Hot Issues

Public Health
At the beginning of the week, California reported a 21 percent drop in COVID-19-related hospitalizations. However, California Health and Human Services Secretary Dr. Mark Ghaly states this may have resulted from technical issues and delays in collecting data.

Public Health
Following reports of large mansion parties in the midst of renewed COVID-19 infection spikes, Mayor Eric Garcetti announced that "super spreader" events could lead to the shut off of Department of Water and Power services for the parties involved.

Restrictions
Following recent spikes in COVID-19 infections in the state, Governor Gavin Newsom remains cautious and plans to take a middle-ground approach to fighting the pandemic. This approach includes re-tightening of restrictions, but not stricter measures such as mandatory quarantine for travelers introduced in New York.

Employment
Hiring has slowed down as the U.S. recorded 1.8 million new jobs for the month of July, a drop from the 4.8 million added in June.

State Legislature
Due to restrictions brought about by the COVID-19 pandemic, and with three weeks left in the legislative calendar, the State Legislature is contending with how to move forward with the nearly 700 bills still alive.

Federal Response
Negotiations over the next Congressional coronavirus relief bill have stalled. Extending federal unemployment benefits remains on the table, however disagreements flared over the issue of emergency funds for state and local governments.

Housing
The Los Angeles Department of City Planning announced an incentive-based zoning system to expand supportive and affordable housing development in the Downtown area.

Entertainment
Sony, Universal and Warner Music - three major companies in the music industry - asked their employees to work from home until the end of 2020.

Film Production
According to FilmL.A., only 577 film shoot project applications were processed in Los Angeles County since film and television production resumed in June. This is only 34 percent of the average amount of applications typically received during this period in previous years.

Saybrook University Explores Adaptive Leadership in Times of Crisis during VICA University Webinar

On Tuesday, speakers from Saybrook University presented on the dimensions of leadership engagement during a VICA University. Leading the presentation, titled "Standing Still to Move Forward," were Saybrook professors Tom Hayashi, Program Director of the Department of Leadership & Management, Gina Belton, Faculty Senate Co-Chair and Adjunct Faculty of the PhD Psychology Program, and Mary Kay Chess, Core Faculty at the Department of Leadership & Management.

During the webinar, Dr. Belton introduced the concept of "Pausing for RAIN," a method of reflecting on stressful situations in order to understand and overcome the underlying source of uncomfortable feelings. Dr. Chess spoke about adaptive leadership and how this approach can provide tools for responding to ambiguity and crisis. Rounding off the discussion, Dr. Hayashi detailed leadership competencies that leverage compassion and humility to both inspire and foster team work.

Thank you Saybrook University for presenting on this pertinent and important topic, and leading this week's VICA University.

VICA Fights to Prevent Delays on Critical Valley Transportation Projects
Metro's Recovery Task Force is developing a recovery plan in an effort to help Metro and Los Angeles County recover from the COVID-19 pandemic. VICA understands COVID-19 has resulted in an unprecedented reduction in Metro revenues, but it is hugely concerning that the Task Force is considering reprioritizing and reimagining projects. In response, VICA provided comments to oppose any "reexamination" of capital projects that would lead to delays on capital projects planned for the San Fernando Valley. The Valley's strong support was critical to the passage of Measure M in 2016, as residents were promised much-needed transit investments for our communities at the front of Measure M's schedule. VICA is urging Metro to ensure equity and deliver the promise of previously neglected transportation projects in the Valley.

VICA's Harmon Ballin Community Service Award annually honors an active VICA member who has made an outstanding contribution to our community through their long-term community service activities. A nominee is someone who:
  1. Has been an active VICA member and is actively engaged in the organization currently.

  2. Has significant and long-term involvement in philanthropic and community/public serve organizations or a significant record in that area.

  3. Is a role model as a community leader

All Nominee forms must be submitted via email to [email protected] by Friday, September 18, 2020.
Urge the Legislature Not to Expand Burdensome Presumption for Workers' Comp
VICA opposes Senate Bill 1159 (Hill), which would create cumbersome liabilities for employers by requiring that any employee testing positive for COVID-19 be paid workers' compensation. The burden of proof of whether or not the positive test result is connected to the workplace would be placed solely on the employer. Furthermore, SB 1159 would make all workers' compensation claims related to COVID-19 presumptively compensable if that liability is not rejected within 30 days, instead of the existing requirement of 90 daysThis means that if an overwhelming number of claims are made, most businesses would simply lack the time and resources to review and procesall of them. This would increase financial constraints for businesses already struggling due to the COVID-19 pandemic and the major economic downturn it has caused.

Oppose Arbitrary Regulations on Health Care Transactions
VICA opposes Senate Bill 977 (Monning), which would subject a large category of health care transactions to an extreme, burdensome and exclusionary process of approval by the California Attorney General.
SB 977 would severely restrict these partnerships by presuming that these types of transactions are "anticompetitive," essentially marking health care providers as guilty until proven innocent. The ability to regulate anticompetitive behavior is already provided under state and federal anti-trust laws, including the Attorney General's already existing review authority. This proposal would only place redundant burdens on all health care providers to meet arbitrary standards of proof, with no right to a hearing or meaningful appeal process.

VICA Legislative Affairs Associate
-Position Opening-
VICA is looking for a Legislative Affairs Associate who will support the legislative affairs team advocating on issues impacting business at the local, state and federal levels. This is an excellent opportunity for a recent graduate to work in a fast-paced environment on a wide range of policy issues, with opportunities to learn, grow the role, and gain valuable networks and experience. This position will be temporarily remote and could change contingent on local and state public health orders.

If you or anyone you know would like to work for the most influential business group in the Valley, email a resume and cover letter to [email protected].
