August was a busy month for the BIAOC and it just flew by!
 
We have our 7th Annual Baseball night on Tuesday, August 7th, and with 270 tickets sold we had our section filled with BIA Members!  If you weren't able to attend this year, make sure you get your tickets early next year because they do sell out every year.
 
Just two days later, we had our 300+ attendee August General Membership Meeting Presented by Danielian Associates Architecture + Planning.  This Mid-Year Economic Update: The Bull vs The Bear, featured a battle between Ali Wolf of Meyers Research and Mark Boud of Metrostudy.  We were very lucky to hear from these two economists as well as our Moderator, Jon Lansner of The Orange County Register.  We were also able to recognize two of our long standing BIA Members: Parex USA Incorporated and General Electric Appliances.  Thank you again for your 50+ years of commitment to the Building Industry.  
 
Next month, we have our Softball Tournament on Friday, September 14th.  Tournament Teams are SOLD OUT, but that doesn't mean you have to miss out!  Lunch tickets are available, so come and eat and network and watch some amazing softball playing. 
 
We will also have our September General Membership Meeting on Friday, September 21st at 7:30am at the Irvine Marriott.  The theme of this even is "You Think Construction Costs are High Now... Just Wait!  Net Zero is Around the Corner...".  You don't want to be unprepared for what Net Zero means to our industry.  Register today!
 
We have a great rest of the year ahead of us and September is looking bright!  I hope to see you at our up-coming events!
GOVERNMENT AFFAIRS

Anaheim
The City of Anaheim continues to be a top priority for the BIA/OC team. As has been reported, the City created an excellent, incentive based approach to affordable housing that will be implemented in the coming weeks and months. Additionally, the City continues to review Development Impact Fees that stand to have significant impact on the building community.  BIA/OC continues to monitor for updates with a new proposal expected in September. Finally, BIA/OC is watching for a mandatory art fee proposal that has circulated through City Hall. The most recent version of this proposal exempts all residential construction and instead focuses on a .5 valuation of commercial projects over 25,000 square feet. With all of these developments evolving in real time, stay tuned for updates on Anaheim. 
 
 
Brea 
Starting as far back as October of 2017, the City of Brea has been considering an increase to development related fees. The BIA has attended every hearing over the last year to continue sharing the cautionary tale of how fees harm development at a time when the independent Legislative Analyst's Office cites California's housing woes as a lack of supply.  The BIA will continue to share information on the harmful impact of fee increases at all future hearings. As such, the next hearing in Brea is scheduled for September. Stay tuned for updates as the fee proposal evolves. 
 

Huntington Beach 
In August the City of Huntington Beach held a study session on mandatory public art fees. Rejecting arguments outlining how this policy will infringe on private property rights, harm development, burden business owners and uses the heavy hand of government to "compel speech," several members of the council directed staff to proceed with drafting an ordinance.  Language will now be drafted by city staff and a proposal brought back before the Council in the coming weeks. Given the contentious electoral landscape evolving in this City, an interesting policy debate awaits the Council when this is eventually brought forward.

Newport Beach 
In September, it is expected that the City Council in Newport will hear a proposal to increase fire safety fees within the city. Previously reported, this fee proposal adopts a new approach to calculating fee totals and if approved will be phased into implementation to give the development community time to adjust. Another point of information to share for Newport Beach is a rumored proposal that would ban contractor construction projects on weekends. While it is expected that this will not apply to large scale development projects or any project with a development agreement, the BIA will continue to monitor for update.

August Government Affairs Committee 
As you recall in July, BIA/OC held a joint Government Affairs and Urban Infill Committee meeting where we had the opportunity to "meet the candidates."  In July we heard from Carrie O'Malley for Irvine, Mitch Caldwell for Anaheim and Austin Lumbard for Tustin. Since that time the filing deadline has closed and we are happy to announce that Lumbard is one of only two candidates running for two open seats. By all counts it appears he will most certainly be one of Tustin's next representatives!
 
To keep the momentum going in August, the Government Affairs Committee met with three more great candidates running for election in the fall. This slate included Anthony Kuo for Irvine, Phil Bacerra for Santa Ana and Tim Shaw for County Supervisor. All three had compelling motivations for running for Office and all three are well on their way in this election cycle. Stay tuned for more election updates as we approach the increasingly critical November election.
