FDA Issues Industry Guidance On "Healthy" Labeling
FDA The U.S. Food and Drug Administration (FDA) has opened a docket and released industry guidance on the use of the term "healthy" in the labeling of human food products.

Responding to Kind LLC's citizen petition asking the agency to align its nutrient content claim regulations with federal dietary guidance, FDA is inviting "public comment on the term 'healthy', generally, and as a nutrient content claim in the context of food labeling."

FDA has asked stakeholders to weigh in on a number
of questions, including:

1. Is the term 'healthy' most appropriately
categorized as a claim based only on nutrient content?
2. If criteria other than nutrient content (e.g., amount of whole grain) are to be included in the definition of the term 'healthy,' how might we determine whether foods labeled 'healthy' comply with such other criteria for bearing the claim?
3. What types of food, if any, should be allowed to bear the term 'healthy?
4. Is 'healthy' the best term to characterize foods that should be encouraged to build healthy dietary practices or patterns?
5. What nutrient criteria should be considered for the definition of the term 'healthy?".

The agency also seeks input on consumer and industry perceptions regarding a changed definition of "healthy."

WI Right To Work Law Upheld
WI Capitol A federal judge has refused a union's demand to block Wisconsin's right-to-work law. The law prohibits businesses and unions from reaching agreements that require all workers, not just union members, to pay union dues.  Read more here.

WI Freight Rail Plan Being Developed
The Wisconsin Department of Transportation (WisDOT) is in the process of developing the state's first long-range multi-modal freight plan. It will provide the policy framework to guide investment decisions relative to freight mobility.

The final freight plan will:
  • provide a comprehensive overview of Wisconsin's transportation system
  • analyze potential investment strategies
  • recommend performance measures
  • discuss an implementation strategy
A draft Wisconsin State Freight Plan is now available on the department's website at wisconsinfreightplan.gov.
 
The WisDOT is holding five public involvement meetings, one in each state region, to give people an opportunity to learn about the draft plan and provide feedback on the content.

MWFPA is an active participant in the state's Freight Advisory Committee which will be holding its next meeting on October 12, 2016.

Dayton Says Time Has Run Out For MN Special Session
MN Gov. Mark Dayton says time has run out for a special legislative session.

In a letter to MN House Speaker Kurt Daudt, Dayton said there is too little time before the November election for Democrats and Republicans to resolve their differences.

Dayton and legislative leaders had hoped to reach a broad agreement that would permit a special session to pass a tax relief package and open the way for $1 billion in public construction projects. But a proposed light-rail line to the southwest Minneapolis suburbs - backed by Democrats and opposed by Republicans - has been the obstacle.

MWFPA Hosts Management Training Program With Cheesemakers, UW School of Business
In partnership with the Wisconsin Cheese Makers Association and the Wisconsin School of Business Certificate Program, the Midwest Food Processors Association is again promoting a custom certificate program designed to build leadership, management, and business acumen in dairy and food industry professionals.

High Performance Leadership and Management Skills for Food and Cheese Professionals provides the skills to lead, motivate, and manage employees to create a stronger, more productive organization. Participants will spend a total of eight days (four, two-day modules) immersed in thought-provoking and pragmatic training, with action learning components, group discussion, team exercises, and case studies built into each module.  Module dates are September 29-30, 2016, November 14-15, 2016, January 23-24, 2017 and March 6-7, 2017.

The program is offered to all MWFPA members. Cost to attend the program is $6,900 per participant and includes instruction, educational materials, meals, parking, and overnight accommodations for all four two-day sessions. Focus On Energy's Large Therm Project Accelerator - RFPs for 2017 Projects Being Accepted
Focus on Energy IV
The Large Energy Users Program (LEUP)  from Focus on Energy is accepting proposals from any qualifying large energy user customer in need of financial support for their large energy efficiency projects that save natural gas Therms and that can be completed in 2017.
RFP Release:
August 30, 2016
Proposal Due Date:          
Proposals will be accepted through October 19, 2016.
Incentive Award Basis:
Proposals will be competitive, with higher points awarded to larger energy savings projects and for lower proposed incentive rates ($/therm).  RFP Application must be complete. Customers must work with a Focus on Energy Energy Advisor.
RFP Benefits Summary
  • Payback minimum/maximum - projects can qualify down to a one-year payback, with the incentive (currently 1.5 years).  Payback can be as high as 10 years.
  • Project incentive cap - a single project cap increases to $400,000 (currently $150,000)
  • Customer's annual cap - annual incentive cap increases to $500,000 for 2017
  • Payment of up to 50 percent of the originally estimated project cost (currently 30%)
  • May request between $0.20 and $1.00 per annual therm saved (currently $0.40/therm).
