On Friday, March 6, 2020, the City of Atlanta Department of Watershed Management (DWM) announced the official opening of a state-of-the-art Nutrient Recovery Facility, at the R.M. Clayton Water Reclamation Center (WRC). DWM Commissioner Kishia L. Powell was joined by Chief Operating Officer Joshua L. Williams, Ostara Nutrient Recovery Technologies
(Ostara)
Inc., and District 9 Councilman Dustin Hillis for the official ribbon-cutting of the facility. The City’s Ostara Pearl® Nutrient Recovery System
is a groundbreaking process for extracting nutrients from wastewater and converting them into a highly pure continuous release fertilizer, sold as Crystal Green® for use in various land applications.
“The Ostara Pearl® Nutrient Recovery
facility will recover phosphorus that can be repurposed from reclaimed water, help protect local waterways from nutrient pollution, and create new revenue by producing an environmentally sustainable fertilizer,” said Kishia L. Powell, Commissioner, City of Atlanta Department of Watershed Management. “This new system is a cutting-edge approach to achieving core strategic priorities that will enhance operational efficiency, increase fiscal responsibility and improve customer service.”

Water Supply Program
Quarry/Chattahoochee/Hemphill

Update:
The Conveyance Tunnel and the Quarry Reservoir are complete and the filling of the Quarry starts this month. The pump station buildings at the Quarry and Hemphill WTP are substantially complete.
The Water Supply Program will increase Atlanta’s reserve water supply from three to five days to 30 to 90 days. The $320 million investment includes the construction of a five-mile tunnel connecting the Chattahoochee River, the Hemphill Water Treatment Plant, and the former Bellwood Quarry, which will be transformed into a 2.4 billion-gallon water reservoir. The Water Supply Program is currently scheduled for completion in Summer 2020.

Upper Proctor Creek Capacity Relief Project

Update:
Construction of the concrete steps for the fountain is complete, water meters have been installed between the park restroom and Elm Street, retaining walls around the pond and fountain are complete, and all storm sewer infrastructure is installed. The installation of the east arc walkway is underway, as is the guardrail fitting along the east arc walls. The restroom work is ongoing – windows, doors and fixtures are being installed. Construction on the liner needed to sustain the pond and wetlands is ongoing. Green infrastructure installation is underway and will continue through the end of the project. Elm Street is re-opened, and work on Walnut and Thurmond Streets continues. Placement of boulders and landscaping for the park began last fall and is scheduled to continue until the end of the project.
The Upper Proctor Creek Capacity Relief project: Rodney Cook, Sr. Park in Historic Vine City is a multi-phase effort to reduce flooding and combined sewer flows in the Vine City neighborhood. This project consists of a collection of innovative stormwater practices designed to redirect surface runoff away from the Beckwith Trunk and Mineral Springs combined sewer systems.
The capacity relief facility is currently under construction led by the Astra/Rohadfox, Joint Venture. The components of this project include a 2-acre pond (9+ MG capacity), green infrastructure (bioretention, stormwater planters, rainwater harvesting cisterns, and soil restoration), aerating water features, separated storm drain pipelines, new sidewalks and roadway improvements.
The Department of Watershed Management is working concurrently with The Trust for Public Land who is responsible for the build out of the adjacent park. In addition, The National Monuments Foundation will be constructing statues of historic figures throughout the finished park.

Upper Proctor Creek - Boone Boulevard Green Infrastructure & Capacity Relief Project

Update:
Contractors continue to lay water main pipe on Joseph E. Boone Blvd NW between Oliver Street NW and Joseph E. Lowery Blvd NW. On the north side of Boone Boulevard, new planter boxes are being installed, as well as a new sidewalk between Sunset Avenue NW and Griffin Street NW, heading towards Joseph E. Lowery Blvd NW.
This project will provide capacity relief to the North Avenue Combined Sewer Area and water quality improvements using the green infrastructure practice called bioretention, which is a specially landscaped area that captures runoff from an impervious surface and allows water to enter the soil. Proposed bioretention areas will span approximately 1.2 miles along Boone Blvd from Mayson Turner Road to Northside Drive that will collect stormwater runoff from along the sides of the road.

Update:
Startup and testing of ancillary equipment in the biosolids dryer building at RM Clayton WRC is underway.
The demolition of UV Channel 3 is complete, and the installation of the new Trojan UV system underway.
Three Energy Conservation Measures (ECM) for a software system to optimize the City's water distribution system is being implemented. This includes: A new Class A bio-solids system, office space at R.M. Clayton WRC, and a replacement of ultraviolet disinfection system with new Trojan UV Signa System.

Update:
The new Ammonia-Based Aeration Control (ABAC) system startup and commissioning at the South River Water Reclamation Center is currently undergoing the 30-day acceptance testing process. Start-up testing of the rehabbed digester began on March 30 and will continue through the month of May.
Low-Energy Thickening startup and testing of Volute Press continues at the Utoy Creek Water Reclamation Center (WRC).
Facility infrastructure improvements are underway at the Hemphill Water Treatment Plant, South River WRC, Utoy Creek WRC, Chattahoochee Water Treatment Plant and 14th St. Administration Complex.

The project is complete.
The R.M. Clayton Water Reclamation Center Instrumentation/Controls Reliability Restoration project will upgrade various outdated Distributive Control Systems (DCS) and Process Logic Controller (PLC) systems as well as add optical fibers and duct banks at the RM Clayton WRC. These systems monitor and control various process equipment and provide the inter-connectivity required to treat wastewater to meet regulatory compliance permits.
