Long Grove E-Newsletter Edition 40                            March 21, 2019

In this E-Newsletter, you will find information about roadwork and construction projects, including utility work on Route 53 at Old Hicks Road that has caused significant traffic delays - which is expected to continue over the next couple of weeks. There will be a public hearing on the proposed 2019-2020 Long Grove Village Budget, which will include funds to complete the Robert Parker Coffin Road reconstruction and potentially, repairs to the RPC Bridge in addition to the replacement of its timber cover. The Old McHenry Road reconstruction project has resumed for the season, and the Consolidated Election is less than two weeks away on Tuesday, April 2, 2019. SWALCO is hosting a Household Chemical Waste Event this coming Monday and there is a reminder provided about the monthly E-waste collection by Waste Management. Please also see the Village calendar below.

Public Hearing for Long Grove Budget
A public hearing is scheduled for April 9, 2019 for the 2019-2020 Long Grove Village Budget. Included in the proposed budget is $1.86 million in funds to cover the upcoming Robert Parker Coffin (RPC) Road reconstruction project, including the costs to extend the public watermain and subsequent improvements, as well as streetscape work - which will consist of landscaping, new street lights, benches, and new ADA accessible sidewalks. The  budget also proposes to handle the replacement of the RPC Bridge's wood cover. The Village Board is also considering additional structural improvements for the Bridge to be included in the new budget. As a result of being nearly 50% ahead of schedule in the 15-year road program, patching of roads will continue, and the remaining funds will be used to fund improvements in the downtown area. These improvements include the planned RPC Road reconstruction, which is scheduled to begin in June.

Since RPC Road is a Village-owned road, the Village is responsible for 100% of the costs associated with the project, which includes extension of the public watermain, and prior to that extension, water and storm sewer drainage improvements. For more information, please visit  this link

Old Hicks & Route 53 Intersection Utility Work, Safety Improvements
One of the projects the Illinois Department of Transportation (IDOT) has planned for this year is improvements to the intersection at Route 53 and Old Hicks Road. IDOT notified the Village of these planned improvements in 2011, but the project did not move forward for several years. In preparation for the start of the project, Nicor began relocating utility lines in the right-of-way (ROW) in the fall of 2018. Due to the end of the construction season, this work stopped until picking back up on March 6 of this year. Nicor did not communicate to the Village the start-up date for this work. With no advanced notice, the Village was unable to immediate set up signage to warn motorists of possible delays, and extensive traffic backups resulted. Signage has since been set up at Route 53/Lake Cook Road and Route 53/Route 83 to give motorists advance warning of possible delays. Lane closures will not be permitted during the peak hours of 6:00 a.m. until 8:30 a.m. and 4:30 p.m until 6:00 p.m. Motorists are encouraged to use Lake Cook and Arlington Heights Roads to bypass the expected traffic delays.

Once the utility relocation is complete, IDOT will begin working on intersection improvements. To prepare for this project, under the direction of IDOT and despite objections from the Village regarding the removal of trees, many trees in the ROW have been removed. The Village continues to work on plans with IDOT to plant trees and bushes to replace screening for residents living along Route 53, and to improve roadway aesthetics once the project is completed.  For questions or comments, call IDOT Project Manager Jonathan Shumacker at 847-705-4260 or email Jonathan.Schumacher@illinois.gov.
Festival Location Changes Due to Robert Parker Coffin Road Project
Due to planned road reconstruction of Robert Parker Coffin (RPC) Road starting this summer, Strawberry Fest (June 21-23) and Apple Fest (September 20-22) will be moved to the Stempel Parking Lot. RPC Road, between Old McHenry Road and the Bridge, will be closed beginning in mid-June through the end of the construction season (mid-November) for the installation of the public watermain, road reconstruction, streetscape, and replacement of the Bridge's wood cover, in addition to possible structural repairs.  For more information or questions on the RPC construction project, please call Village Hall at 847-634-9440, and for questions regarding the 2019 Long Grove Festivals, please contact the Long Grove Visitors' Center at  847-634-0888
Old McHenry Road Project
Work Resumes
Now that spring is upon us, the Old McHenry Road reconstruction project, which is being managed by the Lake County Department of Transportation (LCDOT), has begun again. Over the last few weeks, retaining wall construction near the intersection of Old McHenry Road and Robert Parker Coffin Road began in front of the visitors' center, and LCDOT crews have poured the columns on top of the wall.  Light pole foundation and conduit installation for the street lights has resumed along with traffic signal mast arm foundation work at the intersection of Old McHenry Road and Robert Parker Coffin Road. Concrete curb and driveway culvert installation is expected to be completed in the next few days. Crews have also started sidewalk construction beginning at Archer and working their way north. The stone veneer installation for the retaining wall and temporary striping refresh of pavement markings will be scheduled shortly.

Traffic Impacts:  Please watch for LCDOT workers and flaggers, as daily lane closures will be utilized.  Watch also for trucks coming in and out of the jobsite. Residents can visit the LCDOT website at  this link  for real-time updates and to sign up to receive project notifications.
