Dear residents,

As you are likely aware, PARIM has diligently advocated for appropriate exemptions and accommodations for those unable to take the MCCQEII examination as a result of the COVID-19 pandemic. We have engaged with the College of Physicians and Surgeons of Manitoba (CPSM), as well as other outside stakeholders to ensure graduating residents have access to licensure irrespective of whether they have completed this exam.

The CPSM continues to maintain its position that the MCCQEII exam is a necessary part of full licensure, and does not intend to change this requirement. However, we are pleased to share that, through our ongoing advocacy, the CPSM has dropped the requirement that applicants must be registered to take the Spring 2021 exam sitting to be eligible for a modified (low-restriction) provisional license. Instead, applicants will declare that they intend to take the exam as soon as it is available to them.

We have included our correspondence with the CPSM to ensure clarity on licensing requirements. We recommend contacting the CPSM directly if you have questions regarding your specific licensing situation. PARIM continues to maintain its position that graduates should be exempted from taking the MCCQEII, as has been done in other provinces, and will continue to advocate accordingly.
