Medi-Cal Adjusts DME Rates

The SPA was approved on 2/25/20 to have Medi-Cal rates based upon the 80% of the Medicare rural rates and the additional 10% provider rate cut. Its certainly better that using non-rural rates but still unacceptable.
 
CAMPS began an advocacy effort again with the Legislative budget process but with the COVID pandemic the budget process is changing. It appears likely that the Legislature will adopt a baseline budget using spending from the last budget by June 15th to meet the constitutional deadline. They would then have their sub-committee process in August / September where Medi-Cal and other program changes will be considered.
 
The financial impact on Ca. will be clearer after the revenues from tax collections, now delayed until 7/15, are reviewed. It is expected to be dismal with the $21B Rainy Day fund not expected to be sufficient to not require other actions. We will continue to push to move to 100% of Medicare, eliminate the 10% cut, recognize the KU modifier and prohibit any retroactivity.

As you may have seen in yesterday's AAHomecare Insider, AAHomecare is conducting a survey to quantify increased company costs and supply chain disruptions that have resulted from the COVID-19 public health emergency. Our position is that CMS should delay Competitive Bidding by at least a year due to market disruptions; we are gathering information on how the pandemic has affected the Industry for discussions with CMS.

CARES Act Provides Relief for DME Suppliers

There have been some beneficial actions on DME reimbursement that were part of the CARES Act now signed into law.  
  • 75/25 blended rate for non-bid, non-rural areas through the Public Health Emergency (PHE)
  • 50/50 blended rate extended for rural areas through the PHE, likely beyond 12/31/20
  • Elimination of the 2% sequestration rate cuts from 5/1/20-12/31/20
