Parrsboro Service Centre - Relocation

The Municipality of Cumberland will be relocating staff and services regularly offered at the Parrsboro Service Centre, located at 4030 Eastern Avenue, to a temporary workspace on the same property effective mid-November. This relocation is a result of concern for the safety of our staff and our public. All municipal services previously provided at the Parrsboro Service Centre will continue to be offered out of the temporary workspace.
The Municipality will be arranging a third-party assessment of the building in the months to come. The assessment will provide the municipality with information on determining future plans for the facility.
A committee of staff and local community members was formed this fall to discuss the feasibility for a proposed multi-purpose facility in Parrsboro. A replacement for the Parrsboro Service Centre was outlined as a possible component for a new facility.
Any planned service disruptions relating to the relocation will be announced on the municipal website and through local media..

Solar Energy Projects Funding Announcement
|
|
Funding Announced for 3 Projects
Deputy Premier and Finance Minister Karen Casey announced funding from the Solar for Community Buildings Program for three new projects.
The Solar for Community Buildings Program enables eligible community groups and organizations to generate up to 75kW of solar photovoltaic (PV) electricity on their roofs or properties and sell it to their utility under a 20-year contract.
The Municipality of Cumberland will install a set of solar panels on the Dr. Carson & Marion Murray Community Centre. The 75Kw project will dramatically reduce the energy cost for the facility. The centre already uses green technology with mine water geothermal heating and cooling. The solar panels will further drive down their carbon footprint.
The Fundy Ocean Research Center for Energy (FORCE) will install a 25kW project on the roof of its visitor centre located near Parrsboro, N.S. The install will coincide with FORCE's efforts to foster tidal research, another alternative energy source.
The Town of Amherst will use the funding for a project at the Amherst Stadium.

Be Prepared for an Emergency with a 72 hour Basic Emergency Kit
Print out your packing list, one for each kit. Download the list at Ready.gov to use as a beginning and then personalize it to fit your needs. Basic items include:
- Water, one gallon of water per person, per day, for at least three days. (for drinking and sanitation)
- Food, at least a three-day supply of non-perishable food
- Battery-powered or hand-crank radio and a NOAA Weather Radio with tone alert and extra batteries for both
- Flashlight and extra batteries
- First aid kit
- Whistle to signal for help
- Dust mask to help filter contaminated air and plastic sheeting and duct tape to shelter-in-place
- Moist towelettes, garbage bags and plastic ties for personal sanitation
- Wrench or pliers to turn off utilities
- Manual can opener for food
- Local maps
- Cell phone with chargers, inverter or solar charger
- Clothing for 3 days
- $100.00 dollars in small bills and change

Land Use By-Law Goes for Second Reading
The Municipality's Land Use Bylaw and Municipal Planning Strategy is undergoing a review and amendment, and will be going to council for public hearing and second reading November 14th, 5:30pm.
Planning documents are meant to be "living documents" evolving to deal with changes, new issues, errors, and oversights. With the recently completed rewrite and consolidation of the Land Use Bylaw, there have inevitably been some of each of these to deal with. This review has provided an opportunity to correct those errors and re-examine other parts of the Policy and Bylaw.
Some key changes proposed in the amendment include:
- Reducing the side and rear setbacks in the Recreational Residential Zone from 12m to 8m,
- Reduce setbacks up to 50% for main building in all zones where lot has less than the required frontage.
- Increase maximum height of accessory structures (where regulated) from 6m to 8m.
- Permitting a dwelling on the same lot that an RV Parking space is permitted.
- Rewriting permitted uses and lot requirements for Commercial Recreation Zone to permit more developments without entering into Development Agreement.

JAIME SPICER: CANINE CONTROL OFFICER AND BY-LAW CONTROL OFFICER
Our Canine Control / By-Law Officer is responsible for the enforcement of the Municipality of the County of Cumberland's Dog By-Law, Solid Waste By-Law and assists with Dangerous or Unsightly properties.
Our Canine Control Officer, through a shared work agreement also covers the Towns of Amherst and Oxford. Jaime's duties include helping residents with issues related to dogs in Cumberland County. These include issues such as:
- Dogs running at large;
- Dogs leaving waste on private property belonging to others;
- Dogs biting humans or animals;
- Assistance with RCMP in removing dogs from unsafe and unfit dwellings;
- Responds to calls regarding animal abuse, which are referred to SPCA
As By-Law Officer, Jaime investigates:
- Illegal dumping;
- Solid waste curbside issues;
- Dangerous or Unsightly Premises;
- Livestock at Large, and
- Posts tax sale postings

Springhill's "Turkey Trot"

Springhill Communities in Bloom Host a Very Successful Inaugural "Turkey Trot"
It may have been Thanksgiving weekend, but over 225 runners registered and ran in the Turkey Trot! Over $6,000 was raised for the Pit Pond Walking Trail Project!!
Amazing numbers for an inaugural year - exceeding all expectations! Runners included local running clubs, and included the elementary school clubs. People came from away and walkers and runners from ages 4 - 83 participated. Plenty of amazing support came directly from local businesses and organizations to help cover the costs of the event.

Communities In Bloom - Pit Pond Revitalization Project
|
|
|
|
|
The Springhill Communities in Bloom Committee has been working tirelessly to complete the pit pond trail development project. To date, the committee volunteers have cut the entire trail around the pond through the woods to McGee Street and are moving onto the connection piece to the community centre. Two bridges have been installed and final touches will be completed this week.
The third bridge is in place and pending completion. Crusher dust is being placed and will be spread over the next week.
There has been a significant amount of support for the project from local businesses, non-profits, and our staff. The committee is very thankful for the efficient and time sensitive work municipal staff from all departments have completed to ensure the project continues to move forward.

2019 Celebrate Canada Funding Process launches
The Department of Canadian Heritage provides funding for events during the Celebrate Canada period, for activities held on the following dates:
- National Indigenous Peoples Day (previously National Aboriginal Day) on June 21;
- Saint-Jean-Baptiste Day on June 24;
- Canadian Multiculturalism Day on June 27; and
- Canada Day on July 1.
Priority will be given to events held on the actual date. Deadline is November 21.
We strongly encourage you to complete this form electronically. It includes features to help simplify the application process (e.g., automatic calculations). However, if you wish to complete it by hand please contact your regional program officer to ensure that you have the complete form.

Women In Sport Encouragement (WISE) Fund
The
Women in Sport Encouragement (WISE) Fund invests in the development of female leaders in sport and supports organizations to strengthen their engagement of girls and women in sport. Since 2004, CAAWS has awarded $150,000 in grants to leaders and organizations across Canada!
Their two core areas of emphasis are: retention of girls in sport and expanding female leadership in sport. They are proud to support leaders and organizations who are taking steps to bring these goals to life.
Ten grants are awarded annually, each valued at $1000, through an application process.
The 2019 WISE Fund application process opened on November 1st.

The Foundation supports a wide range of environmental initiatives, with a primary focus on environmental education and green space programs.
Eligible projects include schoolyard greening, park revitalization, community gardens, park programming and citizen science initiatives.

- Registered Canadian charities with a Charitable Registration Number (CRN)
- Educational institutions (primary/secondary/post-secondary)
- Municipalities
- Aboriginal groups

Community ACCESS-Ability Program
The Community ACCESS-Ability Program reflects the Government of Nova Scotia's commitment to persons with disabilities by providing equal opportunity and improved access to community facilities. This program offers cost-shared grants to
community groups for accessibility related capital improvements.
The grants cover up to two-thirds of the direct and indirect costs of renovations, installations, and/or equipment to a maximum of $10,000. The sponsoring organization must raise at least one-third of the funding from other sources. Organizations can receive funding for one project per year under the program.
Who can apply?

Deadline: Applications will be accepted from April 1st
until the fund is fully spent.
