President Trump Cites Historic Preservation in Executive Order Aimed at 'Eliminating Regulatory Barriers' to Affordable Housing

President Donald Trump issued an executive order to create a White House Council tasked with "eliminating regulatory barriers to affordable housing". Among the "regulatory barriers" cited were rent controls, historic preservation requirements, building and rehabilitation codes, and tax policies that discourage investment or reinvestment, among others. The council would be led by the Secretary for Housing and Urban Development, Ben Carson , and would include the Secretary or  designee  from several key agencies.

The executive order continues by saying "These regulatory barriers increase the costs associated with development, and, as a result, drive down the supply of affordable housing". Historic preservation requirements are important and illustrate the positive good and economic benefit that comes out of projects that include rehabilitation of historic buildings. While it remains to be seen what recommendations the White House Council will make and what kind of impact those recommendations could have on important historic preservation protections, Preservation Action will be closely monitoring this issue. Eight Major Works by Frank Lloyd Wright Added to the UNESCO World Heritage List

This week during the 43rd session of the UNESCO World Heritage Committee, the 20th century architecture of Frank Lloyd Wright was inscribed as a World Heritage Site. The designation includes 8 major works by Frank Lloyd Wright, spanning 50 years of his influential career. The sites recognized include the Unity Temple and the Robie House in Illinois, Taliesin and the Herbert and Katherine Jacobs House in Wisconsin, Fallingwater in Pennsylvania, Taliesin West in Arizona, the Hollyhock House in California, and the Guggenheim Museum in New York. Together, these 8 works from Frank Lloyd Wright will become the United States' 24th World Heritage Site.

The architecture of Frank Lloyd Wright was first nominated for consideration in 2015, but was recommended for revisions and was renominated in 2018. The designation is the United States first inscription since the San Antonio Missions were added to the World Heritage List in 2015. Inclusion on the World Heritage List brings communities and sites substantial cultural, economic, and social benefits.  Congratulations to the Frank Lloyd Wright Conservancy, the Frank Lloyd Wright Foundation, and everyone who worked on this important nomination.

At the beginning of the year, the United States officially withdrew from UNESCO, citing an anti Israel bias.  The State Department said the U.S would still participate as a non-member "observer state". Preservation Action signed on to a letter led by US/ICOMOS urging the administration and Congress to stay robustly engaged and supportive of the World Heritage Program.

This is our largest fundraiser of the year. Proceeds from the event are used to assist the education and training, advocacy, and programs of the Preservation Action Foundation. ACHP Announces Free Online Courses on Section 106 and Other Important Topics

This week the Advisory Council for Historic Preservation (ACHP) announced they would offer access to their E-Learning online training and education courses for free until September 30th. The courses offered include several topics important to preservation professionals. Courses like a 15 minute overview on "What is Section 106?", a 60 minute orientation for applicants, "Successfully Navigating Section 106 Review", and a 90 minute course on "Early Coordination with Indian Tribes in Infrastructure Projects", just to name a few.
