FMCSA Increases Random Drug Test Rate
The Federal Motor Carrier Safety Administration is increasing the minimum annual percentage rate for random controlled substances testing.
According to a document published in the Federal Register on Dec. 27, the agency is increasing the minimum annual percentage rate for random drug testing from 25% of the average number of driver positions to 50% of the average number of driver positions. This change will take effect Jan. 1, 2020.

NJ TRANSIT Making Inroads with Improvements
On the 9th floor of NJ TRANSIT's headquarters in Newark, Kevin Corbett, the agency's executive director, sees "the Super Bowl of Transportation" from his window: the North East Corridor rail line; Newark Liberty International Airport; Port Newark; the New Jersey Turnpike, and more. "This is the [transportation] backbone of the region's and nation's economy ... when you get it right," he says of the grand view.

Despite 50 Years of Lobbying, Majority of Tour Buses Lack Seat Belts
The National Transportation Safety Board began pushing for seat and shoulder belts and structural improvements on tour buses in the 1960s to improve safety on vehicles that carry millions of passengers a year.

U.S. Rep. Scott Perry introduces landmark bill, Buses United for Safety, Regulatory Reform, and Enhanced Growth for the 21st Century Act (HR 5462), known as BUSREGS, to reform runaway legislation and create economic opportunities for passenger carriers.

NPS Not Implementing 2020 Charter & Tour Fees
The National Park Service has dropped plans to impose controversial admission fees and new commercial use authorization regulations for 2020.
While awaiting formal confirmation, a coalition of travel organizations has been apprised that David Vela, deputy director exercising the authority of director for the National Park Service, has stated the new commercial use authorization (CUA) requirements planned for 2020 will not be implemented.

Legislation Passed to Increase Limousine Safety
The NY state Senate Transportation Committee approved a package of bills intended to increase limousine safety in the wake of the 2018 Schoharie limo crash that killed 20 people, including one that allows the state to impound unsafe vehicles.

PA 60-Day Pre-Enforcement Period Started
The Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Turnpike Commission (PTC) announced that the required 60-day pre-enforcement period for the statewide Automated Work Zone Speed Enforcement (AWZSE) program has begun and will last until March 4, 2020. Pennsylvania's AWZSE program uses vehicle-mounted systems to detect and record motorists exceeding posted work zone speed limits using electronic speed timing devices.

Casinos & Buses Combating Human Trafficking
Modern-day slavery - or human trafficking - is a global problem in which people are illegally bought and sold for forced labor or commercial sex. Victims of trafficking may be found in various legitimate businesses, as traffickers exploit those businesses for their personal gain. Human trafficking has been reported in all 50 states and 10 Canadian provinces, including in and connected to casinos and buses.

Alexa, "Where's My Bus?"
Public Transit Users Can Now ask Amazon's Alexa, "Where's My Bus?".
Voice personalization is now a feature on Amazon Alexa for public transit riders. Sean Barbeau, PhD, research faculty in the USF College of Engineering's Center for Urban Transportation Research utilized a new personalization feature for Alexa to upgrade the OneBusAway skill.

California's Meal and Rest Break Rules
The Federal Motor Carrier Safety Acting Administrator Jim Mullen announced that FMCSA has granted ABA's petition stating that California's Meal and Rest Break rules are preempted under 49 U.S.C. 31141 as applied to passenger-carrying commercial motor vehicle drivers subject to FMCSA's hours of service regulations.
