(1)  Texas General Land Office Announces Public Comment Period for Harris County and City of Houston Local Plans

Texas Land Commissioner George P. Bush just announced the posting of local plans for Harris County and the City of Houston as Amendment 1 to the State Action Plan for the federally mandated 30-day comment period. The State Action Plan was originally approved by the U.S. Department of Housing and Urban Development (HUD) on June 25, 2018. 

The amendment, including the two local plans, details the distribution and eligible uses of $2.3 billion in Community Development Block Grants for Disaster Recovery (CDBG-DR) in accordance with HUD requirements as outlined in the Federal Register posted on February 9, 2018.

The local plans allocate most of the direct allocations for Harris County ($1.115 Billion) and City of Houston ($1.155 Billion) to home repair and affordable rental programs. The amendment also includes administrative funding, in addition to program funding, in the amount of more than $16.7 million for Harris County and more than $20.8 million for the City of Houston for implementation of the programs.

All public comments received prior to 5:00 P.M. on October 6, 2018, will be considered. Harris County, the City of Houston, and the General Land Office (GLO) will coordinate to respond to all comments prior to final submission of Amendment 1 to HUD for authorization and approval.  The City of Houston and GLO have two weeks to respond to all public comments. Once complete, GLO will send the amended action plan HUD, where HUD has 45 days to give final approval.

( 2) Houston Program Will Reimburse Eligible Homeowners for Harvey-Related Repairs

The Houston Housing and Community Development Department (HCDD) has released a new tip sheet for homeowners making repairs to their Hurricane Harvey-damaged homes. Later this year, the City of Houston will launch a Homeowner Reimbursement Program to reimburse homeowners for eligible repair expenses. This program will not be subject to income limits.

The Homeowner Reimbursement Program is one of five programs the City of Houston will launch to assist homeowners with home repair. Program guidelines outlining the specifics of the program are being developed now. The  [tip sheet] advises residents about how to prepare to apply to the program as they make repairs.

Homeowners are advised to save all receipts, signed contracts for any work completed on their homes, take before and after pictures, build to code, and familiarize themselves with the kinds of expenses that are eligible for reimbursement.

The programs to launch later this year will be the first in $1,155,119,250 in CDBG-DR funds for housing recovery programming from Hurricane Harvey.

Earlier this year, HCDD convened 18 public meetings and conducted an online survey about Houstonians' priorities for housing recovery. More than 800 people attended an in-person meeting, and an additional 700+ participated in the online survey. A few of the tips are as follows:

Reimbursement is only for expenses associated with repairing storm
damage from Hurricane Harvey for homes within the City of Houston
(verify your tax jurisdiction at www.hcad.org).
 
All costs must be reasonable, which means appropriate and
typical for modest housing in Houston. Luxury items like marble
countertops, jacuzzis, pools, or high-end appliances are not eligible
for reimbursement.
 
"Soft costs" like architectural, engineering, planning, and permit
approval services are reimbursable, as long as there is a receipt or
invoice.
 
If homeowners conduct their own repairs ("sweat equity"), those
labor costs are not eligible for reimbursement.
 
The City will review all repairs for cost reasonableness and eligibility,
and will perform inspections to verify work. Homeowners may be
asked to provide invoices and photographs to document evidence of
the repairs.
 
An official City site inspection and Certificate of Compliance are
required before expenses can be reimbursed to the homeowner.
 
Participants in the Reimbursement Program who reside in the
floodplain are required to maintain flood insurance. Failure to
maintain flood insurance in a floodplain may result in being denied
future federal assistance.
 
The Reimbursement Program is one of five Homeowner Assistance
Programs that will be available starting this fall.
