Keynotes


Raphael Bostic, President and CEO of the Federal Reserve Bank of Atlanta

Dr. Raphael W. Bostic took office June 5, 2017, as the 15th president and chief executive officer of the Federal Reserve Bank of Atlanta. He is responsible for all the Bank's activities, including monetary policy, bank supervision and regulation, and payment services. In addition, he serves on the Federal Reserve's chief monetary policy body, the Federal Open Market Committee (FOMC). Prior positions include: Judith and John Bedrosian Chair in Governance and the Public Enterprise at the Sol Price School of Public Policy at the University of Southern California (USC); director of USC's master of real estate development degree program and founding director of the Casden Real Estate Economics Forecast; and assistant secretary for policy development and research at the U.S. Department of Housing and Urban Development (HUD). Bostic was born in New York City in 1966 and grew up in Delran, New Jersey. He graduated from Harvard University in 1987 with a combined major in economics and psychology. He earned his doctorate in economics from Stanford University in 1995. He has previously served on many boards and advisory committees, including the California Community Reinvestment Corporation, Abode Communities, NeighborWorks, the National Community Stabilization Trust, the Urban Land Institute, the Consumer Financial Protection Bureau, the American Real Estate and Urban Economics Association, the National Economic Association, and Freddie Mac.



Andrea Young, Executive Director of the American Civil Liberties Union of Georgia

Andrea Young has devoted her career to promoting policies to defend and extend civil and human rights. Prior to her current role at the ACLU, Young was an Adjunct Professor at the Andrew Young School of Policy Studies at Georgia State University. For many years, she served as executive director at the Andrew J. Young Foundation working to preserve and leverage the legacy of her father - a former Atlanta mayor, Civil Rights leader, U.S. Congressman and U.S. Ambassador to the United Nations. Young's public service has included roles such as: legislative assistant to Senator Edward Kennedy; Chief of Staff for the first woman to represent Georgia in Congress, Cynthia McKinney; Vice President for External Affairs for Planned Parenthood of Metropolitan Washington; and Vice President of the National Black Child Development Institute. Young is a graduate of Swarthmore College and received her law degree from Georgetown University School of Law. Young is the author of Life Lessons My Mother Taught Me; co-author of Andrew Young and the Making of Modern Atlanta and collaborated with former Atlanta Mayor Andrew Young in writing, editing and researching An Easy Burden: Civil Rights and the Transformation of America.



Carmen Yulín Cruz, Mayor of San Juan, Puerto Rico

Carmen Yulin Cruz, named one of TIME Magazine's Most Influential People of 2018, has been a strong and outspoken force advocating for much needed federal aid in the devastating aftermath of Hurricane Maria, which killed more than 1,000 people and left thousands more without shelter, food, water and power. In 2012, Cruz was considered a long shot candidate, when she was elected Mayor of San Juan City defeating three term-incumbent Mayor Jorge Santini in the mayoral election. She is the third female in this role and is now in her second term as mayor. Her venture into public service in Puerto Rico includes: advisor for the San Juan City Mayor; National President of the Political Education Institute of the Popular Democratic Party Women Organization; member of the San Juan Reorganization Commission; and member of the Puerto Rico House of Representatives, elected to an island wide at-large seat. Cruz earned her Bachelor of Arts in political science from Boston University, graduating Magna Cum Laude. She completed a Master of Science in Public Management and Policy at the Heinz College at Carnegie Mellon University and spent 12 years living and working in the United States in management and human resource roles for Colgate-Palmolive, Banco Popular, Cellular One (now AT&T), Scotiabank and U.S. Department of Treasury.

ICPA Forum Partnership: Workshop and Annual Award at #NASPAA2018 

Call for Proposals - Deadline September 15, 2018!
 
Incorporating Comparative Perspectives in Public Affairs Teaching: Syllabi, Cases, Simulations and More  The International Comparative Policy Analysis (ICPA) Forum affiliated with the Journal of Comparative Policy Analysis (JCPA) and NASPAA will kick-off a new partnership agreement which includes a joint screening and recognition of the best comparative syllabus or major assignments (simulations, experiential learning, cases, projects, etc). The workshop and the annual award seek to highlight comparative approaches to teaching and learning that are effective and engaging. 

In particular, we are interested in comparative approaches to teaching about the United Nations' Sustainable Development Goals (SDGs) and strategies for advancing SDG 16, although this need not be the focus of the course or project. In addition to a $500 award, winning material may be considered for the JCPA and/or Journal of Public Affairs Education (JPAE).

The session will take place at the NASPAA conference Wednesday, Oct. 10, 10 am - 4 pm and will be convened by Nadia Rubaii, Binghamton University.

In Two Years, #NASPAA2020 - Who and Where?
 
The NASPAA Annual Conference Site Selection Committee seeks bids from member schools to host the 2020 NASPAA Annual Conference. The annual conference, typically held in October, is hosted in a different geographical region each year within close proximity to a NASPAA school (or schools). The NASPAA school in the region has a great opportunity to promote their school and the uniqueness of their region to both domestic and global conference attendees. We'd like to know what your school, city, and region can offer conference attendees! Joint proposals from members in the same geographic region are encouraged.
 
The Criteria for Hosting the NASPAA Annual Conference are detailed in the RFP. Please review these requirements before submitting your letter of interest.

ENTER NOW TO COMPETE AT THE NASPAA CONFERENCE FOR $3,500 GRANT

This competition is designed to recognize and reward innovative thinking in the field of public administration, both within the classroom and out in the community.

"George Voinovich's extraordinary success as senator, governor, and mayor was due in great part to his being a pioneering master of collaboration," says James E. Austin, Harvard Business School. This year's theme, Collaborative Partnerships, has been chosen in recognition of the late Sen. Voinovich's deep commitment to cross-sector collaboration as a powerful tool for producing effective, efficient public services.

Interested faculty and professional staff are encouraged to submit a two-page summary of a particularly creative and effective collaborative partnership. From these, three finalists will be selected to make presentations before a panel of expert judges at the 2018 NASPAA (Network of Schools of Public Policy, Affairs and Administration) Conference, which will be held October 10 - 13 in Atlanta, Georgia. The winning entry will receive $3,500 to be used to launch or further develop their program.

All collaborative partnerships are eligible, but preference will be given to projects that incorporate elements of social innovation. That is, projects that create new solutions to challenging social or environmental problems by crossing traditional economic sector boundaries through their motivations, participants, funding, processes, or tools. This could include public-private partnerships, risk-based finance, incorporation of lean start-up, human-centered design, social return on investment, etc.

This Public Innovation Challenge is a joint endeavor of NASPAA and Ohio University's Voinovich School of Leadership and Public Affairs. Sen. George V. Voinovich's nearly half century of public service exemplifies the kind of leadership this competition is meant recognize. As he once said, "I believe the government's highest calling is to empower people and galvanize their energy and resources to help solve our problems, meet our challenges, and seize our opportunities." Our hope is that this Public Innovation Challenge will continue to promote the kind of public sector creativity and resourcefulness that Sen. George Voinovich championed throughout his life.

Apply NOW for a special Voter Registration Grant

NASPAA and the Pi Alpha Alpha Committee announce a new opportunity to help Pi Alpha Alpha chapters expand their work of raising the awareness on the importance of public service and inspiring students to pursue careers in public service. This fall NASPAA and Pi Alpha Alpha would like to present a grant of $500 to a Pi Alpha Alpha chapter to help their school or program organize and implement their involvement in the NASPAA Voter Registration Challenge (see the article above). These $500 grants can be used for any activities that support this initiative.  Since NASPAA is a nonpartisan organization, chapters are reminded to be politically neutral, and encourage students with different viewpoints to participate. Send applications/proposals to marshall@naspaa.org.

NASPAA Welcomes New Members

Inter American University of Puerto Rico, Master's Program in Arts in Government and Public Policy

The Metro Campus of the Inter American University of Puerto Rico offers a Master's Program in Arts in Government and Public Policy. This Program is offered in the Department of Social Sciences in the Humanistic Studies Faculty. The Program was established in 2016 so it is relatively new. It targets professionals interested in understanding the behavior of governments, public administration and public policy. The focus of this Program is to respond to the needs of certain professionals who wish to master the fundamental aspects of government in its social context as well as understanding the most advanced techniques in the analysis and management of public policies.
 
The Program trains professionals through theoretical and practical expertise in government and public policy. It also addresses the need to link the relationship between the state and civil society. With the development of this Program, the Metropolitan Campus seeks to contribute to the need to train officials with high ethical standards, competence and sensitivity who will promote innovation, creativity and first-rate services in the country.




Ibero-American UniversityMasters in Public Policy

The Masters in Public Policy at the Universidad Iberoamericana in the Mexico City admits approximately 20 students a year, typically coming from the federal government, the state of Mexico government, nonprofits and for profit businesses.  Just passing its 10 year anniversary, the program has graduated 75 students with additional students finishing the professional degree program.  The program, approved by the national ministry of Education,  is located in the Economics department and focuses on analytical capacities of microeconomics and statistics with an ear for ethical, social interventions of the national, state and local governments.  The Jesuit University has nearly 600 post students admitted to over 45 post graduate programs and nearly 8,000 undergraduates. This year, the Iberoamericana is celebrating its 75th anniversary.  
 
Dr. Heidi Jane Smith has been coordinator of the MPP at the Universidad Iberoamericana since 2016.  She obtained her PhD in Public Affairs from Florida International University. Dr. Smith studies social equity and governance structures for economic results, for such theories as multilevel governance, Paradiplomacy, inter-governmental relations and urban convergence particularly in Latin America, but also in the US, China and Korea.  Her research has appeared in World Development, Governance, International Review of Administrative Sciences (IRAS), Latin American Research Review, Public Administration Review, and Public Budgeting and Finance. She has also taught public policy classes in Washington DC (George Mason University), Miami (Florida International University) and Mexico City (Instituto Tecnológico Autónomo de México) before coming to the Iberoamericana University.  She has lived in Mexico since 2010, when coming with a Fulbright-Garcia Robles Fellowship to research municipal bonds hosted at CIDE.




University of California, Riverside, School of Public Policy

The School of Public Policy at the University of California, Riverside (UCR) was established in 2013, as the third policy school in the UC system. It now has 20 ladder-rank faculty, approximately half of whom have joint appointments with other units on campus. The School has an MPP program that was launched in 2015, and has just graduated its second cohort of students. In addition, it offers the only public policy major in the entire UC system, and currently has more than 200 undergraduate majors and minors. Although no doctoral program is currently offered, a public policy certificate (called the "Designated Emphasis in Public Policy") is offered to doctoral students in other disciplines on campus. The major areas of specialization offered in the School are environmental policy, health policy, and social policy (covering immigration, urban studies, and poverty and inequality). The School includes four research centers: the Robert Presley Center for Crime and Justice Studies, the Center for Sustainable Suburban Development, the Richard Blum Initiative on Regional and Global Poverty, and the Center for Social Innovation).
 
According to the School's Founding Dean, Anil Deolalikar: "Although our School is new, we have already been active in participating in national events. We hosted the inaugural APPAM California regional student conference in April 2017, and are hosting APPAM's Public Policy Camp for Undergraduate Students from Diverse Backgrounds in September 2018. Joining NASPAA is a natural extension of our desire to become part of the broader public policy/administration community of scholars and students and to seek accreditation of our program."




University of Idaho, Master of Public Administration program

The University of Idaho Master of Public Administration program is aligned with the Idaho Local Government Initiative and is designed to serve students interested in careers in the governance and management of local governments and communities. The program is public service oriented and is delivered in partnership with municipalities in Idaho and Washington.

The Idaho Local Government Initiative (ILGI) was created to serve local governments and communities in Idaho and the intermountain region through education, research, advisory support, training and outreach. Our goal is to help leaders in local governments and communities expand their economies, improve the quality of life for their citizens and increase their capacity for governance. We apply evidence-based approaches to the challenges and opportunities confronting local governments and communities in the areas of local governance, management, public policy and economic development.
 
Students in the MPA program have the opportunity to participate in ILGI events, to attend training and conference events with practitioners, and to participate in ILGI research projects. Students also have the opportunity to participate in local government internships that are designed to help students develop professional skills and an appreciation for the breadth of local government.
 
The MPA program is available in both traditional on-campus and online formats. The eighteen-hour core gives students the opportunity to study local governance through traditional courses on public administration theory, budgeting, personnel, law, administration and management, and research methods, and also through electives in economic development and program evaluation for local government.

The UI MPA program was designed to meet NASPAA standards for accreditation and was launched in 2014. Since 2014 the program has grown to nearly fifty students. The MPA is also offered with the University of Idaho College of Law through a joint JD/MPA program. NASPAA-Batten Student Simulation Competition

The 2019 Student Simulation Competition season has begun! 

Next year's competition will be held on February 23 in many sites across the globe on the very relevant topic of global migration.

The 2019 competition will be unique, as NASPAA schools can field their own teams comprised of four or five students. Deans and Pi Alpha Alpha advisors, we encourage you to begin thinking about the teams you would like to see represent your school in next year's competition.

If you represent a smaller program and cannot field a team of five students, do not worry! NASPAA will work with you to build a complete team either by selecting self-registered students or forming a partnership with another small program.

Registration for deans and advisors will begin shortly after the conference. Stay tuned for more notifications about this process.

We encourage you to keep your students up-to-date on issues surrounding global migration. Next year's simulation competition will be a fantastic learning opportunity for future public administrators across the globe.



NASPAA Data Center

U.S. News and World Report Update
NASPAA has confirmed with USNWR their intention to conduct the Public Affairs Rankings Survey annually. Because they are transitioning all their surveys to be sent out electronically this year, their timeline has changed a bit from last year. This year NASPAA will provide USNWR a list of eligible schools in October, and an updated list of contacts (voters) with email addresses by November 1. Please be on the lookout for future communications from NASPAA asking you to identify your school's two voters. 

USNWR's plan is to have the survey open for at least a month. They anticipate that all the graduate rankings will be released on a similar timeline as last year (late winter/early Spring of 2019).

Does your school offer a Doctoral Program?
NASPAA is conducting a survey of Doctoral programs. The results of which will be shared at the Doctoral Workshop on Wednesday at this year's NASPAA Annual Conference in Atlanta, Georgia. If your school offers a Doctoral program and has not already received the survey please contact drudy@naspaa.org.

The results of this survey will be used to help  NASPAA take a data driven approach to our PhD Pathways Initiative. 

NASPAA PhD Pathways is a new initiative  designed to help students in their preparation for doctoral education in public policy, affairs, and administration through a host of initiatives including information sessions, admission boot camps, mentoring, networking, and professional development opportunities. This initiative will also conduct research on all aspects of the PhD student-to-faculty life cycle from recruitment to retention to graduation to faculty placement to tenure. Recently, all schools/programs that grant doctoral degrees were sent a doctoral survey to be completed by their doctoral director. We would appreciate your prompt completion of this survey by September 28. This survey will provide crucial data on our field, that will inform us on areas of the life cycle that could be improved upon by designing intervention programs. Additionally, results from this study could help us secure outside grants. Your participation is greatly appreciated.

2018-19 Roster of Accredited Programs Released!

The Commission on Peer Review and Accreditation (COPRA) has released the 2018-19 Roster of Accredited Programs. The Roster, published annually, includes the 2017-18 cohort with 6 programs achieving accreditation for the first time!

GAO Partnering with PPIA Program to Enhance Diversity Recruitment Efforts

Pepperdine School of Public Policy, June 16.



In June and July, GAO staff partnered with the  Public Policy and International Affairs (PPIA) Program to  participate in a series of activities across the United States to enhance our diversity recruitment efforts.

GAO staff presented on a range of topics- Who We Are, What We Do, and How We Do Our Work-
and emphasized the intersectionality of diversity and inclusion efforts with GAO's People Values-
being valued, respected, and treated fairly.

"GAO's partnership with PPIA is important because it helps us recruit a diverse pool of candidates
interested in a career in public service. GAO PPIA alums who present at PPIA Public Service
Weekends highlight the benefits of a career at GAO. As a result, many graduate students at top public  policy and international affairs schools have provided us very positive feedback and interest in GAO as  a career," said John Townes, Diversity and Inclusion Program Manager.

PPIA has served for nearly 40 years as a pipeline for preparing students from underrepresented
communities for graduate studies in public policy and eventual careers in public service. PPIA has a  consortium of more than 50 public and international affairs graduate programs and an alumni
association of approximately 4,000 PPIA Fellows (including several at GAO).

PPIA alumni and GAO staff presented diversity workshops at:
  • Carnegie Mellon University Heinz College of Public Policy and Management
  • George Washington University Elliott School of International Affairs
  • Pepperdine University School of Public Policy
  • Princeton University Woodrow Wilson School of Public and International Affairs
  • University of California, Berkeley Goldman School of Public Policy
  • University of Colorado, Denver School of Public Affairs
  • University of Michigan Gerald R. Ford School of Public Policy
  • University of Minnesota Humphrey School of Public Affairs
  • University of Southern California Sol Price School of Public Policy
In November and December, GAO plans to continue its PPIA partnership during diversity recruitment  weekend events hosted by State University of New York Rockefeller College of Public Affairs and  Policy, Georgetown University McCourt School of Public Policy and Walsh School of Foreign Service,  and University of California, San Diego School of Global Policy and Strategy.







Memorial of David Hinton

NASPAA is sad to report the August 17 passing of David Hinton, the Dean of the College of Public Affairs and Community Service at the University of Nebraska Omaha from 1985-2000. During that time, Hinton helped oversee the elevation of several fields of study, from program to department or department to school status, and the incorporation of the Aviation Institute into the college. He was also integral to the creation of UNO's doctoral degree programs in Public Administration and Criminology and Criminal Justice.
 
David Hinton's contributions to NASPAA were many. BJ Reed, Senior Vice Chancellor of UNO, said, "Dave's death is a huge loss for all of us. He was very active in NASPAA. Dave served on a number of committees for NASPAA and actually wrote the first accreditation report for UNO back in 1980 when we couldn't call it accreditation. Most of the folks who knew Dave have since retired but he was a great asset to all of us. He will be surely missed."
 
Perhaps most impactful, was Hinton's influence through his role in student, faculty and staff support programs, like UNO's Minority Faculty Development program, which he helped launch in 1989. The program allowed highly-qualified members of the community from minority backgrounds with masters degrees to become instructors at UNO and supplement their tuition as they pursued their Ph.D. Once their doctorate was completed, those in the program were guaranteed tenure-track positions on campus. Many who earned their degrees through the program chose to stay on at UNO. Hinton's legacy, and commitment to supporting education at all levels, continues through the David and Linda Hinton Scholarship Fund. Memorials gifts may be to the fund, through the University of Nebraska Foundation. David Hinton was 73, and is survived by his wife, Linda, and his two children, Brad and Sherry.
