Happy October! I hope your fall season is off to a good start.  
 
The month of September was a very busy one for me and our entire council team.  In addition to passing the budget, we were able to move forward on several items of legislation that I initiated at council including the ban on smoking on outdoor patios, the bike chop shop ordinance, and funding for the homeless work program that we initiated in 2017.  All of this is great progress.  
 
In addition to moving forward on these policy items I also had the opportunity to speak to residents and business owners at community meetings in College Park Estates, Bluff Park, Belmont Shore, Zaferia, and Naples.  
 
We also held our annual Third District Port Tour where we learned about the changes in the shipping industry and the many capital improvements at the Port of Long Beach. It's been a great Fall so far and I look forward to what October brings.

CONCERT IN THE PARK - October 12th

Mark your calendars for our last concert of the year!  Councilwoman Suzie Price invites the public to a free community concert on Friday, October 12, 2018 at 6 PM as she helps Long Beach State kick off the basketball season with the Men's and Women's teams. The concert, featuring The Reel Band will be held at Marine Stadium Park. Food trucks and inflatables will be on site to help keep the kids entertained.  Let's gather one more time before the cooler weather arrives!

GREENBELT HEIGHTS FEST - October 20th

 
3RD DISTRICT ELECTRICAL BOX ART CONTEST

Calling all student artists!  As many have noticed, the median at Nieto Avenue and Appian Way has being refreshed and landscaped allowing for a more manicured plot of land. The project was organized by Catherine, a Girl Scout and seventh grader at Rogers Middle School and implemented by Lenny Arkinstall, founder and executive director of Los Cerritos Wetlands Stewards, and his team.  Great job, Catherine and Lenny!
 
As part of this project, Catherine has asked if the electrical box on the median property could be painted.  We loved this idea and are helping her host an official Third District Electrical Box Art Contest. The contest is open to all students at  Rogers Middle School, Jefferson Middle School and Wilson HS along with any 6th through 12th grade student living in the Third District.  In keeping with our natural surroundings, the theme will be, "Our local, natural environment." Deadline to submit your entry is Monday, November 5 at 4 PM. No late entries will be accepted. Please read the flyer and official entry form below for contest rules and additional details.

DOMESTIC VIOLENCE AWARENESS MONTH WITH 
WOMEN'S SHELTER OF LONG BEACH - October 20
 
Women's Shelter of Long Beach (WSLB) will host its 12th annual Domestic Violence Awareness Month Event on Saturday, October 20, 2018 from 11am to 4pm at 5354 E. 2nd Street, Long Beach.  Thanks to wonderful sponsors like Long Beach Councilwoman Suzie Price, and partner domestic violence agency, Su Casa ~ Ending Domestic Violence, this year's DVAM event will provide the community with important information that will increase domestic violence awareness.  There is something for everyone!  Please join us at our event to hear from elected officials, meet local services providers, participate in community art projects and workshops, learn about free prevention education offered by WSLB, and much more! WomenShelter and Long Beach hopes to see you there as we Lead with Love!

Effort to Reduce Crime Activity in Parks, Beaches and Open Spaces

Recently the Councilwoman has placed a particular focus on better managing and maintaining the City's many parks, and in particular our beaches. There have been a number of agenda items that she has brought before City Council on this topic including, conducting an audit of beach signage to make sure it is clear, and enforceable longbeach.legistar/ Existing Beach Hours, an item to direct city staff to work among various departments to improve enforcement of violations occurring on the beach, longbeach.legistar.com/ Beach Enforcement

Next week on Tuesday the 9th, Councilwoman Price is continuing this effort by requesting a report back from city staff on how we can prevent crime from occurring in our open spaces throughout the City with adjustments to design elements in these open spaces. CHARTER AMENDMENTS

NOVEMBER 6, 2018 ELECTION

LONG BEACH CHARTER AMENDMENT BALLOT MEASURES
The City Charter is the basic document that defines the organization, powers, functions, and essential procedures of the City of Long Beach government. It is the most important legal document of any city. Any proposed amendments, or changes, to the City Charter require a vote of Long Beach residents, with a simple majority to pass.  The City Council has placed four charter amendment measures on the ballot for the November 6, 2018 Election. A brief description of each follows:
 
Measure AAA - City Auditor's Authority
 
If passed, this measure will authorize the City Auditor to conduct performance audits of City departments, boards, commissions and offices. Performance audits are defined as independent assessments of programs, functions, operations, or management designed to enhance performance, cost savings, efficiency or service improvements.
 
Measure BBB - Three-term limit on Mayoral and City Council Service
 
If passed, this measure will provide that no person may serve, during his/her life time, more than three terms as Mayor, and more than three terms as City Councilmember. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
 
Measure CCC - Ethics Commission
 
If passed, this measure will establish a seven-member City Ethics Commission to impartially administer and implement the provisions of the City Charter, statutes and ordinances concerning campaign finance, lobbying, conflicts of interest and governmental ethics. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.
 
Measure DDD -- Citizen Redistricting Commission
 
If passed, this measure would establish the Long Beach Independent Redistricting Commission with sole authority for establishing Council districts following the U.S. decennial census, or more frequently if necessary. The City Charter currently grants the City Council the authority to establish or change Council district boundaries.

What is Measure AAA?
 
Measure AAA is a City Charter Amendment to explicitly authorize the City Auditor to conduct performance audits of City departments, boards, commissions and offices. Performance audits are defined as independent assessments of programs, functions, operations, or management designed to enhance performance, cost savings, efficiency or service improvements. The proposed measure would also provide that the City Auditor shall have timely access to all City records including but not limited to financial records, contracts, documents, systems, files, property and other internal records, unless restricted or prohibited by law.

Why was Measure AAA placed on the ballot?
 
Measure AAA was placed on the ballot by the City Council to eliminate ambiguities in the City Charter regarding the duties of the City Auditor and her/his access to City records.
 
What will happen if Measure AAA passes?
 
If approved by Long Beach voters, Measure AAA will eliminate ambiguities and makes the duties of the City Auditor and her/his access to City records clear.
 
What will happen if Measure AAA fails?
 
If Measure AAA fails, the current Charter provision will remain in effect. The current definition of the City Auditor's duties and her/his access to City records will remain.

Measure BBB
What is Measure BBB?
 
Measure BBB is a City Charter Amendment to provide that no person may serve, during his/her life time, more than three terms as Mayor, and more than three terms as City Councilmember. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
 
Why was Measure BBB placed on the ballot?
 
Measure BBB was placed on the ballot by the City Council to limit the number of terms the Mayor and City Councilmembers to three. The City Charter currently allows the Mayor and City Councilmembers can serve to serve two terms, as well as unlimited number of terms as a write-in candidate. Once a write-in candidate wins a primary election as a write-in candidate, his/her name can appear on a general election ballot.
 
What will happen if Measure BBB passes?
 
If approved by Long Beach voters, Measure BBB will provide that from the November 6, 2018, general municipal election and for all future elections, any write-in candidacy will count towards the three-term limit. The proposed measure would further prohibit any candidate for the office of Mayor who has served three terms or City Councilmember who has served three terms from running as a write-in candidate.
 
What will happen if Measure BBB fails?
 
If Measure BBB fails, the current Charter provision will remain in effect. The Mayor and City Councilmembers will have a two-term limit and may serve an unlimited number of terms as a write-in candidate.

Measure CCC
What is Measure CCC?
 
Measure CCC is a City Charter Amendment to establish a seven-member City Ethics Commission to impartially administer the provisions of the City Charter, statutes, and ordinances concerning campaign finance, lobbying, conflicts of interest and governmental ethics. The Commission would also make recommendations to the Mayor and City Council concerning the effectiveness of these laws; assist City departments in developing conflict of interest codes; advocate for understanding of the Charter, City ordinances and the roles of elected and other public officials, City institutions and the City electoral process; develop an educational program to familiarize newly elected and appointed officers and employees, candidates for elective office and their campaign treasurers, and lobbyists with City, state and federal ethics laws and the importance of ethics to the public's confidence in municipal government; and perform such other duties as may be established by the Charter or the Municipal Code. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.

Why was Measure CCC placed on the ballot?
 
Measure CCC was placed on the ballot by the City Council to enhance the monitoring, administration, and enforcement of governmental ethics laws in the City of Long Beach. The independent Ethics Commission would help monitor the City's existing lobbying ordinance and promote and enforce good government measures for both elected and appointed members of the City's government.

What will happen if Measure CCC passes?
 
If approved by Long Beach voters, Measure CCC would establish a City Ethics Commission. The Mayor and City Auditor would each appoint two members to the Commission, to be confirmed by the City Council. The remaining three members would be appointed by the initial four Commissioners, following a public recruitment and application process. Staffing for administrative and management functions of the Commission will be addressed in the Municipal Code. The Commission will have a budget, as determined by the City Council, sufficient to conduct the Commission's mission and business. There is an expected fiscal impact that the City Council will need to address.
 
What will happen if Measure CCC fails?
 
If Measure CCC fails, a City Ethics Commission will not be created. The administration and implementation of the existing provisions of the City Charter, statutes and ordinances concerning campaign finance, lobbying, conflicts of interest, and governmental ethics will continue to be under the purview of the City Council. Enforcement of ethics laws would continue to be carried out by the state Fair Political Practices Commission, the Attorney General, District Attorney, City Attorney and City Prosecutor, as appropriate.
 
Measure DDD
What is Measure DDD?
 
Measure DDD is a City Charter Amendment to establish the Long Beach Independent Redistricting Commission with sole authority for establishing Council districts following the U.S. decennial census, or more frequently if necessary. The City Charter currently grants the City Council the authority to establish or change Council district boundaries. The proposed measure sets forth requirements and criteria that the Commission must follow when it draws Council district boundaries. The Commission's maps must create districts that are as nearly equal as practicable in population, comply with the federal and state constitutions and other applicable laws, and are geographically contiguous. The Commission must also consider the following criteria when drawing a map: existing neighborhoods and community boundaries, communities of interest, integrity and compactness of territory, geography and topography, natural and artificial barriers and boundaries, preservation of population cores that have consistently been associated with each Council district, and any other Commission-adopted criteria.

Why was Measure DDD placed on the ballot?
 
Measure DDD was placed on the ballot by the City Council to remove the City Council from the redistricting process, so that decisions about which neighborhoods and communities remain together in the same district for voting and representation purposes are made in the most neutral or unbiased manner possible.

What will happen if Measure DDD passes?
 
If approved by Long Beach voters, Measure DDD would establish the Independent Redistricting Commission. The Commission would have 13 Commissioners. Nine Commissioners - one from each existing Council district - would be selected from a pool of qualified applicants by a "screening panel," as described in the proposed measure; those nine persons would then select the remaining four Commissioners, plus two alternates. There is an expected fiscal impact that the City Council will need to address.
 
What will happen if Measure DDD fails?
 
If Measure DDD fails, an Independent Redistricting Commission will not be created. The City Council will retain the authority to establish or change Council district boundaries.
 
This information is provided for informational purposes to describe the practical effects of the proposed Charter Amendments. This information sheet does not advocate a yes or no vote on the ballot measures.
CIVIL GRAND JULY

The Los Angeles County Supervisor Court is seeking qualified individuals who may be interested in applying for the Civil Grand Jury.  Recruitment is year around and applications are accepted on a continuous basis.  The term of service is one year, beginning July 1st and continuing through June 30th of the following year.  The deadline to submit an application is November 2nd, 2018 with a term beginning July 1st of 2019.
 
The task of insuring that the pool of grand jury nominees is representative of the ethnic and racial composition of Los Angeles County is not only challenging, it is required by law. To qualify, an applicant must be a citizen of the United States, at least 18 years of age, a resident of Los Angeles County for at least one year, of ordinary intelligence and good character, and have a working knowledge of English.
 
The responsibilities of the Civil Grand Jury include a careful and complete examination of the operations of various government agencies within Los Angeles County, including special districts, to ensure that these agencies are operating efficiently and managing tax payer monies appropriately. The Grand Jury is further charged with investigating individual complaints from citizens.  Participants on the Civil Grand Jury requires a 30 to 40 hour-per-week commitment to fulfill this valuable public service.
 
Participation on the Civil Grand Jury is strictly voluntary. Your employer is not obligated to provide you with the time off or to pay your salary to participate as a member of the Civil Grand Jury.

CITY COUNCIL UPDATES
 
City Council Meetings are held every Tuesday evening, with the exception of the last Tuesday of the month when council is "dark."  Meetings are held in City Hall - Council Chambers (333 W. Ocean Blvd.) at approximately 5pm.  Times do change, so please check with our office or website for exact times. City Council meetings are open to the public and we encourage your attendance, especially if there is an important topic up for discussion.

D O YOU KNOW.....
Broadway Road Project


Broad way has long been a concern for many residents based on the traffic speeds, and safety of pedestrians. In 2016 most of the Third District installed a lane reduction throughout the Broadway corridor and also included a number of additional safety elements like high visibility crosswalks, updated signage, and flashing pedestrian beacons. This effort to improve safety is now continuing further to the West into Council District Two. In addition, the entire Broadway corridor is getting new sidewalks, curbs, and ADA ramps as well as protected bike lanes, and road re-pavement from Redondo Avenue all the way to Alamitos Avenue.

COMMUNITY HOSPITAL MEETING - October 16
 
 
Dear Friend,
 
Please mark  Tuesday October 16 at 6:30 pm for a special meeting on CHLB hosted by 4th District Councilmember Daryl Supernaw featuring representatives of the new operator of the hospital Molina Wu Network LLC.  The meeting will be held at the Recreation Park Clubhouse at 5001 Deukmejian Drive, free parking is available on site. 
 
The purpose of the meeting is to get the public's input on what services they would like to have at the hospital. It will be the community's opportunity to express their vision on what should be included with the ER and acute care hospital. The operator of the new hospital, Molina Wu Network, will provide a presentation and gather input from the audience.
 
Members of the Community Hospital Task Force are strongly encouraged to attend. The City Council meeting for that date has been cancelled, so that the community and residents can devote our full attention to Community Hospital. City and Foundation staff will also be available to answer any questions.  We'll look forward to seeing you there!
 
I am also happy to report that as work progresses toward a reopening of CHLB early next year. The Community Hospital Reopening Task Force will reconvene its regular schedule with its next meeting to be held on Monday, November 26 at 5:00 p.m. at a location TBD.
