Dear Neighbor,

The school bells rang across the city earlier this month and autumn is here. Fall is naturally a time for reflection, so a recap of some legislative accomplishments from the past few weeks is in order. Below are some bills the Governor has signed and have now become law.

Bill Criminalizing Predatory Behavior of Patient Brokers Becomes Law

Illinois residents now have official state protection against scam artists that try to lure parents into their lair in their most desperate moment. When they are trying to find a reputable drug rehabilitation center for their children.

The governor signed legislation that I sponsored that criminalizes predatory behavior of patient brokers, who have been known to lure young and insured Illinois residents to unscrupulous out-of-state drug treatment centers and sober living group homes.

"Patient brokers are predators, preying on Illinois residents struggling with opioid addiction," said Illinois Association for Behavioral Health C.E.O. Sara Howe. "With Governor Rauner's signature on this legislation, the state will be able to help shutter these deceptive marketers, dry up 'finder fees' for referring patients as well as assure that quality, reputable treatment is the default choice for individuals seeking to overcome their opioid addiction."

There are predators looking to make a quick dollar during people's most vulnerable moments, and this new law will expose these predators who lurk in the shadows.

Click on the video below to watch a story on this problem.

Addressing Opioid Crisis

This year Illinois tackled the issue of substance use, working closely with health care providers to remove barriers to admission for treatment.

The moment a person decides they are ready to enter a recovery program is a crucial one - and that person should never be turned away. SB 682 removes the prior authorization requirement to eliminate barriers to recovery treatment.

This legislation is a key component in addressing the opioid crisis by providing people with immediate access to outpatient treatment. Under previous law, individuals experiencing an opioid overdose or reaction had to wait for their treatment to be approved by their insurance plan before entering a facility. The legislation removes prior authorization barriers so people do not have to wait for treatment.

Back to School Supply Drop Off

The generosity of our community was once again on full display during our school supply drive.
This week we delivered these much needed supplies to schools in our district. Thank you to all who donated.
Visiting Howard Brown Health Center

Community Health Centers are neighborhood-based health care clinics that provide care to underserved populations, such as the uninsured, low income and Medicaid recipients.

I received the Health Center Champion Award for my work expanding health care services across the state.

We're fortunate to have  Howard Brown Health in our community and I thank them for their commitment to serving ALL people regardless of financial status.

A Visit From Our Friends in Agriculture

Illinois is a leading producer of soybeans, corn and swine. The state's climate and varied soil types enable farmers to grow and raise many other agricultural commodities, including cattle, wheat, oats, sorghum, hay, sheep, poultry, fruits and vegetables. Illinois also produces several specialty crops, such as pumpkins, horseradish, ostriches, fish and even Christmas trees.

I visited with a farmer from Boone County and received the Illinois Farm Bureau's Friend of Agriculture Award.
Touring Advocate Masonic Dental Center

The Advocate Masonic Mobile Dentistry Program offers convenient dental care to underserved people inside a van that travels across the Chicagoland area. The service focuses on senior citizens, people with disabilities, the homeless, school children and others with difficulties accessing adequate dental treatment because of barriers like transportation issues or financial hardships.

We're fortunate to have Advocate Masonic in our community. They are on the forefront of healthcare.
