Department Leadership Announcements: Interim Directors & Chief Medical Officer

With the departure of Gretchen Hammer, former Medicaid Director, the Department would like to announce that, effective October 15, 2018, Laurel Karabatsos will serve as Interim Medicaid Director and Bonnie Silva will serve as Interim Director of the Office of Community Living.

In addition to the Interim Medicaid Director, Laurel Karabatsos serves as the Deputy Medicaid Director and Director of the Delivery System and Payment Innovation Division.

In addition to the Interim Director of the Office of Community Living, Bonnie Silva serves as the Deputy Director of the Office of Community Living and the Director of the Policy, Innovation, and Engagement Division, guiding policy, strategy, system redesign and internal performance, including communication with our long-term services and supports stakeholders.

Additionally, Dr. Tamaan Osbourne-Roberts has been hired as the Department's Chief Medical Officer. Previously, Dr. Osbourne-Roberts practiced with the Kaiser Permanente Medical Group and Salud Family Health Centers, specializing in family medicine. Currently, he serves as the Chief Medical Officer at the Center for Improving Value in Healthcare and will continue in this role.
HCPF FY2019-20 Budget Agenda

A summary of the Department's discretionary budget requests submitted to the Colorado General Assembly for consideration as part of the Governor's FY2019-20 budget is now posted on our website. These requests focus on improving customer service, program oversight and compliance, as well as supporting innovation.
HCPF's 2019 Legislative Agenda

The 2019 legislative session will convene on January 4, 2019. A brief overview of the Department's legislative agenda can be found here. This year our agenda bills focus on:
  • Extending the Breast and Cervical Cancer Prevention and Treatment Program
  • Colorado Dental Health Care Program for Low-Income Seniors
  • Increased Authority for the Oversight of Individual Residential Services and Supports
  • Expanded Access to the Civil Monetary Penalty (CMP) Cash Fund
Accountable Care Collaborative Phase II Resources

The next iteration of the Accountable Care Collaborative (ACC) began July 1, 2018. Since that time the Department has been working closely with providers, our contractors, and stakeholders to identify and tackle questions and issues related to implementation.  As anticipated prior to implementation, the most common issue identified has been related to member attribution to a primary care medical provider (PCMP) and Regional Accountable Entity (RAE). This is a challenge all health plans face, particularly when trying to attribute members to a specific practice. Department staff have been working hard for months to build and implement an attribution process that honors member choice and complies with federal regulation, while also connecting all members to a medical home.

Changes to the Department's Prescription Opioid Policy

Effective November 15, 2018, there will be a four-day limit for opioid prescriptions after a dental procedure. The Department has been working on the development of this policy with dental providers and community partners. On the same day, the Department will further reduce the total allowable daily Morphine Milligram Equivalents (MME) from 250 to 200. When this calculation exceeds the 200 MME limit, prior authorizations will be required, and processes will be set in motion to allow time for the prescriber to begin working with the member to safely taper their opioid doses down while ensuring adequate pain control is maintained.

As with the current MME policy, exceptions will be identified for certain cases where chronic pain management exceeding these limitations may be needed.
