Northwest ISD Enrollment Expected to Surge Past 32,000 Students by 2026
Despite the economic downturn caused by COVID-19, demographic reports show that builders in the surrounding area are having a record year.

What does that mean for Northwest ISD? Demographers say that the district’s enrollment will likely exceed 32,000 students in the next five years. The district's current enrollment is more than 25,500 students.

NISD works with demographers in an effort to create the most effective plan to serve students and families as our district grows, said Tim McClure, assistant superintendent for facilities.

“We are dedicated to using taxpayer dollars wisely, so it’s critical that we know where new developments are being planned and when the houses are being constructed,” he said.

Northwest ISD continues to be one of the fastest growing in the state. The district is ranked eighth in Texas in student enrollment growth, according to the most recent data (2018-2019) from the Fast Growth School Coalition. This coalition has identified 81 fast-growth districts in Texas that meet specific criteria.
Bond Proposal Makes Room For Nearly 5,000 More Students
NISD Currently Tracking 109 Active Housing Developments in District
The number of active housing developments in Northwest ISD has nearly doubled in four years, and the district is ranked fourth among DFW school districts in growth based on new home closings.

New home closings means new students — approximately 2,400 new homes are being constructed and sold each year in the district, which means more families are moving in.

For the past 10 years, NISD has added 800 to 1,200 new students each year. That's the equivalent of a new elementary or middle school.

DOES NEW GROWTH PROVIDE THE REVENUE NEEDED TO PAY FOR THESE PROJECTS?

As new commercial and residential development takes place, the district's taxable value increase and, therefore, its revenue increases. This is the main factor that will allow NISD to finance the proposed bonds without increasing its tax rate.

Despite not requiring a tax rate change, NISD is required to receive voter authorization through a bond election to sell bonds.
IF THE BOND ELECTION IS SUCCESSFUL, DOES THE SCHOOL DISTRICT IMMEDIATELY INCUR THE DEBT?

No. The bonds do not cost the district anything until they are sold. Voter approval is simply an authorization for the district to issue bonds. Bonds would be sold in the future as needed to fund the projects. It's anticipated that the projects proposed in the 2021 bond could span approximately three years.
WHAT HAPPENS IF THE DISTRICT DOES NOT GROW AS PROJECTED?

If growth slows within Northwest ISD, the district would not issue the bonds until projects are needed. Potential bond funds would not be spent until necessary growth occurs.
VOTING INFORMATION

Any registered voter who resides within NISD’s boundaries is eligible to vote in the May 2021 bond election. Early Voting locations will be open April 19-27, and Election Day is Saturday, May 1.
