House Natural Resources Committee Advances LWCF Permanent Funding Bill

The House Natural Resources Committee recently voted, 21-13, to advance the Land and Water Conservation Funding Act (H.R 3195). H.R 3195 would permanently fund the LWCF at $900 million annually. The LWCF was permanently authorized as part of the John D. Dingell Jr. Conservation and Management Act, which was signed into law earlier this year. 
During the hearing, the bill's lead sponsor, Rep. Van Drew Jefferson (D-NJ), spoke in strong support of permanent  funding for the LWCF. The bill now moves to the full House for consideration.

The LWCF, like the Historic Preservation Fund, uses lease revenue from off shore oil and gas development to support and protect some of our most treasured lands and historic places. Places like Grand Canyon National Park and Gettysburg National Military Park were protected through the LWCF. Over the years the LWCF has suffered from chronic under funding; despite being authorized for $900 million annually, it is usually funded at significantly less.

Companion legislation, S. 1081, introduced in the Senate by Sen. Joe Manchin (D-WV) is up to 44 bipartisan cosponsors. The bill is still awaiting a hearing in the Senate Energy and Natural Resources Committee

This is an important step in achieving full funding for the LWCF.

National Park Service Seeks Feedback on Historic Preservation Certification Application

The National Park Service published a notice in the federal register seeking feedback on Historic Preservation Certification Application, NPS Forms 10-168, 10-168a, 10-168b, 10-168c, 10-168d and 10-168e. The published notice doesn't propose any changes to the NPS forms or process, but instead seeks comments on the forms, focusing on an effort to reduce paperwork and respondent burden, as required by the Paperwork Reduction Act of 1995. 

The NPS uses the information collected in the Historic Preservation Certification Application to evaluate the condition and historic significance of buildings undergoing rehabilitation, and to evaluate whether or not the rehabilitation work meets the Secretary of the Interior's Standards for Rehabilitation. The certifications are necessary for an applicant to receive historic tax credits. The comment period will be open for 60 days until September 3rd. National Trust Announces $1.6 Million in African American Cultural Heritage Actin Fund Grants

The National Trust for Historic Preservation announced $1.6 million in grants, benefiting 22 sites and organizations. The grants we're made available through the African American Cultural Heritage Action Fund, which is aimed at helping to preserve African American history across the country.

This year's funds, provided by the Andrew W. Mellon Foundation, were awarded key places and organizations that help the Action Fund achieve its mission of protecting, restoring, and interpreting African American historic sites and uncovering hidden narratives of African Americans and their contribution to the American story. This year's grant recipients include important historic sites and projects like the African Meeting House in Boston, MA and the historic Westside community in Las Vegas, NV. Check out the complete announcement to learn more about this year's grantees.
