Association Updates

Northeast District meets
On Oct. 22 staff from the University Partnership Program (UPP) provided a briefing on the program’s status and initiatives. Other agenda items included debrief of the recent regional FFPSA forums, EDMS discussion, PCSAO updates, and Citizen Review Panels. The district elected KelliJo Jeffries as a PCSAO Trustee starting in January 2019. For district leadership, Julie Rudolph was re-elected as facilitator and Jeff Felton and Gina Schultz will share duties of secretary. The district meets next on Jan. 21. 

Wicked Problems Institute examines Family First
PCSAO's Scott Britton attended the eighth “Wicked Problems Institute” Oct. 23-24 in Chicago, hosted by Children’s Home Society of America, at the invitation of Jim Mason of Beech Acres and with travel support from Casey Family Programs. The Institute brings together public and private child welfare and research professionals to address challenges such as the need for more evidence-based child welfare practice, competing values in child protection practice, public policy, and the media. The Chronicle of Social Change sponsored a reception Tuesday evening after the Institute during which it launched a new report and new website focusing on trends in the number of foster homes and families (including kinship placements) across the country, with state-by-state data. Learn more.
 
Middle managers gain new leadership skills
With support from Casey Family Programs and the National Child Welfare Workforce Institute, PCSAO offered middle managers an opportunity to benefit from a three-day training academy aimed at improving skills and carrying out a change initiative. Melanie Hale and Shannon Glendon led the three-day training Oct. 24-26. Three coaching and learning webinars led up to the training, and it will be followed by six months of ongoing monthly interaction to support implementation of the change initiative. Learn more.
PCSAO welcomes Meghan Wheeler
PCSAO is very excited to announce that Meghan Wheeler joined PCSAO this week as an Ohio START Program Manager. Meghan will work closely with current program manager Marla Himmeger to assist PCSAs with START implementation. In addition to her new role with PCSAO, Meghan is an independent Training and Technical Assistance Consultant in the justice, treatment, child welfare and social services fields, and she delivers professional training, grant writing, curriculum development and technical assistance services on the national, state, and local level. Meghan has also served as a consultant for the Supreme Court of Ohio, National Association of Drug Court Professionals, National Drug Court Institute, Center for Children and Family Futures, Policy Research Associates, and NIATx Learning Collaborative. Prior to her work nationally, Meghan worked on the state and local level here in Ohio within the juvenile and adult treatment and court systems providing clinical intervention, supervision, case management, program management and policy development. Rules update
As of Oct. 26, no children services-related rules are in pre-clearance.

  •  5101:2-40-04, “Kinship permanency incentive (KPI) program,” Five Year Review. This rule has been amended to remove some requirements for KPI reapplications and is in Clearance until Oct. 31.
  •  5101:2-42-60, “Placement services for infants of incarcerated mothers,” Five Year Review. No changes; in Clearance until Oct. 31.
  • The Master Contract aka Agreement for Title IV-E Agencies and Providers for the Provision of Child Placement is in Clearance through Nov. 8. 
  • Rules impacted by FCM for Children Placed with a Parent in a Substance Abuse Treatment Facility are in Clearance through Nov. 9. This is a follow-up to FCASPL 338. The rules impacted are 5101:2-47-11, 5101:2-47-12, 5101:2-47-16, 5101:2-47-23, 5101:2-47-24 (new rule), 5101:2-47-26, 5101:2-47-26.1, 5101:2-47-26.2.
  • 5101:2-1-01, “Children services definitions of terms” sets forth the definitions of terms used in Chapters 5101:2-5, 5101:2-7, 5101:2-9, 5101:2-33, 5101:2-36, 5101:2-37, 5151:2-38, 5101:2-39, 5101:2-40, 5101:2-42, 5101:2-48, 5101:2-50, 5101:2- 52, and 5101:2-53 of the Administrative Code. This rule has been amended to add or revise the terms of “Adopted young adult, Case plan for direct placements, Emancipation, Independent living arrangement, Sibling, and Substance exposed infant” to the definitions rule. In Clearance until Nov. 5.
  • 5101:2-40-02, “Supportive services for prevention of placement, reunification and life skills,” sets forth the requirements for PCSAs to provide or arrange services for families when the PCSA determines the services are necessary. This rule has been reviewed for the five-year review requirement. No changes were made.  In Clearance until Nov. 5.

OCTF Request for Grant Applications - Ohio Human Trafficking Prevention Projects
The Ohio Children’s Trust Fund is announcing the availability of funding through a Request for Grant Applications (RFGA) to support prevention programs and community education campaigns in Ohio aimed at eliminating the crime of human trafficking and child exploitation. The maximum grant award for these projects is $15,000 per application. Additional information and application instructions are available here . Applications must be received by 4 p.m. Nov. 16, and selected applicants will be notified by Dec. 7 (estimated).

Addiction Policy Forum launches “How Do You Really Keep Your Kids Safe From Addiction?"
Addiction Policy Forum, a leading addiction nonprofit, has developed the “How Do You Really Keep Your Kids Safe From Addiction?” toolkit to support parents with evidence-based prevention strategies. This toolkit was created to translate the science of prevention into strategies parents can incorporate into busy lives to help build a strong foundation of health and wellness for their children. The digital toolkit includes the videos “10 Things Parents Can Do,” “The Disease of Addiction,” and “Risk and Protective Factors”; full-color and printer-friendly versions of the “10 Things Parents Can Do” booklet; “Signs and Symptoms” of substance use disorders; and further reading and resources, including information about Addiction Policy Forum’s Addiction Resource Center (ARC), where parents can learn more and find help if they are concerned about a loved one’s substance use. Child Protection in the News

The county's Children Services agency has made strides in recent years, according to Young. "With the Children Services levy, instead of being broke and can't make payroll as they were four years ago, they now have a healthy reserve, they do not have to ask for more funding," Young said. "At the same time they have weathered this incredible storm of the opioid epidemic which everywhere else is creating havoc in their ability to serve in their budgets."
At the state level, an expansion of the Ohio Housing Trust Fund would invest in the state's main source of funding for homeless services and affordable-housing production. The state also can create new models of rental assistance for young people aging out of foster care, people with disabilities and others who are struggling to make ends meet.
In the first year of the program, Ohio spent 72 percent of the $26 million in emergency money it received through the 21st Century Cures Act, which was distributed in grants to county addiction and mental health boards. The state received another $26 million in year two of the program.
