COALITION COMMENTARY
This is an important filing folks, as it lays out how NAB and the primary stations want to expand out to the 36 dBu for new Digital Transmission System facilities.  The study seems like it simulated the problem from an idealized sceanrio and does not reflect an exact market by market one.  Even if only 10% of LPTV are impacted on the low end, that is still 100's of stations, and that number could go much higher.

LPTV stations long serving the rims of DMA, and which are licensed to serve inbetween full powers, may be pushed on by adjacent DMA stations and displace them.  Same with

We do not want to yell that the sky is falling, but for many LPTV, the threat of a potential displacement, years before the full powers deploy 3.0 looks very real.  The submitted comments and study are only to get the NPRM open for the rulemaking, so we got time to go into the details, but this will require digilence on our part.  And, there is a tremendous opportunity for LPTV to deploy unlimited DTS corridors and clusters of its' own.

But the bottom line is that the full powers need to start LPTV and turn them into translators which will create a much more robust SFN opportunity.

CHAIRMAN PAI CALLS ON CONGRESS TO REPEAL 2021 T-BAND AUCTION
Agency Announces Suspension of Application Processing for T-Band Licenses and Renewals Because of Current Mandate to Hold an Auction in 2021

"In 2012, Congress passed legislation requiring the FCC to reallocate and auction T-Band spectrum used for decades by public safety licensees and fund the relocation of those licensees elsewhere. The agency has extensively analyzed the T-Band and concluded that moving forward is not viable-relocation costs for public safety licensees would likely far exceed any potential auction revenue, making it impossible to fund the relocation and comply with the mandate. 

The Government Accountability Office has agreed-reporting to Congress that the T-Band mandate is unworkable and could deprive first responders of their current ability to communicate by radio."

"Because of these concerns, I'm calling on Congress to repeal the T-Band mandate. I'm hopeful that Congress can resolve this matter without delay. Doing so will not only protect public safety communications in the T-Band but will also allow our dedicated auction staff to focus in 2020 on auctions that will make new airwaves available for 5G, like spectrum in the 3.5 GHz and 3.7 GHz bands."

COALITION COMMENTARY
For the past three years our Coalition has commented on and lobbied for opening up the T-Band auction for selling off on a volunatry basis LPTV spectrum.  But the first responder community has wanted to stay on UHF 14-21 and not move at all, and they seem to be winning this battle. With the Chairman signaling to Congress he does not want to upset this applecart, we will assume the T-Band auction is off the table.

COALITION COMMENTARY
These new Department of Commerce rules could dramatically affect the rollout of ATSC 3.0.  Many of the equipment manufactuers are foriegn and may not be able or willing to follow these new rules,  More as we check around with the LPTV transmission and reception foreign manufacturers.
