About Our Speakers

Brittney Farr has served as Local and Regional Relations Manager for Dallas Area Rapid Transit (DART) since 2013. As the liaison between DART, city councils, city management staff, and communities both inside and outside the DART Service Area, Brittney works to ensure that the needs of the communities in which DART operates are met by assisting elected officials meet the needs of their constituents. An active member of the DART Human Trafficking Task Force, Brittney helps to coordinate all of DART's ongoing human trafficking prevention activities, training over 1,000 DART employees in how to spot and report signs of human trafficking. Brittney received her Juris Doctorate from Boston College Law School and her Bachelor of Arts in Government from the University of Texas at Austin. 

Rebekah Hernandez serves as a Communications Supervisor at the North Central Texas Council of Governments, where she manages government relations and legislative affairs for the Transportation Department. Rebekah previously worked as a Policy Advisor and Council Liaison for a City of Dallas Councilmember and as a Legislative Aide for a State Senator. Rebekah holds a master’s degree in City and Regional Planning from the University of Texas at Arlington and a bachelor’s degree in Political Science from the University of Texas at Austin.

Holly Reed is the Managing Director, External Affairs for Texas Central. Holly came to this position because she wants to take on big ideas and projects, whether that is the first high-speed train in the country or hiking and traveling in some remote corner of the globe. Holly leads all public policy, outreach, government relations and branding and communications activities for the Texas Central Railroad. As a native Texan, she is passionate about bringing the train to Texas and sharing its benefits - saving lives, putting people to work and transforming how people think about travel. Prior to joining Texas Central, Holly spent 25 years at AT&T and its predecessor companies, most recently as Regional Vice President of External Affairs. In her spare time, she can be found running with her golden retriever, playing golf or other sports with friends and family or attending anything involving her beloved Texas Aggies.
