Greetings and Happy 4th of July!
Session Ends
The  88th Iowa legislative session  s ession began January 14, 2019 and concluded April 27, 2019, a week ahead of schedule.  There was some good news during this session for Early Childhood Iowa. Legislators approved a restore of $500,000 in school ready funds for Early Childhood Iowa. This funding was provided to the 38 local ECI areas that cover the state of Iowa for early childhood services, including preschool, child care and family-support programs. The 4 R Kids ECI area board is appreciative of the restore of funds.  As a bit of history in 2008, Early Childhood Iowa received $38,434,844 in school ready funds and in 2020 it is $21,483,169.  In 2008 the early childhood funds were $7,250,000 and in 2020 it is $5,790,000.

Ever wonder who sponsors all these bills?  Here is some trivia for you. The number one sponsor of bills this legislative session was  Representative Mary Mascher with 117 bills, in second place was Representative Art Staed with 103 bills. The most viewed bill was HSB165 a bill for an act establishing budget limitations for counties and cities including applicability provisions.  The second most viewed bill was SF11 a bill for an act relating to the awarding of joint custody and joint physical care.  You can find more information and history by going here.


Board Invests in Quality Programs
The 4 R Kids ECI Area Board is charged with administering grants to meet the needs in Adair, Dallas, and Warren County. This spring the 4 R Kids ECI area board has awarded just over $1 million in grants for FY2020 Programming to serve families with young children in Adair, Dallas, Madison, and Warren County. These programs have proven to make difference in the lives of children. Research proves that when you invest $1 in early childhood services you will receive a$7 return. Another way to think about this is, put $1 million into a slot machine and it spits out $7 million in return. Who wouldn't want that?

Seeking Board Membership
The Iowa 4 R Kids Early Childhood Area Board is seeking applicants who want to help children age 0-5 grow, learn and prepare for Kindergarten. With the state financial resources, our twelve member board awards Early Childhood grants to ensure young children will be healthy and successful. 

Board membership is available to anyone wo work or live in Adair, Dallas, Madison, or Warren County, and do not directly or indirectly receive funds from the Board. For more information download the 4 R Kids Board membership application or contact the ECI Director, Debra Schrader.
Cribs for Kids®
Cribs for Kids® provide cribs to babies whose mothers cannot afford them and educate mothers about the dangers of unsafe-sleep environments. In 1994 doctors began instructing new mothers to put their babies on their backs to sleep. This "Back to Sleep" Campaign resulted in a drop in sudden infant death rates of 50 percent in the U.S., but sleep-related deaths remained the number one cause of infant deaths after the first month of age. Cribs for Kids® may be able to assist mothers needing a crib by going to their website here.
Average Maternal-Paternal Age
Average maternal age has increased greatly in recent years. In the year 2000, the average age of first-time mothers was 24.9 years in the United States. In 2014, it was 26.3 years. Iowa followed this trend, with increased maternal age during this period. Below are the most current statistics for 2017.

Just the Right Temperature for Baby
Cribs for Kids® recommends that a baby's room is kept between 68 and 72 degrees. Overheating may increase the risk of Sudden Infant Death Syndrome (SIDS) in babies up to one year of age.
