Council to Mull Local Business Lifeline Program
At its last meeting on April 7, the City Council conceptually approved a lifeline business loan program capitalized at $2 million and at $20,000 per loan, and directed staff to return with recommendations on tiers of eligible business types and recommendations for implementation.
On Tuesday, April 21, the Council will consider whether to implement the program and under what eligibility, processing and repayment terms.
City staff consulted with a wide number of sources on the implementation of the program, from the California Association for Local Economic Development to Lamont Financial Services to the Chamber of Commerce to banks and other lending institutions.
The recommendations resulted in no uniform perspective on the best way to help small businesses or the effectiveness of the assistance that has been offered. At its last meeting, the Council requested staff propose tiers of types of businesses the program may help. The staff recommendation can be found in the staff report. The proposed tiers of business classifications can be found on Attachment 2 of the staff report. See link below.

Council to Consider Community COVID-19 Testing
The City Council will consider whether to develop and implement a cost-neutral independent Coronado-centered Community COVID-19 Testing Program.
Some residents have suggested support for such a program in Coronado. Although some testing conducted by private entrepreneurs has not been FDA approved, the FDA is expected to approve several rapid serology tests within the next several weeks.
City staff recommends that any community COVID-19 Testing Program be cost-neutral to the City. If implemented, costs would be recovered via fees or funding by a yet to be identified source or third party.

Council Eyeing Library Carpeting Project
The City Council will decide whether to move forward with a carpeting project at the Library while it is closed during the public health emergency.
The Council will consider awarding a contract on Tuesday, April 21. The project's appropriation was $220,000.
Library staff had preferred to conduct the project in phases during the summer months to minimize the impacts on the community and operations. However, with the closure of the Library, the project can be completed at an accelerated pace.
The existing carpet was installed in 2004 and has reached the end of its useful life. Several areas of the carpeting are heavily stained and worn despite regular cleaning and repair. The flooring in the Ruby Room, which requires replacement, will need a moisture barrier and resilient flooring. Other areas, including around the drinking fountain and restroom alcove will be replaced with a water-resistant tile. The project had been extended for a variety of reasons including the need to purge the Library's book inventory, which has now been completed.

Safe at Home but Not Alone
|
|
The Safe at Home But Not Alone program was created to let the community know that just because we cannot physically gather does not mean we cannot connect, be enriched and get fit at the same time. Recent additions to the Coronado TV line-up include various yoga sessions, including strength and flexibility, restorative and chair yoga, as well as Tai Chi. The videos are led by local instructors who offer the classes through Recreation Services and the John D. Spreckels Center or at local studios. The City is working to align the airing of the fitness videos to the actual class times at the Spreckels Center so students can feel like they are back in class. The City also produces arts programming in partnership with the Library and Cultural Arts Commission. Be sure to watch Coronado TV on Spectrum 19 or AT&T 99. You can also watch online. New content is being created every week. Tune in to see Library Storyhour and Cultural Arts videos. The City is engaging staff, local creatives and teachers to provide programming that otherwise would not be available to our citizens during this time.

The Coronado Chamber of Commerce and Coronado MainStreet have pages dedicated to local restaurants and businesses, those that are open, their hours, addresses and websites. Check it out if you need a meal or want to know the hours of gas stations, pharmacies and grocery stores. As things are changing hourly, call in advance to be sure a business is open. Thanks to the Chamber and MainStreet for this service.
