LEGISLATIVE SERVICE AGENCY & RESEARCH DIRECTORS COMMITTEE UPDATE 

The CSG West Legislative Service Agency & Research Directors (LSA/RD) Committee met in Colorado Springs this past September for their annual seminar. The current Chair, Charlotte Carter-Yamauchi, Director of the Hawaii Legislative Reference Bureau, and Vice Chair, Rick Combs, Director of the Nevada Legislative Counsel Bureau, will be concluding their leadership of the committee at the end of 2018. For the 2019-2020 biennium, the Committee elected Raúl Burciaga, Director of the New Mexico Legislative Council Service, and Joe Kolman, Director of Legislative Environmental Policy at Montana Legislative Services, as Chair and Vice Chair, respectively. The CSG West staff looks forward to working with them in the coming years.

Data Privacy
WESTERN STATES TAKE STEPS TO SAFEGUARD DATA PRIVACY

Given the increase in cyber-attacks, several U.S. states have introduced and passed legislation on data breach notifications and data privacy. This national trend has some resemblance to the protections provided by Europe's data privacy legislation that went into effect in May 2018, known as the General Data Protection Regulation (GDPR ).
 
In the West, Colorado, Arizona, and Oregon have highlighted and expanded the definition of personal information to be protected. California has  amended the California Consumer Privacy Act of 2018 (CCPA), which "is being heralded by many as a 'first in the nation' privacy regime."   A recent study ranked U.S. states by online data privacy protections and listed California as the top ranked, with Utah in second place.

DEFINING SUCCESS: MEANINGFUL METRICS TO EVALUATE TRADE PROGRAMS

This past September, the State International Development Organizations (SIDO), an affiliate of CSG, issued a report on performance metrics for international trade programs. State trade and economic development offices play an invaluable role to help increase exports and grow their respective state's economy. They support the Governors international trade agenda and are on the front line steering companies through the complex export process. 
 
The report, Defining Success: Meaningful Metrics to Evaluate Trade Programs, compares the performance metrics used by federal international trade programs, individual state trade programs, and foreign governments. It also recommends best practices for states to apply.

UPDATED 50-STATE REPORT ON PUBLIC SAFETY

The CSG Justice Center has released an updated version of the 50-State Report on Public Safety that includes 2017 crime and arrest data. The report couples these data with the latest research on strategies that work to improve public safety in addition to more than 100 examples of public safety innovations drawn from every state in the country. With 3 core goals, 12 strategies, and 37 action items, the report provides a playbook that policymakers can customize to tackle the issues most relevant to their communities.
