Women's Employment & Resource Center's (WERC) Annual Luncheon,
Alice Savino, Executive Director of the Workforce Development Board of Herkimer, Madison & Oneida Counties, was presented with the
Luminary Award.
WERC's Luminary Award is given to an individual who has actively supported WERC's commitment to "delivering exceptional, personalized training to help women identify and achieve their employment goals" and, in addition, has served as an exceptional and inspirational leader for women in the workplace and the community.

Some
85 businesses and workforce/human service agencies convened for a
Workforce summit to discuss the
future of Otsego County's business environment.
NYSDOL Labor Analyst Christian Harris started the summit by presenting about future openings in healthcare, manufacturing, retail and other demand occupations. There are more openings than workers, and the population in this area is decreasing and we have an aging workforce.
Speakers talked about programs and services to attract and retain workers in this area. Some of the ideas included expanding internship opportunities, use of apprenticeships, recruiting local college alumni and increasing opportunities for people with disabilities and people in recovery.
Karen Coleman, Deputy Commissioner of NYSDOL, spoke about the many resources offered by the local CDO Workforce offices and taking advantage of the many resources available.
CDO Workforce staff assisted with the event and had a table with business service information.
Senator
Seward indicated that a steering committee would be formed to discuss how to advance the ideas presented,
and follow-up meetings with stakeholders will be held, says Otsego Chamber President Barbabra Ann Heegan.

SUCCESS at the Southside Mall Job Fair
More than 36 businesses participated in
the Southside Mall Job Fair, held in Oneonta last week on Oct. 25th. Businesses
representing the manufacturing, retail, healthcare, seasonal business, food preparation sectors and many more were
on-hand to meet potential employees and conduct on-the-spot interviews and hiring. Many
more attendees were interviewed later at CDO Workforce.
Several attendees stopped by
CDO Workforce offices later in the week, to thank the staff and
share more information. One

Cost of Training Weighing your Business Down?
Use On-the-Job Training to Help Cover the Costs!
The CDO Workforce New York One-Stop System has On-the-Job Training (OJT) Funds available.
The OJT funding provides companies with an incentive to hire and train individuals who lack the specific skills or experience for a job.
OJT is appropriate for occupations where classroom training is not suitable and for which specific job skills can be learned by a worker while engaged in useful work.
This program is for full-time (at least 32 hours per week) employment and cannot be used for seasonal, commission, or 1099 employment opportunities.
Business OJT users apply their own methods to teach workers the new skills necessary for successful employment within their company, while the trainee is performing productive tasks.
OJT contracts can be written up to $2,000 per trainee depending on amount of training provided.

Adult Education Literacy programs at
DCMO BOCES are for those
21 years of age and over.
Students are assessed and
offered the most appropriate program option to
ensure success.
Classes are offered year round, and they offer open enrollment. Free classroom instruction is offered during the day at the DCMO BOCES campus in Norwich and in the late afternoon/evening at CDO Workforce in downtown Norwich."
Those students who qualify may
also enroll in DCMO BOCES specialized
Career and Technical Education (CTE) Training Programs at no cost.
They have
recently expanded their
Distance Learning Program for those
students who are unable to attend regular classroom sessions. This
free Home Study Program is an i
ndividualized, packet-based program that is
paced appropriately for each qualified student. This
program is offered through both
DCMO BOCES campuses (Norwich and Sidney Center) and the
CDO Workforce location in Norwich.

Bassett Healthcare Partnership for Nursing Opportunities Program
The Partnership for Nursing Opportunities Program allows students to complete their associate degree in nursing through SUNY Delhi. Following completion of the first year at SUNY Delhi, the student may secure employment as a Patient Care Assistant 2. Upon completion of the second year, the student/employee will earn an Associate of Science in Nursing and will be eligible for licensure as a Registered Professional Nurse.
The Bassett - Hartwick College program is designed for Registered Professional Nurses interested in earning a Baccalaureate of Science in Nursing degree while working. RNs will work 12-hour shifts each week at Bassett Healthcare and receive two days of on-site nursing instruction by Hartwick College faculty at Bassett. Following completion of two full calendar years, the Registered Nurse will earn a BS.
Full tuition support is provided to the eligible employee/student in either program with a payback commitment following program completion. Bassett is currently seeking candidates for entry into the SUNY Delhi and Hartwick College at Bassett Medical Center.

ONC BOCES offers this course, which is a
prerequisite to taking a road test and obtaining a driver's license.
This class is for those who have not already taken a driver's education class.
Enrollment is on a first come, first served basis. The
fee is $35 payable by cash or money order only.
Checks and credit cards will NOT be accepted. You
must bring your permit to the class in order to receive your certificate.
Class will take place at 31 Center Street (the old Center Street School) in Oneonta, from 9AM to 2PM.

Department of Labor Announces Proposal to
Help Small Businesses Strengthen Retirement Security
The
U.S. Department of Labor (DOL) recently
announced a Notice of Proposed Rulemaking to
help small businesses strengthen retirement security in America.
The proposed rule would
make it easier for small businesses to offer retirement savings plans to their workers
through Association Retirement Plans, which
would allow small businesses to band together to
offer 401(k) plans to their employees.
"Enhancing workplace retirement savings is critical to the financial security of America's workers," says DOL. "Approximately 38 million private-sector employees in the United States do not have access to a retirement savings plan through their employers. Association Retirement Plans offer these workers - and their families - enhanced savings opportunities."
Under the proposed rule, Association Retirement Plans could be offered by associations of employers in a city, county, state, or a multi-state metropolitan area, or in a particular industry nationwide. Sole proprietors, as well as their families, would also be permitted to join such plans.
In addition to association sponsors, the plans could also be sponsored through Professional Employer Organizations (PEO). A PEO is a human-resource company that contractually assumes certain employment responsibilities for its client employers.

Bureau of Labor Statistics (BLS) has partnered
with the U.S. Department of Labor's Office of the Chief Information Officer to develop a new mobile app for iPhones that is now available for free in the
App Store. Search "BLS Local Data."
"The BLS Local Data app is ideal for customers who want to know more about local labor markets, such as job seekers and economic and workforce development professionals," BLS says.
You can
search using your current location, a zip code, or a location name to f
ind relevant data quickly without having to navigate through the huge BLS database.
With one click, you can find data for states, metro areas, or counties.
Using the
BLS API, the app
quickly presents local data and national comparisons for
unemployment rates, employment, and wages.
BLS says an Android version of the app will be available in the future.

DOL Announces New Compliance Assistance Tools
for New and Small Businesses
DOL says these new online tools assist American small businesses and workers with simple, straightforward resources that provide critical Wage and Hour Division (WHD) information, as well as links to other resources.
The webpages were established in response to feedback received from new and small business stakeholders voicing their need for a centralized location to secure the tools and information they need to comply with federal labor laws.
These new webpages provide the most relevant publications and answer the questions most frequently asked by new and small business owners. These tools, in conjunction with worker.gov and employer.gov, ensure greater understanding of federal requirements and provide tools to help employers find resources offered by other regulatory agencies.
"The Wage and Hour Division has long understood that the majority of employers want to do the right thing and comply with the law, but they need to know how," said the Wage and Hour Division's Acting Administrator Bryan Jarrett. "These new webpages demonstrate our ongoing commitment to proactively help employers comply with the law and provide them the tools they need to understand their responsibilities. We encourage all employers to visit these new webpages and reach out to us for assistance at any time."
I
n addition to these new resources, WHD recently made available
compliance assistance videos that provide
brief, plain-language explanations of the
Fair Labor Standards Act's (FLSA) requirements and protections. The videos
provide essential information employers need to understand their obligations under the law.

New Farmers Grant Accepting Applications
From Early-Stage Farmers
Empire State Development (ESD) and the New York State Department of Agriculture and Markets have announced that $1 million in funding is available to assist early-stage farmers through the New York State New Farmers Grant Fund.
The program, now in its fifth year, promotes growth and development in the state's agriculture industry.
"Agriculture is vital to New York State's economy, and the New Farmers Grant Fund supports our early stage farmers by promoting projects that increase overall farm profitability and ensure sustainability of farming operations," says ESD President, CEO and Commissioner Howard Zemsky.
The $1 million New Farmers Grant Fund will provide grants of up to $50,000 to assist with up to 50 percent of eligible project costs.
To qualify, all farm business owners must be within the first ten years of having an ownership interest in any farm business, and the farm must have a minimum of $10,000 in income from sales of products grown or raised on the farm.
Eligible project costs include the purchase of machinery, equipment, supplies, and the construction or improvement of agricultural structures.
Applications and guidelines for the New Farmers Grant Fund are
available online. The deadline for submission is January 25, 2019.
