December 17 is the ELD Compliance Deadline

Starting December 17, all motor carriers and drivers subject to the Department of Transportation's Federal Motor Carrier Safety Administration (FMCSA) electronic logging devices (ELD) final rule must use an ELD. This deadline also pertains to grandfathered automatic onboard recording devices (AOBRDs), which will no longer be allowed under the Federal Motor Carrier Safety Regulations to provide records of duty status as a substitute to a required ELD. Motor carriers utilizing an AOBRD must have a fully operational ELD installed by December 17.  Read more...
Drug & Alcohol Clearinghouse Information

To help members understand the requirements of the Drug & Alcohol Clearinghouse, John Cheruka,  President of Commercial Vehicle Safety & Accident (CVSAS),  facilitated a lunch and learn webinar on December 3rd.

Mandatory use of the Clearinghouse will begin on January 6, 2020.

NJ to Borrow $500M for NJ Transit Trains, Buses

NJ Transit is about to take out the mother of all new vehicle loans -- $500 million to purchase new trains and buses to rid the fleet of the old ones that break down and cause delays.

The financing could come from the state Economic Development Authority, scheduled to decide on Tuesday whether to issue tax exempt transportation revenue bonds. NJ Transit's board could vote Wednesday to authorize spending the $500 million to replace aging trains and buses.  Read more...
NJ Says Uber Owes it $650M in Payroll Taxes for Misclassifying Drivers

New Jersey claims the ride-hailing company Uber has misclassified its drivers as independent contractors and owes the state approximately $650 million in unemployment and disability insurance taxes. Meanwhile, the Senate Labor Committee voted to tighten rules even more.  Read more...
NYC 2019 Holiday Bus Information 

For the holiday season, from November 15, 2019 to January 2, 2020, New York City DOT has added seasonal restrictions to several streets, including "No Left Turns" and no passenger pick-up and drop-off as indicated by posted signs.

Buses must use the NYC Truck Route Network, except that an operator may operate on a street not designated as a truck route or bus route for the purpose of arriving at his/her destination by the most direct route. If the operator has additional destinations in the same general area, the operator may proceed to the next destination without returning to a designated truck route. or bus route. Buses may not park or lay over, except where posted (see map).  Get more information.
Congressional Policymakers Drafting Autonomous Vehicles Bill

Long-awaited legislation that would set a federal regulatory framework for automated vehicles is being drafted by transportation leaders in Congress, the chairman of the Senate panel with jurisdiction over freight affairs. 

Members of the Senate Commerce Committee are collaborating with their House counterparts on the Energy and Commerce Committee to draft a measure that would govern such automated technology, Chairman Roger Wicker (R-Miss.) said during a hearing with safety agencies. The committees have received more than 100 letters from stakeholders as part of what the chairman described as a "consultative process."  Read more...

Thousands Could Be Out of Work Under Independent Contractor Bill  

Assembly Republican Leader Jon Bramnick criticized Democrat efforts to ruin the 'gig economy,' where many people use independent contractor jobs to supplement income.

"This attempt by politicians to re-engineer the gig economy reduces job opportunities for those who, again, need them the most," said Bramnick (R-Union). "These are moms and dads looking to better their income or simply earn enough to afford the high taxes Democrats force them to pay. This one-size-fits-all policy is bad for the New Jersey economy."  Read more...
