Governor DeSantis Releases 2020-2021 Budget Recs
Highlights Include:
  • Opioid Epidemic
Governor DeSantis is committed to continuing to support the fight against the national opioid epidemic by working with local partners and families affected by this crisis to ensure the needs of individuals struggling with opioid addiction are met. The Bolder, Brighter, Better Future budget recommends $54.8 million in total funding to fight the opioid epidemic in Florida and invests $12.4 million in funding from the State Opioid Response Grant to address the opioid crisis by providing evidence-based prevention, medication-assisted treatment and recovery. The budget provides $8.7 million in funding to the Department of Health through the Overdose Data to Action grant to enhance drug overdose surveillance and to pilot prevention strategies to reduce overdoses.
  • Mental Health and Substance Abuse
The Bolder, Brighter, Better Future budget provides an additional $17.6 million in funding to support individuals with behavioral health needs. The budget includes $9 million to expand the capacity of Community Action Teams (CAT) for children ages 11- 21 with a mental health and/or substance abuse diagnosis and provide a family centered approach to allow individuals to be served in their community. The budget also includes $2.1 million in new funding for 24 additional forensic community transition beds to increase the capacity to serve individuals in a community-based setting. The budget also includes $4 million to expand telehealth services to children in K-12 public schools in 27 additional counties and makes $2.5 million available for 211 providers based on an increase in capacity to handle call volume and to expand care coordination services.
House Health Quality
Requires specified pharmacists to report certain diseases of public health significance to DOH; authorizes pharmacists to test for & treat influenza & streptococcus; provides requirements for written protocol between pharmacist & supervising physician. Effective Date: upon becoming a law

Authorizes podiatric physicians to supervise licensed physician assistants & medical assistants; authorizes medical assistants to perform specified duties under supervision of podiatric physician; authorizes Board of Podiatric Medicine to require certain number of continuing education hours related to prescribing of controlled substances. Effective Date: July 1, 2020
Senate Children, Families & Elder Affairs
SB 7012 - Mental Health by Senator Book
Mental Health; Providing additional duties for the Statewide Office for Suicide Prevention ; requiring the Department of Transportation to work with the office in developing a plan relating to evidence-based suicide deterrents in certain locations; requiring that certain information be provided to the guardian or representative of a minor patient released from involuntary examination; requiring specified persons to complete certain suicide prevention education courses by a specified date ; providing that persons providing certain emergency care are not liable for civil damages or penalties under certain circumstances, etc. Effective Date: 7/1/2020

SB 232 - Child Welfare by Senator Book
Expanding the list of incidents or injuries that constitute harm to a child’s health or welfare; expanding the types of reports that the Department of Children and Families must refer to Child Protection Teams, etc. Effective Date: 7/1/2020
Senate Health Policy
Authorizing individuals licensed to prescribe medicinal drugs to dispense a 48-hour supply, rather than a 24-hour supply, of such drugs to any patient, including a discharged patient, under certain circumstances; authorizing such individuals to dispense a 72-hour supply if a state of emergency has been declared in the area, etc. Effective Date: 7/1/2020
Senate Education
SB 120: Naloxone In Schools by Senator Pizzo
Authorizing a public school to purchase a supply or enter into an arrangement to receive a supply of the opioid antagonist naloxone for a certain purpose; requiring the school district to adopt a protocol for the administration of naloxone; providing that a school district and its employees and agents and the physician who provides the protocol are not liable for any injury arising from the administration of the naloxone pursuant to the protocol, etc. Effective Date: 7/1/2020

House Market Reform
Revises provisions relating to reimbursement of school-based services by AHCA to certain school districts & private & charter schools; specifies that U.S. Department of Health & Human Services is authorized to waive certain school-based provider qualifications. Effective Date: July 1, 2020
