CONTINUOUS NOISE CAUSED BY ANIMALS IS A NUISANCE AND IS PROHIBITED IN THE
CITY OF LA HABRA HEIGHTS
(Pursuant to Section 4.10.40 of the La Habra Heights Municipal Code)

The County of Los Angeles Animal Care and Control Department asks that these steps be followed when filing an Animal Noise Complaint:

1. Submit your complaint
Submit your complaint, either by visiting any of our Animal Care Centers, by completing the form found below, or by calling our Communication Center.

2. A courtesy letter will be sent
The animal care center staff will send a courtesy letter to the resident (and to you) notifying both parties of the complaint and the need to re­solve the situation.

3. Affidavit requirement
An affidavit will be included with the letter to the complaining party. Please fill out the affidavit completely, sign it and send it via U.S. Mail to the address shown in the letter or deliver to any Department Animal Care Center near you. Please be aware that we must receive a signed original affidavit. Copies, faxes, scanned documents, or those that lack either a signature or verifiable information regarding the exces­sive noise, cannot be acted upon.

4. Officer issues warning
Once we receive the sworn affidavit, an officer will be dispatched to the animal owner’s address and speak to the person responsible for the animal(s). The Officer will issue a Warning of Excess Noise form (WEN).

5. Ten days to reduce the noise
Once the WEN has been issued to the animal owners, they have ten (10) days to reduce the noise.

6. Administrative Citation
If the excessive noise continues beyond the ten-day period we can recontact the responsible person and issue an administrative citation that results in a fine that must be paid within 14 days. The first offense has a civil penalty of $100. If the responsible party fails to correct the noise each complaint may result in additional administrative citations with penalties increasing on a progressive scale to $500 for each occurrence.

West Nile Virus Update
Additional West Nile Positive Mosquitoes Found in the San Fernando Valley Communities
The Greater Los Angeles County Vector Control District urges all residents to use Environmental Protection Agency (EPA) registered repellents when spending time outdoors in the early morning and evening hours to prevent mosquito bites and the risk of West Nile Virus transmission,

The County of Los Angeles Department of Public Health continues to increase awareness and promote prevention practices to reduce the risk of West Nile Virus in our community and across the County. Join the effort by participating in the 2018 Champion for West Nile Virus Prevention Challenge! Get involved and help your City be recognized as a True Champion and keep all residents safe.

We continue to encourage all residents to take part in this initiative by disposing all possible mosquito breeding sites. Find and eliminate their breeding sources by dumping and draining stagnant water, and tossing out unused containers in and out of your home.

PUBLIC SAFETY TIPS
Simple Suggestions to Avoid Becoming a Victim of Mail Theft

  • Do not leave outgoing mail in your mailbox. Put it in a collection receptacle, or give it to a mail carrier.

  • Know your carrier's time schedule and make every attempt to retrieve your mail immediately after delivery. If your work schedule prohibits this, try asking your neighbors for help with this task.

  • Never write your credit card account number on your personal check when making a payment.

  • Try having your credit card bill sent to you via your e-mail and paying your bill utilizing online banking. You can also use a P.O. box for your credit related mail items.

  • If your mail box is near the street, try purchasing a lock-box receptacle.

  • If you go on a vacation, have a neighbor collect your mail, or go to the Post Office and request they hold your mail until you return.

If you are the victim of mail theft or identity theft, there are a few things you need to do immediately. First and foremost, contact the Post Office, credit card company or bank involved in the account in question. Make a police report with your local agency. It is also a good idea to contact the three credit bureaus and "Flag" your credit accounts. By Flagging your accounts, the chances of thieves opening a new account in your name lessen dramatically.
