Build Your Own Business in Union Grove!
Union Grove's new Build Your Own Business (BYOB) program encourages new businesses to locate downtown by opening short-term, temporary locations, which could lead to permanent occupancy in the Village. Entrepreneurs opening a storefront location for 3-5 months can test their business concept, gain new customers, and prove the growth opportunities for building their business.

Business owners receive assistance in finding a store front location, developing a marketing plan from the Small Business Development Center (SBDC) at the University of Wisconsin - Parkside, and access to a $500 grant upon signing a lease. Businesses choosing to remain in downtown Union Grove after the initial lease period could receive additional grant and financing resources to establish permanency. BYOB is a great opportunity for entrepreneurs, business owners working at home, or experienced business owners who want to reach new customers.

Spring Recreation Programs
Registration is now open for several upcoming youth recreation programs, including two new weekly instructional clinics in April:

  • Let's Kick It Soccer Program (April 12-May 3) - Weekly soccer skill-building classes held on Monday evenings at Union Grove Elementary School. Groups include Young Kickers (ages 3-5), Beginners (ages 6-8) and Intermediate/Advanced (ages 9-11).

  • Hoop it Up Basketball Program (April 15-May 6) - Weekly basketball skill-building classes held on Thursday evenings at Union Grove Elementary School. Groups include Young Ballers (ages 3-5), Beginners (ages 6-8) and Intermediate/Advanced (ages 9-11).

  • Coach Pitch and T-Ball Leagues (May) - T-Ball is open to ages 4-5 and the fee is $50.00 per child. Coach Pitch is open to ages 6-7 and the fee is $70.00 per child. Both leagues are co-ed. Registration deadline is April 9. Team and coach placements are in mid-April. Games start in May.

  • Girls Fastpitch Softball Leagues (May/June) - For Union Grove teams participating in the Racine County Girls Fastpitch League (RCGFL). Three leagues – Pinto (2nd-4th Grades), Junior (5th-8th Grades) and Senior (8th-11th Grades). Registration deadline is April 9.

Spring Election Information - April 6, 2021
Polls will be open for the Spring Election on Tuesday, April 6, from 7 a.m. to 8 p.m. at Union Grove Municipal Center (925 15th Ave.). The ballot will include races for Village Board, School Board, State Superintendent of Public Instruction, Court of Appeals Judge and Circuit Court Judge.

Voter Registration
If you need to register as a first-time voter or re-register due to a name or address change, you can register by mail or online up to 20 days before the election (March 17). You can also register at the Village Offices up to the Friday before the election (April 2). Registration is available at the polls on election day. Voters must reside at their address for at least 28 days by Election Day in order to register to vote. A valid proof of residence is required to register, such as a Wisconsin driver’s license or ID, utility bill, bank statement, residential lease or tax bill.

Absentee Voting
If you wish to receive an absentee ballot by mail, you can submit a request online or fill out an application form and submit it by email to info@uniongrove.net, by mail to the Village Offices, in person or in the 24/7 dropbox outside the entrance of the municipal center. A valid photo ID must be included with your application if you have not provided a photo ID to vote by mail in the past. Absentee ballots will be mailed out starting March 16th.  In-person absentee voting will be offered at the municipal center on the following dates and times: Tuesday, March 23 to Friday, April 2 during normal business hours (Monday-Friday, 8 a.m. to 4:30 p.m.) and available until 5 PM on Friday, April 2. Note that in-person voting for this election will be available in the municipal center; drive-up absentee voting will not be available for this election.

Village Board Races
This year’s Spring Election will include races for Village President and three Village Trustee offices. Incumbent Mike Aimone and Steve Wicklund will be on the ballot for Village President. Eugene Faust and Patrick Brinkman will be on the ballot for Trustee #1. Incumbent Janice Winget will be running unopposed for Trustee #3. Jennifer Ditscheit and Kristine Faust will be on the ballot for Trustee #5.

Village Job Openings
  • Utility Operator Apprentice - Full-time, three-year position offering the unique opportunity to acquire experience and certifications in water and wastewater operations. Pay will be dependent on qualifications, $18 to $22 per hour, with excellent benefit package.

  • Seasonal Laborer I - Full-time spring/summer position responsible for care of baseball diamonds in April, May and June. Other work consisting of lawn care, park maintenance, brush pickup, cleaning of equipment, painting or other work with the streets department, wastewater utility or water utility will be assigned after ball diamond work is complete and in July/August. $10 per hour.

  • Seasonal Laborer II - Full-time spring/summer position responsible for lawn care, park maintenance, brush pickup, cleaning of equipment, painting or other work with the streets department, wastewater utility or water utility as assigned. $10-$13.50 per hour, depending on qualifications.

  • Substitute Crossing Guards - Backup crossing guards are needed for two locations near the elementary school to help ensure safety of children crossing the road. Substitutes are needed for both the morning (7-7:45 a.m.) and afternoon (2:30-3:15 p.m.) shifts.

Canopy Hill Updates
On January 4, the Village Board approved a re-zoning application submitted by Bear Development for the proposed Canopy Hill subdivision. The approval was contingent upon the approval of a development agreement and final plat of phases 1 and 2a by July 1, 2021. These items will be on the Village Board agenda for consideration this evening (March 1, 2021). The Board will also consider creation of tax increment financing district (TID) no. 7, which would reimburse the developer for the cost of public infrastructure within a portion of the development. Pet Licenses Due April 1
Attention dog and cat owners: don't forget to obtain annual licenses! The fee for the license is $10.00 per neutered/spayed animals and $15.00 for un-neutered/un-spayed animals. All animal licenses are due no later than April 1, 2021. After that, a $10.00 penalty will be assessed for each animal, and added to the license fee.

Village ordinance requires proof of rabies vaccinations for all cats and dogs. If you have licensed your pet in the past, and the rabies vaccination is still good, you do not need to submit proof - we have it on file. However, if this is a new license, or if your animal was vaccinated in the last year, please provide the certificate from the veterinarian. If you are requesting licenses by mail or dropbox, please submit your payment and rabies certificate with a license application form.
Property Owners Asked to Review Chloride Use
The Village is regulated by the DNR on the amount of chloride that can be discharged by the wastewater treatment plant into the West Branch of the Root River Canal. Property owners are requested to do their part to help reduce excessive chloride discharge. Consider only softening water that needs to be softened; cold water taps and outside faucets should bypass the softener. Additionally, verify how your existing softener is calibrated, use the minimum salt dosage required for regeneration and ensure that it is properly maintained and tuned by contacting our local supplier of softeners for tips, advice or servicing as needed. If you are installing a new softener look for a flow controlled/high efficiency unit. For large water consumers consider an upgrade to your system by adding brine reclaim which can reduce your salt expense and water usage.

Did you know that that the Union Grove Water System tap water has already been softened before it gets to your house? Hardness in the Village-supplied water averages about 6 grains, therefore any softening equipment set above 6 grains can produce unnecessary brine that goes into the sewer system.

So, please make a concerted effort to help reduce chloride in our wastewater effluent by asking yourself what if any portion of the village water supply do I really need to soften.
Request for Proposals for Building Inspection Services
The Village of Union Grove and the Village of Yorkville are requesting proposals from qualified individuals/firms/corporations to provide joint contracted building inspection services to both Villages. Both Villages are issuing this RFP for joint building inspection services, including, but not limited to, plan review, permit issuance, residential and commercial inspections, HVAC, plumbing, and electrical inspections in accordance with State and each Village’s building codes, maintenance of inspection records and reports, code enforcement, and meeting attendance when requested. Village Board Updates
The Village Board held regular meetings on February 1 and February 15. Following is a recap of Village Board actions that took place:

February 1 Regular Meeting:
  • Approved Pay Request #3 submitted by Willkomm Excavating & Grading, Inc. in the amount of $24,572.25 for Milldrum Street Reconstruction.
  • Approved an award of contract to Asphalt Contractors, Inc. for Vassallo Ln. Resurfacing in the amount of $49,610.
  • Approved a proposal submitted by Baxter & Woodman for GIS Development and Implementation in the amount not to exceed $23,700.
  • Approved an estimate submitted by Midwest Power Vac for televising and jetting sanitary sewer on Vine St., from 13th Ave. to 7th Ave. and on 7th Ave. toward the wastewater treatment plant, to be funded by wastewater utility reserves.
  • Approved Ordinance 2021-02, amending Section 70-6 of the code of ordinances regarding purchase or possession of tobacco products by minors.
  • Accepted the resignation of Janet VanDaalwyk from the Police Commission, and appointed Stephanie Kurt and Robin Carroll to the Police Commission to fill two terms each expiring in April 2024.

February 15 Regular Meeting:
  • Approved a second amendment to the amended development agreement between the Village of Union Grove and Premier Union Grove LLC.
  • Approved a sewer and water intermunicipal agreement between Village of Union Grove, Village of Yorkville and Shepherds Baptist Ministries, Inc.
  • Approved Resolution 2021-02, supporting the application for runoff management grant funds through the Wisconsin Department of Natural Resources.
  • Set 2021 Board of Review dates.
  • Tabled creation of Community Development Authority (CDA) subcommittees.
  • Approved an original application for an Operator's License submitted by Samantha Philbrick.
