City Manager's Weekly Report Update

This Weekly Report is sent every Friday and serves as the City Manager's "update" to City Council on items that are useful for scheduling purposes and/or communicating with constituents on matters of interest. It also  provides details on special events, and  City-wide accomplishments. Some examples include:

HURRICANE FLORENCE ASSISTANCE
Norman Firefighters Providing Aid with Rescue Efforts

OKTF-1, through Oklahoma Emergency Management (OEM), has received a request for our Helicopter Search and Rescue Team (HSART), Swift Water Team and a Structural Collapse Team for deployment to Hurricane Florence.   

A member of the Helicopter Search and Rescue Team deployed Wednesday morning to North Carolina.  The Swift Water Team departed this morning, also en-route to North Carolina.   
 
The Structural Collapse Team are on standby. At this point we are being told it is doubtful they will go as the prediction now is that this will be more of a flooding event and not much of a structural collapse event.

The City of Norman will be reimbursed for these expenses by the Federal Emergency Management Agency (FEMA).  
NORMAN FORWARD
Groundbreaking for Westwood Indoor Tennis Center

A groundbreaking ceremony was held today at the new Westwood Indoor Tennis Facility (2420 Westport Drive).  Construction is expected to be complete in spring of 2019.   With drier weather, Flintco will begin full-time demolition next week. 
ACOG NAMES EXECUTIVE DIRECTOR MARK W. SWEENEY, AICP
The Association of Central Oklahoma Governments (ACOG) has named Mark W. Sweeney, AICP, Executive Director of the regional planning organization.  Sweeney arrives in the region with over 25 years of experience in city and regional planning.  He most recently served as Executive Director of the Shreveport-Caddo Metropolitan Planning Commission (MPC) in Louisiana. He served the East Texas Council of Governments (ETCOG), Kilgore, for 13 years, and the Capital Area Council of Goverments (CAPCOG), Austin, for nearly five years. 

In his new position, Sweeney will be responsible for directing the efforts of all ACOG divisions including Transportation and Planning Services, which manages the work of the Metropolitan Planning Organization (MPO) housed at ACOG; 9-1-1 ACOG; the Garber-Welling Association and various environmental, economic and community development programs and projects.

ANNUAL HOUSEHOLD HAZARDOUS WASTE EVENT DATE ANNOUNCED
The annual household hazardous waste event will be held October 20 at the Lloyd Noble Center parking lot.  Additional details will be available soon.

PARKS
PARKS MAINTENANCE
Parks maintenance staff began working 10 hour days this week in order to regain the normal mowing schedule due to the recent rain.  Crews will continue working 10 hour days until the mowing is back on the normal schedule. 

Sod is currently being laid on the two newly regraded soccer fields at Griffin Park. Weather depending, the sod work on both fields is expected to be completed in the next two weeks.


PARK PLANNING
Sooner Theatre
Interior work continued this week in the dressing room area below the stage; and will be wrapping up in the next two weeks.  

Northeast Lions Park
Work continues on the new restroom and shelter building at Northeast Lions Park. The block walls are being erected.  Progress will continue throughout the month to complete the the structure and expanded patio area.  When complete, the structure which will act as an information and tournament hosting area for the local disc golf groups throughout the year. 

Additional improvements will be made to the lake-side shelter, playground and walking trails in this large east-side park as we get further into the NORMAN FORWARD Neighborhood Park projects in coming years.
 
RECREATION 
Special Events
The @Legacy concert series continues this week with the Norman Singer Songwriter Series which will take place every Thursday in the Month of September. Andy Adams performed this past Thursday night at Legacy Park. Next week Levi Parham will perform.

Senior Center
The Senior Citizens Center ceramic class put together several entries for the Cleveland County Fair arts and crafts contest. Entries from the class won a blue ribbon as well as several second and third place ribbons. Martha Buehring won best in show for her cross-stitch piece. The Senior Citizens Center hosts ceramics class every Monday and Thursday.
 
12th Avenue Recreation Center
The 12th Avenue Recreation Center hosted its first ever Ninja Games this past week. The Ninja Games are a way of introducing children to the several Martial Arts programs that take place at 12th Avenue Recreation Center.  The martial arts classes offered include: Karate, Tai Kwon Do, Akido, Judo, Tai Jitsu and Kung Fue. Approximately 36 participants attended the program and enjoyed the various activities. 
   
Irving Recreation Center
The Irving Recreation Center restarted the After School-Tutoring program this week for the 2018-19 school year. This is a free tutoring program offered every Wednesday night from 6-7pm for children in grades K-8th. Staff helps students with homework and problem subject areas. Irving Recreation Center will be offering a 6-week class of Lego robotics, put on by the "Bricks for Kidz" organization. This activity is open to youth in grades K-5th.
 
Youth and Adult Sports
Youth Baseball and Adult Softball games begin this week. Youth Baseball has 250 children on 24 teams which will be competing at Griffin Community Park every Tuesday and Friday evening through late October. Adult Softball at Reaves Park has over 450 adults on 31 teams and will be competing in our adult softball league at Reaves Park.

MAJOR TRANSPORTATION PROJECTS
   
12th Avenue SE Bond Project
Construction on the 12th Avenue SE Bond Project began on Monday, March 5, 2018. This is a $2.8 million construction project awarded to Allen Contracting, Inc. of Oklahoma City, Oklahoma. The project will be completed by September 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The project boundaries are 12th Avenue SE from north of Cedar Lane Road to Oak Tree Avenue.  Two lanes of traffic will remain open during construction. 

Next week the contractor's activities are as follows:        
  • Finish pavement markings on project
  • Finish mill and overlay on State Highway 9
  • Finish green bike lane application on 12th Avenue SE 

  • Main Street Bridge over Brookhaven Creek
    Construction on the Main Street Bridge over Brookhaven Creek project began on Monday, August 13, 2018. This is a $4.9 million construction project awarded to Silver Star Construction Company of Moore, Oklahoma. This project has an expected completion date of June 2019. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being used. The south limits of the project covers an area along Brookhaven Creek that spans approximately two-thousand feet south of Main Street, with a north limit that spans three hundred-feet north of Main Street. The west project boundary is just west of Lamp Post Road and the east boundary is three hundred feet east of Willoway Drive.    
     
    On Tuesday, August 14, 2018, a severe rain event caused the Main Street Bridge over Brookhaven Creek to collapse. On August 28, 2018, the Oklahoma Department of Transportation submitted Change Order No.1 which provided the funding to incentivize the contractor to expedite the Main Street Bridge construction by 15 days. Should the contractor achieve maximum incentive, the bridge will be open to traffic on November 26, 2018.  
      
    Next week the contractor's activities are as follows:       
  • Continue structural excavation in preparation for the concrete box culvert
  • Begin forming and tying steel in preparation of the concrete box culvert
  • Continue removing vegetation along Brookhaven Creek in order to begin channel construction-operations.

    Street Sweeping Schedules for September
    For the month of September 2018, the Stormwater Division will conduct routine street sweeping activities on all arterial streets from 48th Ave W to 12th Ave E and Indian Hills Rd to Post Oak Rd. Residential curbed streets within the following areas will also be swept this month depending on weather and other work requirements:
    • 12th Ave E to 36th Ave E between Robinson Street and State Highway 9
    • 24th Ave W to 12th Ave E between State Highway 9 and Post Oak Road
    • Campus Corner and Downtown Business Districts before and after OU home games

    Main Street Streetscape Enhancement Project
    Construction on the Main Street Streetscape Enhancement Project began on Monday, October 2, 2017. This is a $3.2 million construction project awarded to Rudy Construction of Oklahoma City, Oklahoma. The contract time is set at 260 days or completion by June 2018. The Oklahoma Department of Transportation (ODOT) is administering the construction of this project because federal transportation funds are being utilized for construction of the project. The project boundaries are Main Street from Park Drive to James Garner Avenue.  

    All Streetscape Phases (1-8) are now substantially complete and Phase 9, the pavement mill and overlay, is underway.  Construction is anticipated to be substantially completed by September 14, 2018.
     
    Next week the contractor's activities are as follows:
    • Finish pavement marking installation
    • Finish stamped, colored asphalt intersection enhancements

    Stamped asphalt is being colorized in a four step process to look like bricks on Main Street.

    Traffic Calming Program
    During the week of September 10, 2018, speed trailers will be deployed at the following locations:
    • Northwich Drive, between Lamp Post Road and Willow Branch Road (Ward 3)
    • Woods Avenue, between Robinson Street and Canterbury Avenue (Ward 8)
    • Lindsey Street, between Classen Boulevard and 12th Avenue SE (Wards 4 and 7)
    State Highway 9 Multimodal Path (Phase 1) Project - 24th Avenue SE to 36th Avenue SE
    The project will provide the first segment of the State Highway 9 Multimodal Path along the north side of the highway.  The 10-foot wide concrete path will ultimately connect the urban part of Norman with Lake Thunderbird State Park.
     
    The Oklahoma Department of Transportation opened bids on October 19, 2017 and awarded the contract to the low bidder (A-Tech Paving of Oklahoma City) on November 6, 2017. Construction began on March 5, 2018. The $649,899.85 project is being funded with 80% federal funds and 20% capital funds. 

    The contractor has completed the construction of the multimodal path along State Highway 9 and is currently working on the segment of path along the west side of 24th Avenue SE, between State Highway 9 and Imhoff Road, which is anticipated to be finished by the end of this week. 

    Construction activities for this coming week include:
    • Continue final grading of the project area along State Highway 9 in anticipation of sod installation
    • Continue installation of pedestrian safety hand rails
    The contractor anticipates completing all work by the end of September. Weather delays and contractor scheduling issues have delayed the completion of the project, which is now scheduled for late September 2018.   All traffic lanes will remain open and only the shoulder on the westbound side of the highway will be closed during construction.

    Pavement Markings along federal functionally classified roads (Phase 6)
    This project provides new pavement markings at various locations throughout the City.
    The Oklahoma Department of Transportation opened bids on November 16, 2017. The low bid in the amount of $419,000 was awarded to Direct Traffic Control, Inc. of Muskogee, OK.  A pre-construction meeting was held on March 15, 2018 and construction began on April 16, 2018. The locations to be treated are as follows:
     
    1.  24th Avenue SE just south of State Highway 9 (Completed)
    2.  24th Avenue SE at Lindsey Street (Completed)
    3.  Imhoff Road at 24th Avenue SE (Completed)
    4.  Robinson Street at 24th Avenue NE (Completed)
    5.  Chautauqua Avenue, south of State Highway 9 (Completed)
    6.  Rock Creek Road, from west of 36th Avenue NW to 24th Avenue NW (Completed)
    7.  Lindsey Street, from the BNSF Track to Classen Boulevard (Completed)
    8.  Lindsey Street, from 12th Avenue SE to Creekside Drive (Completed)
    9.  Brooks Street, from Jenkins Avenue east to 12th Avenue SE (Completed)
    10.  Flood Avenue, between Main Street and Gray Street (Completed)MuM

    New Parking On-Street Parking Restrictions
     
    On Tuesday, September 18, 2018, City of Norman Traffic Control crews will install "no parking" signs at the following locations:
    • North side of the alley east of Monnett Avenue (north of McCullough Street and south of Eddington Street
    • East side of Northcliff Avenue, between Robinson Street and Ridgemont Circle.
    These new parking restrictions are being established in response to requests from area residents.
    As required by City policy, property owners in the affected area followed the process and submitted a valid support petition for the new parking restrictions.
    UTILITIES
    WATER TREATMENT
    Lake Thunderbird water level is four inches above the conservation pool; in the flood pool. The Corps of Engineers has been releasing water from the dam at a rate of over 215 MGD (Million Gallons per Day) for the last four days.  The average daily water demand for the week was 12.8 MGD. 

    Norman completed the water sampling and testing for the mandatory Lead/Copper sampling required by the US EPA.  We were required to collect and analyze 30 water samples from inside households.  The testing results for lead for all samples were below the detection limit.  The copper Maximum Contaminant Level (MCL) is 1.3 mg/l and the highest level tested was 0.12mg/l.
