Holiday Hours for our Municipal Service Centres
The Service Centres located in Upper Nappan, Springhill and Parrsboro, which provide the functions of tax and water billing and collection, building permits, zoning, etc. will be closed from December 21, 2018 at 4:30 p.m. and will re-open on January 2, 2019 at 8:30 a.m.
Our Community Centre and Public Works Departments will be staffed during the above mentioned dates and times.

Public Council Sessions
The first Council session in December will be on
December 12th and will begin at 6 p.m. and will deal with business issues. The second Council meeting in December will take place on
December 19th and will begin at 4:30 p.m. The second meeting will see discussion on our programs and services and strategic priorities.

Manager of Facilities and Parks (6 Month Term)
The Municipality is currently accepting resumes for the position of Manager of Facilities & Parks (6 Month Term).
The Manager has overall responsibility for the Municipality's recreation facilities, playing fields, parks, and open spaces. This responsibility includes the operation, maintenance, improvement, promotion, and marketing of those assets, which are primarily located in the Springhill area, including the Dr. Carson and Marion Murray Community Centre, the adjacent Lions Park amenities (ball fields, tennis and basketball courts, playgrounds, trails and the outdoor skating rink), the Hilltop Playground, the Glooscap Campground, and recreation facilities in Parrsboro.
Qualifications:
- University Degree in Recreation, Facility Management, or a related field.
- Minimum 3 - 5 years recreation facility management experience.

Pugwash Water Project Update

The Municipality would like to begin by apologizing for the delay in providing information regarding the Pugwash Water Project. We understand this has been a point of concern for many residents and will endeavour to be more timely in providing updates on this project from this point forward and on a more consistent basis.
We also want to assure you that staff, consultants, and contractors are working diligently to complete the commissioning of the system that will provide our residents with a safe and reliable water source.
At this point we are currently working on the Project Commissioning which is
the process of assuring that all systems and components of the system are designed, installed, tested, operated, and maintained according to operational requirements. We are experiencing an issue with the level of aeration of the water. Staff, consultants, and contractors are working extended hours to remedy the situation.
We would like to thank those users who have installed their connections and are ready to receive water and also thank everyone for their patience as we continue the Commissioning.

Nova Scotia Border Committee - Update

|
Committee Update
The Nova Scotia Border Committee has been meeting since November 2017. The goal of this Committee is to enhance the entrance to Nova Scotia making it more inviting and visually appealing to our tourists as well as to our citizens. The Committee is comprised of three Municipal Councillors who are appointed annually by Council, one town of Amherst Councillor who is appointed by Amherst Town Council, two citizen representatives who are appointed by Council and two Trunk 2 (Fort Lawrence) Business Operators who are selected by Trunk 2 business operations.
In the last year, the Planner of the Municipality of Cumberland and his Student Apprentice have been assisting the Committee by creating a Draft Signage By-Law specific to LaPlanche Street (Trunk 2). This By-Law will limit the amount and type of signage allowed along the street. However, business owners will be given other options for signage which are still being decided. One option, for example, would be a shared ground sign which would advertise several businesses on one sign instead of having individual signs for each business.
Two dangerous and unsightly buildings on the street were torn down this year which immediately made a very positive impact on the goal of Committee by making the street more safe and attractive.
The Committee is currently exploring the possibility of enhancing the appearance of the road by mowing a greenbelt corridor along each side of it. This it is still in the beginning stages of obtaining cost estimates. The aim of the Committee is to not only find the most budget-friendly solutions to enhance the entrance, but also to find those which will be the easiest to maintain in the long-term.

The Municipality of Cumberland's GIS Analyst has created an
online interactive zoning map for public use
. Please try it out and distribute freely.
The main objective of the tool is for residents and staff to be able to find the zoning for their property or clients' property.
You can search by PID or address to see your zone (try it out!). Click on the parcel to find out the zone.
Some other things you can do in the map:
- View the map Legend
- View the map Layers and toggle them on/off
- Change the basemap from topographic to other basemaps such as aerial photo
- Link to zoning documents on the plan Cumberland website for more information
- Measure distances (and areas)
- Find Coordinates on the map
- Look up directions, print directions and distances
- Add data from other sources
- Show/hide map overview
- View attribute tables for map data
- Print the Map
- Zoom to your current location (this is v useful when you enable your location at home /in the field but may not work with the embedded maps.

Cliffs of Fundy Aspiring Geopark Update
|
|
On November 27th, 2018, Cliffs of Fundy Aspiring Geopark coordinator, Marlee Leslie confirmed the updated application dossier, which reflected the recommendations made by the
Canadian National Committee of Geoparks evaluators visit in June 2018, has been sent to and received by UNESCO.
If the application dossier is considered complete and ready for assessment, the UNESCO Global Geoparks Council will approve an evaluation mission to visit the Geopark any time after May 1st, 2019.
Our Municipal staff continue to work with Municipality of Colchester staff as well as our solicitors towards the incorporation of the Cliffs of Fundy Geopark Society. We anticipate the incorporation to be completed this month.

Generator Safety
Cumberland Regional EMO is reminding residents in the Cumberland Region to operate their generators as per their unit's operating manual.
* Never use generators, barbeques or camping
equipment indoors - even in your garage - because
of the high risk of carbon monoxide poisoning.
* Keep generators outdoors, away from doors, windows and vents that could allow carbon dioxide inside the home.
* If you start to feel sick, dizzy, or weak while using a generator, get to fresh air RIGHT AWAY - DO NOT DELAY
* Avoid electrocution by keeping the generator dry.
* Turn the generator off and let it cool down before refueling
* Plug appliances directly into the generator or use a heavy-duty, out-door rated extension cord that is rated (in watts or amps) at least equal to the sum of the connected appliance loads.
* Do no overload the generator

Our Courier is responsible to provide communications and operational support for the Dr. Carson and Marion Murray Community Centre events and operations.
John couriers items for the Community Centre in a timely manner and is responsible for updating our notice boards throughout the community.
John was also recently recognized by Council for his role in assisting the Municipality to achieve a safety culture for our organization. Upon John's suggestion, a mandatory Helmet Policy was researched and enacted, which has already had a major impact on the safety or our residents and employees.

Prevention Innovation Grant
Sexual violence continues to remain hidden and victims are frequently blamed and stigmatized. Although it can sometimes seem too large to solve, we know that sexual violence is preventable.
Primary prevention approaches work to change environmental factors and social norms known to contribute to sexual violence (ex. sexism, media and marketing practices, technology, harmful use of alcohol, etc.), while also promoting healthy relationships, consent and fostering safer spaces and strong communities.
Funded projects are working towards some of the following outcomes:
- Better understanding of healthy relationships and norms.
- Increased engagement of men and boys in sexual violence prevention work.
- Youth have a clearer understanding of what consent is and why it is important.
- Decrease in the hypersexualization of women and girls.
- Increase in positive, non-violent perceptions of masculinity.
This year, grants up to $5,000 are available.

TD Friends of the Environment Foundation
Projects eligible to receive funding:
The Foundation supports a wide range of environmental initiatives, with a primary focus on environmental education and green space programs.
Eligible projects include schoolyard greening, park revitalization, community gardens, park programming and citizen science initiatives.
Organizations eligible to receive funding:
- Registered Canadian charities with a Charitable Registration Number (CRN)
- Educational institutions (primary/secondary/post-secondary)

PAINTS (Professional Artists In The Schools)
PAINTS is a program that helps schools in Nova Scotia bring professional visual artists into their classrooms. There are more than 50 artists that are part of PAINTS living and working in every part of NS.
Projects can range from 3 to 12 hours, and can involve artists working in every imaginable discipline.
PAINTS projects make links between the professional artists' own work and the workshops that they lead with the students. We're really interested in providing the richest experience possible through these relatively small programs. A project can be with one class, or a small group of students, and the brief application is filled out online through their website.
The school pays $25 per hour for the artist's time. PAINTS makes up the other half of the fee and also provides some support for travel and materials costs. This is a great, cost effective way to infuse more art into your school.

Marc Lapointe, MBA, CFRE, Director of Development and Strategic Engagement
Joggins, Nova Scotia, December 4, 2018---The Joggins Fossil Institute's Board of Directors is pleased to announce that Marc Lapointe, MBA, CFRE, Moncton, NB, will be joining the dynamic management team at the Joggins Fossil Centre as its new Director of Development and Strategic Engagement. Marc's focus is to develop donations and strategic partnerships that will allow staff and researchers at Joggins to undertake exciting projects in the coming years.
Marc, after a long career in private industry, is now pursuing his passion of assisting charities to create transformative fundraising campaigns. He has worked on a number of campaigns that range from university to community-based charities. Marc holds degrees from Université Laval, Saint Mary's University and the Certified Fundraising Executive designation.
When not at Joggins or meeting with interested parties, you can find Marc participating in half-marathons, cycling or skiing. He is a Board Member of the Association of Fundraising Professionals-New Brunswick Chapter, the Founding Treasurer of one of Moncton's five Rotary Clubs and a past member of many boards.
