This newsletter is designed for the Department to inform stakeholders about memo series issued within the past month.
Policy Memos
PM 19-005
The purpose of this Policy Memo is to inform Colorado case management agencies (CMA) of the changes to the criteria found at 10 CCR 2505-10, 8.500.7 Waiting List Protocol for emergency enrollments and timelines for acceptance of offer into the Home and Community-Based Services – For Persons with Developmental Disability Waiver (HCBS-DD).
PM 19-004
The purpose of this Policy Memo is to inform Case Management Agencies of changes to Consumer Directed Attendant Support Services (CDASS) effective August 1, 2019.
PM 19-003
The purpose of this Memo is to clarify that the Department of Health Care Policy and Financing (“Department”) is the sole administrator of Health First Colorado/Medicaid (“HFC”), though it does delegate duties, as outlined in state statute, which are supervised by the Department, to county departments of human/social services.

This Memo will be available to all county leadership and staff to enable them to unambiguously identify the Department as the single state administrator of HFC, a designation required by federal law. This will help counties to understand the meaning of references to “the administrator,” or similar variations thereof, which appear in federal and state statutes and rules relating to HFC, and to appreciate the general allocation of HFC responsibilities between the Department and the counties.

OM 19-028
The purpose of this operational memo is to advise the eligibility sites of the increase to the Community Spouse Minimum Monthly Maintenance Needs Allowance (MMMNA) and Shelter Allowance. Please share this letter with all eligibility staff, supervisors and administrators that manage nursing facilities, Home and Community Based Services (HCBS), the Program of All Inclusive Care for the Elderly (PACE), and other outside agencies, as appropriate..
OM 19-027
The purpose of this Operational Memo is to inform Case Managers, Home and Community Based (HCBS) Medicaid Waiver Service Provider and the Colorado Department of Labor and Employment’s Division of Vocational Rehabilitation (DVR) Supported Employment Vendors providing Individual Supported Employment services, about and the process for requesting reimbursement for Supported Employment training and certification.

The purpose of this Operational Memo is to provide direction to Clients, their parents/legally responsible parties, families, representatives, and Case Management Agencies (CMA) on the process for requesting a Support Need Level review for the Home and Community Based Services- Children’s Residential Program (HCBS-CHRP).

IM 19-041
The purpose of this Informational Memo is to inform all stakeholders that the Department of Health Care Policy & Financing (Department) is convening a stakeholder workgroup to discuss Individual Residential Support Services (IRSS) and proposed changes to the regulations. We welcome your involvement as we look to revise the current Department regulations and review the oversight measures for this service. The meeting agenda will be posted prior to the meeting and will include the webinar link and information on how to register. The purpose of this Informational Memo is to provide an updated timeline on the transition of Pre-Admission Screening and Resident Review (PASRR) work to a statewide vendor. The purpose of the transition to a statewide vendor is to develop, coordinate, and perform a more efficient and effective streamlined review and evaluation process for the PASRR program.

PM 19-002
The purpose of this memo is to inform providers, case managers, members and stakeholders about the Transition Services newly added to home and community-based services (HCBS) waivers. 
Operational Memos
OM 19-024
The purpose of this Operational Memo is to summarize direction provided to case management agencies and providers serving the home- and community-based services (HCBS) waivers regarding one-on-one (1:1), line-of-sight, and/or 24-hour supervision under the HCBS Settings Final Rule. 

OM 19-023
This Operational Memo is to inform county departments of human/social services of the contract amendment process and contract due dates for the FY 2019-20 County Incentives Program.

OM 19-022
This Operational Memo explains the Department’s policy and guidance on how Home and Community-Based Services (HCBS) Case Managers will justify and document whether a person who is experiencing a life transition or change in life circumstance is able to receive Transition Services within the following HCBS waivers:
  • Persons With Brain Injury Waiver (HCBS-BI)
  • Community Mental Health Supports Waiver (HCBS-CMHS)
  • Persons Who Are Elderly, Blind, And Disabled Waiver (HCBS-EBD)
  • Supported Living Services Waiver (HCBS-SLS)
  • Spinal Cord Injury Waiver (HCBS-SCI)
  • Persons With Developmental Disabilities Waiver (HCBS-DD)

This Operational Memo does not include information about Transition Coordination, which is available to people transitioning from a nursing home, Regional Center, or Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID). This Operational Memo addresses the process for justifying Transition Services available through HCBS waivers for a person experiencing a life transition in a community setting. 

OM 19-021
The purpose of this Operational Memo is to issue guidance from the Department of Health Care Policy & Financing (the Department) regarding eligibility criteria for the Home and Community-Based Services – Children’s Extensive Support (HCBS-CES) waiver. This memo is targeted to members receiving services through the HCBS-CES waiver, members’ families, case managers, case management agencies, advocates, State of Colorado contracted reviewers, and any other stakeholder involved with the HCBS-CES waiver.

OM 19-020
The purpose of this Operational Memo is to instruct case managers on the process for documenting an Individual Service and Support Plan (ISSP) in the Home and Community-Based Services (HCBS) Service Plan (SP). 

OM 19-019
The purpose of this Operational Memo is to provide clarification for Community Centered Board (CCB) staff regarding the Developmental Disability and Developmental Delay determination process. Additionally, the Department of Health Care Policy and Financing (Department) is issuing standardized forms to be used by all CCBs.

The purpose of this Operational Memo is to issue guidance from the Department of Health Care Policy & Financing (the Department) regarding the application used as part of the eligibility determination for the Home and Community-Based Services – Children’s Extensive Support (HCBS-CES) waiver. This Informational Memo is intended to inform county human/social services directors of the Colorado Department of Health Care Policy and Financing’s FY 2019-20 County Administration Allocation based on enhanced and non-enhanced Medicaid administration funding split.

The purpose of this Informational Memo is to provide an update to stakeholders on the sustainability of the Colorado Choice Transitions (CCT) demonstration program. This memo provides updates regarding the finalized regulations for Transition Coordination and Transition Services and provides direction for future training.

IM 19-033
This memo aims to notify primary care providers, Regional Accountable Entities (RAEs), case management agencies, service provider agencies, advocacy agencies, and Health First Colorado members with intellectual and developmental disabilities (IDD) and their families that they can now access a series of Behavioral Health Integration (BHI) educational modules produced by the State Innovation Model (SIM).

IM 19-032
The Department of Health Care Policy & Financing (Department) will soon be conducting the National Core Indicators (NCI) Staff Stability Survey for Program Approved Service Agencies. This memo provides an overview of why the Department is conducting the survey and who is targeted by the Survey. The intended audience for this memo includes Intellectual and Developmental Disability Services Providers, Program Approved Service Agencies, and Community Centered Boards.
