GSP Eligibility Revoked for Many Goods
On October 30, 2018, the President issued Proclamation 9813, to take effect on November 1, 2018, after reviewing the US Trade Commission’s report of the Generalized System of Preferences (GSP) for 2017 and 2018.




U.S. CBP Updates Policy on Section 232 Tariff Exclusions on Steel and Aluminum
In a November 8th, 2018 message via the Cargo Systems Messaging Service, U.S. Customs and Border Protection changed their policy on Section 232 tariff exclusions on steel and aluminum to allow a product exclusion start date to be the date an exclusion is filed with the Department of Commerce, instead of the date it was posted for public comment. This allows entries that were filed earlier to be eligible for the exclusion. 


FDA Issues Guidance Documents on Mandatory Recall Authority
On November 5th, 2018, the FDA issued a new guidance document summarizing its authority to recall foods under the Food Safety Modernization Act (FSMA).

The document also provides information as to how the FDA determines the necessity of a recall. 




U.S. Reimposes Iranian Sanctions
On November 5th, 2018, a final rule was issued by the Office of Foreign Assets Control to reimpose the Iranian Transactions and Sanctions Regulations (ITSR).

This action further implements the U.S. decision from May 2018 to cease participation in the Joint Comprehensive Plan of Action (JCPOA).

U.S. Customs and Border Protection advised on November 5th, 2018 via the Cargo Systems Messaging Service, that due to an increase in the number of articles eligible for Section 321 release, they are no longer able to conduct a risk assessment or perform advance targeting within the Automated Targeting System (ATS).
