Welcome to the VBP4P newsletter!
The goal of the VBP4P monthly newsletter is to keep stakeholders up to date about program changes and deadlines. The newsletter has three main content areas:
  • Need to Do, which will alert stakeholders to information and requirements for successful program participation, such as upcoming deadlines.
  • In Other News, which will share other program-related news, such as upcoming webinars or conferences.
  • In the Pipeline, which will provide a longer term view of upcoming key VBP4P program dates.  
All VBP4P newsletters will be archived in the Newsletters section of the IHA website, so you can easily find and share the latest program information.
Need to Do
Delayed - Preliminary Appropriate Resource Use & Total Cost of Care Results
Measurement Year 2017 (MY 2017) appropriate resource use (ARU) and total cost of care (TCOC) results are delayed. We are currently anticipating about a 2 month delay (i.e., preliminary results expected toward the end of October), and will communicate an updated timeline for release in the September newsletter. IHA staff recognize that this is disappointing to participants and are working to minimize the delay as much as possible. IHA wants to recognize and appreciate immense efforts undertaken by participating health plans and our data partner, Onpoint Health Data, to improve data collection and reporting for stakeholders through streamlined data collection processes, measure alignment to national standards, and greater depth of information, all of which required new legal agreements, programming new and standard APCD data file layouts, and submitting 2 years of data to support trending and uninterrupted health plan payments.

The IHA Governance Committee has discussed the delay and made recommendations regarding the following program deliverables:
  • Health Plan Incentive Payments: Health plans will delay making payments until MY 2017 ARU and TCOC results are final. Health plan representatives reiterated the importance of ensuring ARU and TCOC results are final and have undergone a thorough validation process prior to making incentive payments to physician organizations.
  • Public Reporting (OPA Report Card): Public reporting of MY 2017 TCOC results will be delayed until early 2019. Clinical quality and patient experience results will be publicly reported on time in the Fall 2018 launch of the OPA Commercial Medical Group Report Card.
  • Excellence in Healthcare Award: Recognition of Excellence in Healthcare award winners will be delayed until final results are available. IHA will continue to recognize high performers in clinical quality and patient experience, as well as the Bangasser Most Improved winners, at the IHA Stakeholders Meeting.
Measurement Year 2017 Final Quality Results Are Here
Thank you to participants who sat on this year's Appeals Panel, as well as physician organizations that submitted questions and health plans that supported investigation. Your active participation strengthened the final quality data and the VBP4P data collection and reporting process. As a result of this participant validation, your PO MY 2017 final quality reports for Commercial VBP4P and Medicare Stars  are now available  on the VBP4P  Reporting Portal . The final quality results include updates resulting from appeals upheld during the Questions and Appeals period.
Registration is Open! Confirm Your Spot at IHA's Annual Stakeholder Meeting
Registration for the 17th Annual IHA Stakeholders Meeting is now open. This year's meeting includes exciting opportunities to network with colleagues from across the state and plug in to IHA's recent work:
  • Keynote address from Ian Morrison, Ph.D. - Author & Healthcare Futurist
  • Special plenary session: "Then and Now: 15 Years of Performance Measurement & Benchmarking"
  • Breakout sessions on emerging trends in accountable care, industry standardization, and performance measurement and improvement

This event sold out last year, so grab your spot today! Two attendees from each stakeholder organization are invited to attend the meeting free of charge; additional attendees from each organization are welcome and may register at the $200 stakeholder rate. The two complimentary attendees from physician organizations and health plans participating in VBP4P should register as an "IHA Project Stakeholder" and enter their  7-digit DMHC ID at checkout to receive complimentary registration. California Quality Collaborative Workshop: Improvement Coaching Skills
You are invited to join the California Quality Collaborative for an upcoming Improvement Coaching Skills Workshop! This highly interactive two-day training provides an overview of quality improvement (QI) and coaching basics in a practice or clinic setting with a focus on the practical application of these concepts. The course is designed for new practice improvement coaches/facilitators and anyone who wants a refresher, as well as leaders and managers interested in building and supporting a sustainable quality improvement program. In the Pipeline
Annual Public Comment Period Opens Sept. 1
Each September, IHA solicits stakeholder feedback on planned program updates for our physician organization level performance measurement programs. The annual public comment period marks the release of the Call for Public Comment document, which summarizes proposed changes, as well as several important program documents, including:
  • General program policy updates
  • MY 2019 Measure Sets
  • MY 2018 Draft Program Manual (measure specifications)
This year, the Call for Public Comment will include proposed changes to all of IHA's PO level performance measurement programs, including new commercial ACO and Medi-Cal programs!  Public comment is an opportunity to gather feedback on proposed program changes, the measure set, and measure specifications in the Program Manual. IHA staff review every comment and take your feedback to the IHA committees governing the program. Public comment will open Sept. 1, 2018 (a Saturday, so expect to see the Call for Public Comment document up by end of day Friday, Aug. 31).
