 I hope that your October was enjoyable and productive. The past month was a busy one for my office as I brought several policy items to council for consideration and implementation. We also had an action packed-month due to storm surge activities along the coast, and specifically, the Peninsula. I am incredibly proud of the work of the city team and my own Council District 3 team in being out on scene and helping with the berm building, sand bag building, information sharing and temporary wall placement efforts. It was a huge endeavor and I am grateful for so many caring city employees who made that happen.
 November is a time of great thanks and reflection. In that spirit, we will be commencing the inaugural poinsettia planting event on November 25th at the roundabouts on Vista and 6th street. More information on that endeavor is below. I hope you will join me, my family and our entire council team in planting a poinsettia, sharing a cup of hot chocolate or coffee and starting the holiday season off with positivity.

3RD DISTRICT COMMUNITY MEETING - November 3
On November 3rd at 10:00 AM at the Gaslamp Restaurant (6251 PCH, Long Beach, CA 90803) I am holding a community meeting in order to hear your input on the topic of short term rentals, also known commonly as AirBnbs.
This meeting is open to all whether you support or oppose short term rentals, and will be conducted in a respectful and civic-minded manner. These are important topics, and I want all our neighbors to feel free and comfortable to share their opinions, thoughts, and recommendations with my office.
The community meeting will
primarily be an opportunity for community members to provide their thoughts and comments (for or against) on the three draft policies being proposed by City staff. It is expected that this topic will be presented to City Council later in the year, so I am interested in hearing your input before it is up for a vote at City Council. This meeting will be a LISTENING meeting, where I will be listening to you, not asking that you listen to a presentation from me or staff. We want to hear your thoughts.

COMMUNITY POINSETTIA PLANTING - November 25
Come out to the roundabout of your choice on Sunday morning, November 25th at
7 AM to help us plant poinsettias in the Vista Street (from Miramar to Argonne) and 6th Street (from Loma to Flint) roundabouts to get ready for the holiday season. Plants will be delivered to their respective roundabouts by Sunday morning, along with a shovel and gloves. We will have coffee and water for our volunteers.

WELCOME GABRIELA YATES - 3rd District District Office Director
Hello Residents of the District 3
It's been a journey to get here, but with the grace of God my prayers have been answered. What I mean to say is, I wanted this job more than anything and here I am. I worked hard through graduate school, and promised myself I would bring a positive and meaningful change to my new "work community." I am beyond blessed and happy to say I work for Councilwoman Suzie Price, her amazing team and the residents of the 3rd District.
I have so much to learn about the beautiful East Side of Long Beach, and I want more than ever to be involved. It's true what they say, you are the company you keep, and that's why I wanted to be a part of Suzie's honest, genuine, hard-working team-but you should know who I am too!
I come from a hard-working family. I am first generation, bi-racial, and speak Spanish fluently. My mother is from Guatemala and my father is from Belize. I have traveled to both countries more than once, but spent my summers as a child in Guatemala living with my grandmother. I love my cultural background.
My first job was at In-N-Out and my last job was at Apple. I worked my way through college and attended California State University, Fullerton (CSUF) as a double major in Philosophy and American Studies. I studied abroad in South Africa, then continued my education to get my Master's at the University at Buffalo, NY where I studied Geography, International Trade, and Development. I even did some map-making with GIS. I believe in hard-work, the value of a good education, and proving myself to skeptics.
I'm very athletic and played competitive softball, which allowed me to travel as far as New York for national tournaments. I can hit both left-handed and right-handed, and played as catcher and an outfielder. I now play for fun, but I still enjoy any physical activity like working out, exploring the outdoors, and camping.
I listen to all sorts of music from swing, the Beatles, Pat Metheny, Ahmad Jamal, Beyoncé, and Phish. I've got rhythm and LOVE to dance.
I also like watching biographies, documentaries, and comedies. I'm a big fan of Seinfeld, Larry David, Jim Carrey, & Steve Carroll. I also really enjoy puzzles and gardening.
Those closest to me would say I speak from the heart. I'm well-rounded, passionate, and fun to be around. I'm an old-soul with some sass and class. I say what I want to do and then I go after it.

VETERANS
DAY PARADE - November 10
 As everyone knows, parades are held for a wide range of reasons, including celebrations. One of the most important local parades we can celebrate is the Veterans Day Parade, which will take place on Saturday, November 10th at 10 AM. The 22nd Annual Long Beach Veterans Day Parade & Festival stages on South Street between DeForest Avenue and Elm Avenue.
The parade proceeds east on South Street to Atlantic Avenue and then turns north on Atlantic Avenue and proceeds to Harding Street. The parade has a military grand marshal, an honorary grand marshal and three divisional marshals. Councilwoman Price will be there in support of the many Veterans in our community and our State. We hope to see you out there.

NAPLES ISLAND GARDEN CLUB - VETERANS DAY CELEBRATION
 Closer to home, the Naples Island Garden Club will have a Veterans Day celebration at 9am on Monday, November 12 at the Colonnade Flagpole where a floral wreath will be placed in honor of our local veterans. Join us as we pay tribute to all our veterans for their service in the Armed Forces and as we, "Honor All Who Served."

3RD DISTRICT ELECTRICAL BOX ART CONTEST
Calling all student artists! As many have noticed, the median at Nieto Avenue and Appian Way has being refreshed and landscaped allowing for a more manicured plot of land. The project was organized by Catherine, a Girl Scout and seventh grader at Rogers Middle School and implemented by Lenny Arkinstall, founder and executive director of Los Cerritos Wetlands Stewards, and his team. Great job, Catherine and Lenny!
As part of this project, Catherine has asked if the electrical box on the median property could be painted. We loved this idea and are helping her host an official Third District Electrical Box Art Contest. The contest is open to all students at Rogers Middle School, Jefferson Middle School and Wilson HS along with any 6th through 12th grade student living in the Third District. In keeping with our natural surroundings, the theme will be, "Our local, natural environment." Please read the flyer and official entry form for contest rules and additional details. The contest will end on Monday, November 5th at 4 PM so get you entries submitted asap.

BELMONT SHORE CHRISTMAS PARADE - December 1
 The 36th Annual Belmont Shore Christmas Parade is scheduled for Friday, December 1st at 6 PM so mark your calendars! Presented by the Belmont Shore Business Association, the theme this year is "Parade of Lights." Once again, Councilwoman Suzie Price will lead the parade with the CD3 Dance Party so make sure you dance, dance, dance as her float makes its way down 2nd Street!
The parade route begins at 6 p.m. on Livingston at Second Street traveling east and turns around at Bayshore Avenue heads back to Livingston. Enjoy over a dozen local marching bands, floats created by local businesses, city leaders, school groups and much more!
There will be over 100 entries this year and since our beautiful medians are now complete, attendees will have more space to set up their chairs, and enjoy the parade.

COMMUNITY HOSPITAL
Recently a special meeting was held on Community Hospital. Councilmember Daryl Supernaw and Councilwoman Price hosted the meeting with members of the community and with the Community Hospital Foundation. The meeting featured a presentation from John Molina who represents the new operating partnership of Molina, Wu, Network, LLC. John discussed plans to retrofit the hospital into a 45 bed acute care hospital by keeping these services in the seismically compliant part of the hospital complex which is the Heritage building. At the meeting residents were asked to provide suggestions for services they would like to see also included on the hospital property. IN JAIL CLINICIAN
In January 2018, the City of Long Beach (City) launched the Justice Lab to provide staff with new tools to divert individuals experiencing low-level misdemeanors out of the criminal justice system and towards resources such as treatment and care. The Justice Lab is made up of various City departments, including the Police Department (PD), Fire Department (FD), Health and Human Services (DHHS), the City Prosecutor's Office, various neighborhood associations, nonprofits, Los Angeles County agencies, and City residents.
After the Long Beach Innovation Team (i-team) analyzed over 100,000 offenses in Long Beach during a five-year period, it was determined that 85% of repeat offenses are not serious crimes, but rather low-level misdemeanor crimes.
The research and analysis conducted guided the development of several prominent initiatives that include:
- Multi-Disciplinary Team (MDT) convenes City, County, and nonprofit services to coordinate and help individuals navigate services such as mental health, substance abuse, and homeless services.
- Clinician in Jail Program, is a partnership between the PD and The Guidance Center, that provides a mental health professional in the jail who assesses, connects, and diverts individuals to care.
- Priority Access Diversion Program (PAD 2.0), led by City Prosecutor Doug Haubert, offers the opportunity for residential mental health and substance abuse treatments in lieu of County jail time.
As a highlight, The
Clinician in Jail Pilot was funded by the i-team for a six-month period from April - September 2018. In a six-month period, the clinician saw a total of 297 individuals, 64 who were considered a high priority. From those individuals, the clinician had a total of 401 interactions, 106 of these interactions were repeated.
Each Justice Lab initiative works toward common goals, to connect individuals in need to services, and to reduce recidivism for individuals who frequently interact with law enforcement for low-level misdemeanor offenses
.
Currently, the Justice Lab is funded by multiple streams of funds including grant funding from the Laura and John Arnold Foundation and the John D. and Catherine T. MacArthur Foundation
. Due to the success of the Clinician in Jail Pilot, PD has committed to funding an additional year of the Clinician in Jail Program

CHARTER AMENDMENTS
NOVEMBER 6, 2018 ELECTION
LONG BEACH CHARTER AMENDMENT BALLOT MEASURES
The City Charter is the basic document that defines the organization, powers, functions, and essential procedures of the City of Long Beach government. It is the most important legal document of any city. Any proposed amendments, or changes, to the City Charter require a vote of Long Beach residents, with a simple majority to pass.
The City Council
has placed four charter amendment measures on the ballot for the November 6, 2018 Election. A brief description of each follows:
Measure AAA - City Auditor's Authority
If passed, this measure will authorize the City Auditor to conduct performance audits of City departments, boards, commissions and offices. Performance audits are defined as independent assessments of programs, functions, operations, or management designed to enhance performance, cost savings, efficiency or service improvements.
Measure BBB - Three-term limit on Mayoral and City Council Service
If passed, this measure will provide that no person may serve, during his/her life time, more than three terms as Mayor, and more than three terms as City Councilmember. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
Measure CCC - Ethics Commission
If passed, this measure will establish a seven-member City Ethics Commission to impartially administer and implement the provisions of the City Charter, statutes and ordinances concerning campaign finance, lobbying, conflicts of interest and governmental ethics. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.
Measure DDD -- Citizen Redistricting Commission
If passed, this measure would establish the Long Beach Independent Redistricting Commission with sole authority for establishing Council districts following the U.S. decennial census, or more frequently if necessary. The City Charter currently grants the City Council the authority to establish or change Council district boundaries.

Measure AAA was placed on the ballot by the City Council to eliminate ambiguities in the City Charter regarding the duties of the City Auditor and her/his access to City records.
What will happen if Measure AAA passes?
If approved by Long Beach voters, Measure AAA will eliminate ambiguities and makes the duties of the City Auditor and her/his access to City records clear.
What will happen if Measure AAA fails?
If Measure AAA fails, the current Charter provision will remain in effect. The current definition of the City Auditor's duties and her/his access to City records will remain.
Measure BBB
What is Measure BBB?
Measure BBB is a City Charter Amendment to provide that no person may serve, during his/her life time, more than three terms as Mayor, and more than three terms as City Councilmember. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
Why was Measure BBB placed on the ballot?
Measure BBB was placed on the ballot by the City Council to limit the number of terms the Mayor and City Councilmembers to three. The City Charter currently allows the Mayor and City Councilmembers can serve to serve two terms, as well as unlimited number of terms as a write-in candidate. Once a write-in candidate wins a primary election as a write-in candidate, his/her name can appear on a general election ballot.
What will happen if Measure BBB passes?
If approved by Long Beach voters, Measure BBB will provide that from the November 6, 2018, general municipal election and for all future elections, any write-in candidacy will count towards the three-term limit. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
What will happen if Measure BBB fails?
If Measure BBB fails, the current Charter provision will remain in effect. The Mayor and City Councilmembers will have a two-term limit and may serve an unlimited number of terms as a write-in candidate.
Measure CCC
What is Measure CCC?
Measure CCC is a City Charter Amendment to establish a seven-member City Ethics Commission to impartially administer the provisions of the City Charter, statutes, and ordinances concerning campaign finance, lobbying, conflicts of interest and governmental ethics. The Commission would also make recommendations to the Mayor and City Council concerning the effectiveness of these laws; assist City departments in developing conflict of interest codes; advocate for understanding of the Charter, City ordinances and the roles of elected and other public officials, City institutions and the City electoral process; develop an educational program to familiarize newly elected and appointed officers and employees, candidates for elective office and their campaign treasurers, and lobbyists with City, state and federal ethics laws and the importance of ethics to the public's confidence in municipal government; and perform such other duties as may be established by the Charter or the Municipal Code. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.
Why was Measure CCC placed on the ballot?
Measure CCC was placed on the ballot by the City Council to enhance the monitoring, administration, and enforcement of governmental ethics laws in the City of Long Beach. The independent Ethics Commission would help monitor the City's existing lobbying ordinance and promote and enforce good government measures for both elected and appointed members of the City's government.
What will happen if Measure CCC passes?
If approved by Long Beach voters, Measure CCC would establish a City Ethics Commission. The Mayor and City Auditor would each appoint two members to the Commission, to be confirmed by the City Council. The remaining three members would be appointed by the initial four Commissioners, following a public recruitment and application process. Staffing for administrative and management functions of the Commission will be addressed in the Municipal Code. The Commission will have a budget, as determined by the City Council, sufficient to conduct the Commission's mission and business. There is an expected fiscal impact that the City Council will need to address.
What will happen if Measure CCC fails?
If Measure CCC fails, a City Ethics Commission will not be created. The administration and implementation of the existing provisions of the City Charter, statutes and ordinances concerning campaign finance, lobbying, conflicts of interest, and governmental ethics will continue to be under the purview of the City Council. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.
Measure DDD
What is Measure DDD?
Measure DDD is a City Charter Amendment to establish the Long Beach Independent Redistricting Commission with sole authority for establishing Council districts following the U.S. decennial census, or more frequently if necessary. The City Charter currently grants the City Council the authority to establish or change Council district boundaries. The proposed measure sets forth requirements and criteria that the Commission must follow when it draws Council district boundaries. The Commission's maps must create districts that are as nearly equal as practicable in population, comply with the federal and state constitutions and other applicable laws, and are geographically contiguous. The Commission must also consider the following criteria when drawing a map: existing neighborhoods and community boundaries, communities of interest, integrity and compactness of territory, geography and topography, natural and artificial barriers and boundaries, preservation of population cores that have consistently been associated with each Council district, and any other Commission-adopted criteria.
Why was Measure DDD placed on the ballot?
Measure DDD was placed on the ballot by the City Council to remove the City Council from the redistricting process, so that decisions about which neighborhoods and communities remain together in the same district for voting and representation purposes are made in the most neutral or unbiased manner possible.
What will happen if Measure DDD passes?
If approved by Long Beach voters, Measure DDD would establish the Independent Redistricting Commission. The Commission would have 13 Commissioners. Nine Commissioners - one from each existing Council district - would be selected from a pool of qualified applicants by a "screening panel," as described in the proposed measure; those nine persons would then select the remaining four Commissioners, plus two alternates. There is an expected fiscal impact that the City Council will need to address.
What will happen if Measure DDD fails?
If Measure DDD fails, an Independent Redistricting Commission will not be created. The City Council will retain the authority to establish or change Council district boundaries.

BUSINESS SPOTLIGHT - IKE'S LOVE & SANDWICHES
San Francisco's beloved sandwich shop Ike's Love & Sandwiches is on a mission to expand nationally, and recently one opened in the Third District. Located in Bixby Village Center in the former Togo's Eatery, Ike's Place is owned by Ike Shehadeh. Ike was born and raised in San Francisco, but decided to open a small sandwich shop when the real estate market tanked in 2006. Although his business didn't start out with a huge crowd on Halloween 2007, he didn't sell any sandwiches his first day, Ike has been knocking it out of the park ever since.
The sandwich store (Ike's has more than 40 locations across California, Arizona, Nevada and Hawaii), features a lengthy list of sandwiches that have a story of their own. The Dutch crunch bread is a must. It's crisp and flavorful. Ike's offers meaty and an extensive list of veg sandwiches, and all of their sandwiches are served with Ike's famous creamy garlic mayo "Dirty Sauce". Their most popular sandwich is the Ménage A Trois, which includes Halal chicken, cheddar, pepper jack and swiss cheeses, but they also have some local named favorites like The 49er, Dirtbags and the Nate Dogg, which included fried chicken, Ike's habanero bbq and cheese.
Also of note: Ike's adds .75 cents to each order, according to a sign by the register to "help offset rising business expenses and offer additional employee benefits." According to management, the money is intended to provide competitive wages, affordable healthcare and paid sick leave.
The sandwiches are really good, and worth the visit. Councilwoman Price and I split one and it was a lot of food. One of the added bonuses is that dessert is included. Our "to go" bag had 2-3 caramel apple lollipops in it that provided a sweet end to a great meal.

City Council Meetings are held every Tuesday evening, with the exception of the last Tuesday of the month when council is "dark." Meetings are held in City Hall - Council Chambers (333 W. Ocean Blvd.) at approximately 5pm. Times do change, so please check with our office or website for exact times. City Council meetings are open to the public and we encourage your attendance, especially if there is an important topic up for discussion.

SENIOR POLICE PARTNER VOLUNTEERS ON 2nd STREET
The
Councilwoman worked with the Police Department East Division to
reinstate the 2
nd
Street walking patrols when she first came into office. These patrols continue to be conducted by police officers Kent and Murphy. If you haven't seen them that probably means you are not out on the streets in Belmont Shore in the overnight hours (between 10:00 PM- 2:00 AM) since this is the time there are the highest percentage of calls for service as the bars and restaurants close late. Now, we are glad to say that 2
nd
Street is also receiving daytime patrols by utilizing police department reserve officers as another way to report crimes, address incidents with residents, and be a visible deterrent to any violations.

MONTHLY HOMELESS OUTREACH EFFORTS
Attached is our Public Works monthly infographic for Homeless Services Street Outreach for the month of September. In September, the Street Outreach Team made a total of 231 contacts, 144 calls were responded to from the Hotline, 17 new locations were visited, and 26 individuals accessed the MSC for the first time. See attached infographic for additional outreach efforts information.

FREE SHREDDING AT WILSON HIGH SCHOOL - November 3
 Our local realtor, Michele K is hosting their 4th Fall Shred & E-waste Event with the sponsorship and help of Wilson High School's Female Leadership Academy. The event is scheduled on Saturday November 3, at 9:00 am to noon (gate closes at 12:00 pm!!).
Location: Wilson High School (intersection of Park Ave and 10th Street)
Shredding is done on-site by Southern California Shredding, Inc. You can actually see your documents being shredded. It is safe, secure and they strive to make it quick and easy.

LET'S "ROCK THE VOTE" AND BUILD A BETTER FUTURE
On
Sunday November 4th, grab your friends, family and neighbors, head over to the Gaslamp and help build a brighter future for our youth! Local family band, Jelly of the Month Club and the youth of Long Beach are working together in association with Rock the Vote, to ensure 100% of eligible voters in your home, school, neighborhood and community will vote on November 6th! A PROMISE IS A PROMISE! We will be encouraging all kids to ask their parents, grandparents, neighbors and teachers to make a promise - to go out and VOTE! Making this simple commitment to a loved one sends a powerful message that they care and are willing make a difference.
Jelly of the Month Club is a fun family band and club that inspires ages 1-100 to celebrate timeless American musical traditions with jaw-dropping live shows that are entertaining, interactive and educational.
Jelly is committed to serving others and has won-over fans from music festivals to parades, city parks to theme parks, and school rooms to hospital rooms.
They even perform with the Peanuts Gang at Knott's Berry Farm for a month-long Peanuts Celebration rock show every February.
On Sunday November 4, take advantage of this ridiculously fun and entertaining way to empower the next generations with the knowledge that our government is one "of the people, by the people and for the people." Let the universal language
of music unite us all while exercising our inalienable rights. This all ages matinee show will be jam packed with great tunes, good vibes and good times and NO DOUBT a few special guests, so grab your kids, parents, grandparents, aunts, uncles, cousins, sisters, brothers, neighbors and bring 'em on down to get down with Jelly of the Month Club and secure your future!

STOKED- BY MILLWORKS
Please take note of this cool event coming to MADE by Millworks on Saturday, November 17
 The event will consist of multi faceted art installations & art works. Vida Rodriguez, Director of FYT Branding, Inc. is building an urban art sculpture called "THE FOOTPRINT OF OUR CULTURE" made up of used Vans (which will be auctioned off & proceeds to benefit ASK Long Beach Youth Skateboarding Community Program), in-addition Keen ramps will be presenting & building a recycled materials (artsy) half pipe for the event per her request & art direction.
These specific installations are in reference to the importance of this skateboard culture. "As leaders we must take the initiative to highlight the need to be conscious of our environment & thereby lead ethically," said Vida Rodriguez. "My purpose is to create an initiative within this culture to present a consciousness to the need to be earth friendly - to be ECO - CHIC with our environment by me presenting these elements aimed to inspire, promote and lead in this movement within this culture therefore resonated thought out the world!"

AAUW Pay and Benefits Negotiation Workshop - December 8
The Third District is pleased to host once again this effective and free 2-hour workshop that was designed for working women but is open to anyone of workforce age. More than 280 have already benefited. If what you need are the nitty-gritty skills and a boost of confidence to be paid and to receive the benefits you deserve, then register now for the AAUW Work Smart in Long Beach pay and benefits negotiation workshop Saturday afternoon, 1:30pm-3:30pm, December 8, at the Conservation Corps Building in Marina Park, Long Beach.
