Greetings!

Here's the latest information about things going on in the Borough of Pompton Lakes this month, assembled and produced by the Public Information Department.
Mayor Serra's Message
As the New Year begins, I look forward to working and achieving the goals set by this administration. 
 
The Reorganization Meeting of the Governing Body is scheduled for Thursday, January 2nd, and the elected officials will be given the Oath of Office and begin to serve their new terms. During this meeting, the Governing Body will establish their policy and allow for the transition and procedure of business throughout the year. 
 
I would like to thank all the appointed professionals and consultants for their diligence in providing guidance and direction throughout the year. I would also like to recognize the staff within the Borough of Pompton Lakes for the services they provide for residents on a daily basis. I, along with the Governing Body, appreciate the help and skills the various departments offer residents in town.   
 
I am always amazed as to the outpour of COMMUNITY SUPPORT during good times and bad times. Neighbors helping neighbors and the support of the various local organizations within the Borough who are actively involved in the community. The Borough is home to various Houses of Worship who offer guidance and assistance for residents. The Girls and Boys Scouts are an intricate part of the community. I am fortunate to be the Mayor of a giving and caring community!
 
This is an exciting year as Pompton Lakes will embark on its 125 th Anniversary as a Borough. I would invite everyone who has been a part of the Borough’s long history and those who are just beginning and creating their own history in Pompton Lakes to join the Borough as they celebrate this honorable occasion. I would like to thank the Historical Committee for being the driving force in planning the Anniversary Celebration.

Pompton Lakes Floodplain Elevation Certificates FAQ
What is an Elevation Certificate?

An Elevation Certificate is a document that proves how high or low your home is compared to the 100-year floodplain.
Who needs an Elevation Certificate?
Residents interested in possibly reducing their Flood Insurance Premiums.
Pompton Lakes will require an Elevation Certificate for some improvements to your home to get a building permit. Contact the Borough Building Department for additional information.

How do I get an Elevation Certificate?
Residents must hire a Professional Land Surveyor licensed in New Jersey.
If a previous owner filed one with the Borough for improvements, the Elevation Certificate may be on file with the Pompton Lakes Building Department.

I already have an Elevation Certificate, do I need to get a new one?
Only if your home has changed (added a finished basement, converted a garage to living space, or made an addition) since the Elevation Certificate was first created.
You may need to provide some additional information, such as pictures.

Do I need to submit my Elevation Certificate to FEMA or an Insurance Agent?
You are not required to submit the Elevation Certificate to FEMA or an Insurance Agent. You are only required to submit the Elevation Certificate to Pompton Lakes for certain building permits.

Important:
FEMA (Federal Emergency Management Agency) is revising the Floodplain Maps for Pompton Lakes and the floodplain limits may change at your property. Go to msc.fema.gov for current maps. Select “Show ALL Products” then “Preliminary Products” for the pending revised maps.

This flyer is provided by the Flood Advisory Board for informational purposes only. Residents should consult an insurance agent for official information and the Borough’s Building Department of any building permit related matters.

Open Public Meetings Law:

The Open Public Meetings Law established in 1975 and most commonly referred to as the “Sunshine Law” establishes the right of all citizens to have adequate advance notice of all public meetings and the right to attend meetings at which any business affecting the public is discussed or acted upon. During a meeting the public has the opportunity to witness deliberation, policy formation, and decision making by the Governing Body.   Adequate advance notice is written notice at least 48 hours and provides the time, date, location, extent and/or agenda for a scheduled meeting.

Garbage and Recycling Cheat Sheet
Garbage Pickup Notice:

Attention Pompton Lakes Residents: Our goal is to keep our town clean and running smoothly. Residents cooperation is paramount to achieving this goal.

In an effort to increase efficiency and transparency, we will be using decals to communicate with residents whose waste has not been picked up as scheduled due to an ordinance violation.

We understand that it can be disconcerting to come home and see that your garbage or recycling has not been picked up as you had expected, and we want to work with all residents to ensure that future collections are completed as scheduled while ensuring the safety of our hardworking DPW employees.
Recycling Center

The Borough Recycling Center is located on Grove Street and is open to all Borough Residents and Businesses. Residents and Businesses must display on their mirror or show the attendant a valid Borough decal or I.D. upon entering the Center. The Center is open Monday through Saturday from 7:30 a.m. to 3:15 p.m.
 
The Recycling Center offers biodegradable lawn and leaf bags at a cost of $.35 cents per bag. The following materials are accepted at the Recycling Center:

  • Grass Clippings
  • Leaves, Brush & Tree Limbs (max length 8 ft; max diameter 2 inch)
  • Co-mingled Glass, Plastic & Metal Recyclables
  • Aluminum cans - must be separated from other co-mingled recyclables
  • Paper & Cardboard Recyclables
  • Corrugated Cardboard – must be separated from other paper recyclables
  • Electronic Equipment & Computers
  • Metals
  • Waste Engine Oil
  • Car Batteries
 
Tires may be brought to the Recycling Center at a cost of $2.50 per tire without the rim and $5.00 per tire with rim. Propane tanks are not accepted at the Recycling Center.
 
LEAVING MATERIALS AT THE RECYCLING CENTER GATE WHEN THE CENTER IS CLOSED IS CONSIDERED ILLEGAL DUMPING AND PUNISHABLE BY FINES AND/OR IMPRISONMENT.

Poets, writers, readers and listeners join the Pompton Poets with George Pereny, poet, musician and educator.
Meeting at the Pompton Lakes Library, 333 Wanaque Avenue, Pompton Lakes, NJ 07442 at 7:15 p.m.
Mr. Pereny is an accomplished writer, musician and educator for over the past 40 years. He has taught English at all levels from grammar school to college. Since the age of sixteen, he has written and performed his poems and songs all over the metro area. Over the years he has been published more than 200 times in anthologies, magazines and newspapers. His writings include two published books, several volumes of poetry, and other works. He was a founding editor of the literary/art magazine Lunch in 1975 and in 1977 Mr. Pereny founded Footwork which evolved into the Paterson Literary Review. Then in 1980 Mr. Pereny was editor of The Local Paper in Pompton Lakes.

The Pompton Poets is looking for new members to share their love of poetry. All are welcome to join and meet others, from first time poets to published writers and everything in between.

Chess Club
The  Oakland/Pompton Lakes NJ Chess Club  meets at the Library every Monday and Wednesday from 6pm to 9pm.  
Five chess sets and a clock are available, although players are encouraged to bring their own equipment as well.

Seasonal Parking Reminder
The Borough of Pompton Lakes would like to remind residents that there is NO PARKING on snow covered roadways.

Until the storm has subsided and the roads are sufficiently plowed to allow for the safe passage of traffic.

DO NOT shovel or blow snow into roadways.

Non-compliance with the above will result in fines and/or towing of vehicles.

In addition, remove basketball hoops and stands that are in or near the roadway.
No Solicitation Registration
5-21.12 "No Solicitation" list and "No Solicitation" signs.

A. The Borough of Pompton Lakes shall institute a list of Borough residents who request that solicitors not solicit on their property. The "No Solicitation" list shall be maintained by the Municipal Clerk.
B. Residents of the Borough shall have their name and address added to the list by the Municipal Clerk upon receipt of a written request for such action. Such requests shall be maintained with the list.

C. Prior to any conduct of a solicitation covered by this section, the solicitor receiving a license or permit to solicit shall be provided with a copy of the "No Solicitation" list by the Municipal Clerk with the license or permit, and the licensee or permittee, their employees, agents, assistants or helpers shall thereafter refrain from any solicitation on the properties or to the names set forth on the list.

D. Borough residents and property owners may post "No Solicitation" signs on their property. In such event, no solicitor shall solicit or canvass on such properties.

Pompton Lakes Recreation is hosting a Men's Basketball League. The league runs every Tuesday from 7:00 p.m. - 9:00 p.m. at Lincoln Elementary School, 44 Mill Street, Pompton Lakes, NJ 07442. The cost is $50 for the season and the season runs until the spring. You may still come down and signup!

The Pompton Lakes Family Meetup was created to bring caregivers and children together in an effort to explore our area,
have fun and foster supportive family planning. The group meets the first Saturday of every month from 10:00am – 11:30am at the Civic Center. Come meet your neighbors over a cup of coffee and snacks while giving your children the opportunity to play in a stress-free environment. This group is open to children of all ages.

In an effort to streamline the process for obtaining an accident report, the Pompton Lakes PD has partnered with CARFAX.
  • Simply log on to CRASHDOCS.ORG.
  • Enter the state, the agency, the date of the crash, the driver's last name, and the report number. This will save you a trip to the police department and it will give you access to the report once it's completed. Paper copies will still be available for anyone who wishes to pick up a copy at police headquarters.
How to Report Animal Abuse

We have recently received a number inquiries and complaints regarding animal abuse and the manner in which dogs may be sheltered. Every complaint is taken seriously and is investigated by our Humane Law Enforcement Officer (HLEO). These specially trained officers work with Animal Control to determine whether there are violations of law. If you have a specific complaint regarding the well being of an animal, our HLEOs will conduct a thorough and complete investigation. We are animal lovers and truly value the lives of all domesticated and non-domesticated animals. If we had reason to believe that an animal was being subjected to cruel or inhumane living conditions, we would assuredly take appropriate action. With that said, we ask that the public call the police and refrain from taking the law into their own hands. We will not tolerate harassment, theft, terroristic threats, criminal mischief or any other type of vigilantism that endangers people or property. Thank you for your cooperation.

The following excerpt specifically addresses the law as it pertains to animal living quarters:
It is unlawful to expose a dog, pet, or service animal to harsh weather conditions, such as freezing temperatures (32 degrees Fahrenheit or below), excessive heat (90 degrees Fahrenheit or above), rain or snow, for more than thirty minutes when the owner or caretaker of the animal is not with the animal and exposed to same conditions. An owner or caretaker who violates this requirement could be subject to a fine, imprisonment, community service, ordered to pay restitution, and/or possibly have his or her animal seized.

To avoid a violation of this section of the Act, an owner or caretaker must provide his/her animal with appropriate shelter if the animal will be out in harsh weather for longer than thirty minutes. A proper shelter is a structure that is soundly built, in good repair and provides the animal with adequate ventilation, water, light, and space to move and sit. In addition to these standard requirements, the shelter must also be enclosed, have a solid roof, solid walls with a single opening, a floor that is not the ground, insulation, dry bedding, and a windbreak at the entrance that is sufficient to keep the animal dry and maintain the animal’s normal body temperature when the animal is exposed to freezing temperatures and/or inclement weather. When the animal is exposed to excessive heat, the structure must also have adequate shade or a cooling area by natural or artificial means to allow the animal to maintain a normal body temperature.

Community ShareCam Program
Community Share Cam is a community safety program instituted by the Pompton Lakes Police Department which allows both residents and businesses to partner with the PLPD in the fight against crime throughout the Borough. Simply by registering YOUR home or business surveillance system with the Pompton Lakes Police, YOU can be an invaluable asset in solving crimes in your neighborhood.
When a crime occurs in your neighborhood, the Pompton Lakes Police will call on YOU and request a copy of YOUR video footage. This footage will help establish leads, identify suspects and save valuable investigative time. All registered camera locations are stored in a secure database and are entered into our Records Management System allowing the PLPD to map out locations of cameras throughout the Borough. Community ShareCam DOES NOT provide the Pompton Lakes Police with direct access to YOUR surveillance system. Residents and businesses will only be contacted by the PLPD in the event of a crime occurring in the area of your camera coverage.

Fire Hydrant Safety
Keep an eye on hydrants
When winter is at its coldest, you may want to spend most of your time inside. However, it’s important to keep an eye on what’s happening outdoors, too. Wintry weather can create fire safety hazards, such as ice or heavy snowfall that can obstruct fire hydrants. You can help reduce the risk by keeping fire hydrants accessible and clear of ice and snow.
Why it matters
In an emergency, every second counts. Fire hydrants that are blocked, concealed, or difficult to access due to snow or ice impede emergency fire response.
Fire trucks carry a limited amount of water, so one of the first tasks upon arriving at a fire is to locate a water supply from the nearest hydrant. Hydrants covered in snow can be difficult to locate, and uncovering them can waste valuable time needed during the firefighting operations.
Keeping them clear can mean easier access to water and more time doing what really matters — fighting the fire.
How to keep fire hydrants clear
In addition to removing snow and debris covering the hydrant itself, the Pompton Lakes Fire Department recommends clearing a 3-foot area around the hydrant for easier access.

Who should clear hydrants
Although there are few hard and fast rules concerning who should clear hydrants, it’s generally considered the responsibility of the residents occupying property near a hydrant.
Consider helping elderly friends, neighbors, or those with medical conditions to keep their fire hydrants clear.

The Pompton Lakes Fire Department also suggests maintaining a shoveled path from the street, sidewalk or driveway to the fire hydrant so that it is visible from the road and firefighters can easily access it.
