe in Marysville. It was well attended with more than 25 citizens present. K9 Rocky was on hand to 'meet and greet.'

'MARYSVILLE CRUISE' IS BACK!
With Council approval, Chief Sachs recently updated the City's Cruise Ordinance which will allow the 'Marysville Cruise' to return to the City by special event permit only. The first planned cruise is Friday, May 24, 2019 starting at Tracey’s Diner in Marysville.

ANIMAL CARE SERVICES (ACS) SEEKS TEMPORARY FELINE BOARDING
As Marysville's Animal Care Services continues to expand its services to the community, it also struggles to shelter the many felines that come through the program. For the past few months, the ACS Division has been looking for an affordable temporary feline boarding facility. While ACS appreciates Fieldhaven's efforts to assist and potentially expand its facilities, this will result in an increase to ACS's budget until a local facility can be secured. COMMUNITY COURT PROGRAM
The Chief of Police is gradually getting closer to full implementation of the Community Court Program. By focusing on "breaking the cycle" of homelessness and crime and referring homeless individuals to service programs instead, the program seeks to promote
trust in the court system and assist the homeless in navigating the justice system to clear outstanding cases and lower barriers to services.
Working with the Yuba County District Attorney's Office and Sheriff's Department, the Chief of Police is working on a list of crime codes to forward to the court calendar that could be deferred from the regular court system and calendar. Additionally, all departments are reviewing the potential of incorporating the adult work program into the community court platform.

INCREASED TRUCK TRAFFIC
The Police Department has received several complaints regarding truck traffic in the City limits as a result of the 'Camp Fire' clean-up efforts. The Department has increased traffic enforcement efforts at key locations to enforce and reduce gridlock and truck route violations (e.g., trucks that leave the designated and approved truck route to travel on other city streets).
OPERATION 'GOING PAPERLESS'
Records staff are currently working on the Police Department's “Going Paperless” Project. They are scanning old files and, moving forward, developing a process to reduce Department paper usage and save money.
OTHER ADMINISTRATION
Department personnel recently completed “Active Shooter” training with Marysville Joint Unified School District.
The Department lost two officer to other agencies and is currently recruiting for two full time Patrol Officers.

SPECIAL REPORT: EFFORTS TO ADDRESS HOMELESSNESS
After nearly 18 months of working together, the Bi-County, Bi-Cities and NGO regional efforts to address homelessness are starting to pay off. Most recently, Habitat for Humanities proposal to expand the Life Building Center's services to include 22 beds for temporary and emergency sheltering was recently approved by the Marysville City Council and Planning Commission. To ensure the safety of the homeless as well as the surrounding neighborhood, 24-hour surveillance will also be provided. In addition, the Life Building Center also provides more than 20 different services within its current structure, including case management for all individuals who enter the program.
Yuba County Health and Human Services will host two community assemblies on June 9 and then again the week of June 17 to talk about the "State of the Homeless" in the Bi-County region. Location is to be determined. Marysville Chief of Police Sachs and Yuba County Sheriff Anderson are scheduled speakers for the events to discuss their department's efforts to address homelessness.
In addition to these regional and local efforts, the City of Marysville continues to provide and service one respite site with porta-potties in north Beckwourth Riverfront Park, as well as enforce any code violations.

Police Department Activity:
In April, 1,856 calls for service were received, 2,067 reports were prepared and processed, and 136 arrests were made. In Dispatch, 1,298 911-calls were received, and more than 5,400 non-emergency or door intercom calls were processed.
