Saybrook University Explores Adaptive Leadership in Times of Crisis during VICA University Webinar
|
|
On Tuesday, speakers from Saybrook University presented on the dimensions of leadership engagement during a VICA University. Leading the presentation, titled "Standing Still to Move Forward," were Saybrook professors Tom Hayashi, Program Director of the Department of Leadership & Management, Gina Belton, Faculty Senate Co-Chair and Adjunct Faculty of the PhD Psychology Program, and Mary Kay Chess, Core Faculty at the Department of Leadership & Management.
During the webinar, Dr. Belton introduced the concept of "Pausing for RAIN," a method of reflecting on stressful situations in order to understand and overcome the underlying source of uncomfortable feelings. Dr. Chess spoke about adaptive leadership and how this approach can provide tools for responding to ambiguity and crisis. Rounding off the discussion, Dr. Hayashi detailed leadership competencies that leverage compassion and humility to both inspire and foster team work.

Board members must also attend regular committee meetings and VICA events. Additional responsibilities may include calling or writing lawmakers, attending press conferences, testifying, authoring editorials, interacting with top opinion leaders and more.

VICA Fights to Prevent Delays on Critical Valley Transportation Projects
|
 Metro's Recovery Task Force is developing a recovery plan in an effort to help Metro and Los Angeles County recover from the COVID-19 pandemic. VICA understands COVID-19 has resulted in an unprecedented reduction in Metro revenues, but it is hugely concerning that the Task Force is considering reprioritizing and reimagining projects. In response, VICA provided comments to oppose any "reexamination" of capital projects that would lead to delays on capital projects planned for the San Fernando Valley. The Valley's strong support was critical to the passage of Measure M in 2016, as residents were promised much-needed transit investments for our communities at the front of Measure M's schedule. VICA is urging Metro to ensure equity and deliver the promise of previously neglected transportation projects in the Valley.

Urge the Legislature Not to Expand Burdensome Presumption for Workers' Comp
|
 VICA opposes Senate Bill 1159 (Hill), which would create cumbersome liabilities for employers by requiring that any employee testing positive for COVID-19 be paid workers' compensation. The burden of proof of whether or not the positive test result is connected to the workplace would be placed solely on the employer. Furthermore, SB 1159 would make all workers' compensation claims related to COVID-19 presumptively compensable if that liability is not rejected within 30 days, instead of the existing requirement of 90 days. This means that if an overwhelming number of claims are made, most businesses would simply lack the time and resources to review and process all of them. This would increase financial constraints for businesses already struggling due to the COVID-19 pandemic and the major economic downturn it has caused.

Oppose Arbitrary Regulations on Health Care Transactions
|
VICA opposes Senate Bill 977 (Monning), which would subject a large category of health care transactions to an extreme, burdensome and exclusionary process of approval by the California Attorney General.
SB 977 would severely restrict these partnerships by presuming that these types of transactions are "anticompetitive," essentially marking health care providers as guilty until proven innocent. The ability to regulate anticompetitive behavior is already provided under state and federal anti-trust laws, including the Attorney General's already existing review authority. This proposal would only place redundant burdens on all health care providers to meet arbitrary standards of proof, with no right to a hearing or meaningful appeal process.

- Elsa Jacobsen, Director of Public Policy at Child360, provided updates on state budget incentives for early care and education (ECE) in California, and Patrick MacFarlane, Government Relations Manager for the Child Care Resource Center, presented on the efforts of the L.A. County ECE COVID-19 Response Team.
- The committee recommended to support Assembly Bill 908 (O'Donnell) on Extracurricular Activities and Work Permit Authorizations During Emergencies.
- The committee recommended to oppose Assembly Bill 2126 (O'Donnell) on Reporting Temporary School Closures.
