Each year CHC provides training and consulting to hundreds of agencies, their staff of nurses, therapists, personal care providers, and aides as well as to family and other caregivers who provide in-home services to the infirm, chronically ill and disabled  to improve care, quality and safety. 

CHC received an average rating of 4.98 Stars out of a possible 5 for Learner rating of Quality and Program satisfaction across all live and online training in 2017. Also, 98 percent of CHC's Learners would recommend training sessions to a colleague!

2019 Minimum Wage in Colorado $11.10

Pursuant to Article XVIII, Section 15, of the  Colorado  Constitution,  Colorado Minimum Wage  Order Number 35 will establish a new state  minimum wage  of $11.10 per hour, effective January 1,  2019 .
Amendment 70 increased the minimum wage to $9.30 in 2017, $10.20 in 2018, $11.10 in 2019, and $12.00 in 2020. After 2020, annual adjustments will be made to account for increases in the cost of living. For employees who regularly receive tips to supplement a base hourly wage, no more than $3.02 in tip income may be used to offset the minimum wage.

The Regulation of Home Care and Placement 
Agencies


KEY RECOMMENDATIONS

Continue the regulation of home care and placement agencies for 11 years, until 2030.
Home care agencies provide both skilled and personal care services to consumers, while placement  agencies provide referrals to independent contractors to provide healthcare services to consumers. The  Division protects the public from home care agencies and placement agencies that jeopardize their
clients' health. It has the authority to suspend, revoke, deny, or refuse to renew licenses or registrations.
It also has the authority to impose intermediate restrictions or conditions on a licensee in order to bring it  up to the standards established by the Board of Health. Therefore, the General Assembly should continue  the regulation of home care and placement agencies for 11 years, until 2030.
Repeal the maximum civil fines that can be imposed.

Currently, section 25-27.5-108(2)(b)(I)(E), Colorado Revised Statutes, authorizes the Division to impose
intermediate restrictions or conditions on home care or placement agencies that may include paying a civil
fine, which cannot exceed $10,000 per calendar year. Civil fines are an important regulatory tool to ensure compliance with existing requirements in the statute or applicable rules. Limiting the amount of 
fines on a licensee or registrant may compromise consumer protection. For example, if a home care  agency reaches its civil fine limit, it may choose to relax regulatory standards because it cannot be fined  any more money in a calendar year. The General Assembly should remove the civil fine limit.
The Regulation of In-Home Support Services (IHSS)


KEY RECOMMENDATIONS

Continue IHSS for seven years, until 2026.   IHSS offers a unique combination of independence and institutional support. It allows participants the  freedom to direct their own care, while having an IHSS-certified agency on hand to provide  administrative assistance and resources, including 24-hour backup attendants. Among stakeholders  interviewed for this review, there is strong, often passionate, support for IHSS. Not only is IHSS well-
received and increasingly popular, it is also cost-effective. HCPF data demonstrate that long-term care  services provided via IHSS cost on average 30 percent less than those delivered via nursing facilities.
IHSS provides an invaluable way for people to receive health care services from attendants they trust in  their own homes and communities, with the support, expertise and guidance of licensed home-care
agencies. It has proven itself a robust, viable, and cost-effective alternative for people seeking  Medicaid long-term care services.
Revise the definition of "eligible person" to include anyone who is eligible to receive services  under any home and community-based services waiver for which HCPF has federal waiver
authority.
