Anticipated Budget Curtailments — Potential Need for Job Fair
The COVID-19 pandemic has not only caused havoc in the world with health problems and restrictions on personal liberties, but now, most significantly on the financial impact to our County. During press briefings in May, Sheriff Villanueva alluded to this budgetary crisis, creating great controversy by suggesting the need to close Marina Del Rey and Altadena stations as well as other units within the Department. PPOA, upon hearing this information and the domino effect on our members, filed a Cease and Desist, demanding a required meet and confer. 

On June 9, 2020, PPOA and ALADS met with Department representatives to discuss the Department’s concept of increasing the Cadre of Relief Personnel (CARP) program and the reintroduction of Temporary Overtime Reduction Assignment (TORA) process, to address anticipated budget shortfalls in the upcoming Fiscal Year (FY) 20-21. At that time, PPOA requested and will continue to demand specific information and implementation plans, which we have not yet received.   

Additionally, the Department has notified PPOA of an anticipated need for a Department-Wide Job Fair due to the expected curtailments. Again, PPOA has requested specific information and implementation plans, with only limited information provided thus far. According to the Department, they are not currently prepared to provide curtailment requirements, nor deliver a list of affected members, as the final numbers for the FY 20-21 will not be released to the Department until June 29, 2020. 

Upon receiving this information, the Department will need time to plan for the necessary cutbacks to the budget, identify units affected, and finalize the list of impacted members to be reassigned because of curtailments. At this time, the Department is expressing a desire to conduct a Job Fair on July 7 and 8. PPOA has already objected to these tentative dates realizing the massive undertaking of a Job Fair based on previous experience and past practice. PPOA also requested that the Department immediately announce a freeze to all promotions and movement to provide an accurate list of vacancies to the anticipated Job Fair.

On Monday, June 29, 2020, the Board of Supervisors will be conducting a special meeting related to the 2020-21 Recommended Budget for the County of Los Angeles. The Sheriff’s Department is expected to face up to $162 million in proposed budget cuts forcing significant curtailments. As of today, PPOA has not been provided any additional information regarding impacted members, positions, work locations, seniority lists or other pertinent information.  

PPOA realizes that many of you will be understandably stressed regarding how the budget crisis will impact your career and future. PPOA is committed to and will demand a fair and equitable process regarding curtailments and will continue to work to ensure that no PPOA members are laid off during this unprecedented time.
COVID-19 Conference with PPOA Legal Team
June 23:  Tuesday represented the first regularly scheduled meeting of the week for President Tab Rhodes, Executive Director Wayne Quint, Labor Rep. Venise Wallace, Labor Rep. Teresa O'Neil, Intake Rep. Kevin Thompson and PPOA attorneys to address and analyze COVID-19 issues impacting PPOA members.
Meet and Confer re: DHS Contract Curtailments
June 23: PPOA notified active members on Tuesday of the decision from the LA County Department of Health Services NOT to renew the contract for Sheriff's Department personnel managing the LAC+USC Medical Center Dispatch Center and providing public safety to the hospital. The contract ends on June 30, 2020 and will have an impact on six (6) Security Officers and five (5) Law Enforcement Technicians.

PPOA immediately arranged a 'meet and confer' with LASD representatives. During that meeting, Department reps advised PPOA of  additional   anticipated contract cutbacks within County Services Bureau, which could impact as many as 30-40 Security Officers. Click here to read more.
Support for Custody Assistants
June 23:  Those who know Sergeant Ottawa Cureton also know she is passionate about the legacy of her late son, Custody Assistant Anthony Thompson and the non-profit foundation established in his memory. On Tuesday, Sergeant Cureton presented hundreds of masks to C.A.s at Twin Towers on behalf of the Anthony Thompson Scholarship Foundation. She made it a point to reserve the masks for Custody Assistants in tribute to her son, who was assigned to TTCF when his life was tragically cut short by a drunk driver in 2017. PPOA has been proud to support Sergeant Cureton and her Foundation and we are thankful for the time and energy she dedicates to Custody Assistants through mask distribution, scholarships and more. Conference with California Coalition of Law Enforcement Associations
June 24: PPOA President Rhodes, Executive Director Quint and fellow  CCLEA  members from around the state took part in a teleconference hosted by the Riverside Deputy Sheriff's Association yesterday. The topics discussed focused primarily on the many current issues and events that the noble profession of law enforcement is facing. CCLEA is California’s largest law enforcement coalition, representing 40 police associations (including PPOA) and 150,000 peace officers.

Check Presentation to Family of Security Officer Lino Flores
June 25: PPOA representatives met with the family of Security Officer Lino Flores (EOW: 6/15/20) on Thursday to offer condolences and present a check from PPOA's Star & Shield Foundation. President Rhodes, Board Member Jody Clounch, and Executive Director Quint were joined by Captain Steinbrenner at the home of Lino's mother in Altadena.

Lino was 48-years-old and served the Department since 2014. He was assigned to the Hall of Administration and is deeply missed by his friends and co-workers for his infectious smile, sense of humor and partnership. Please keep the Flores family in your thoughts and prayers during this difficult period.

Meet and Confer with ALADS re: Schedules and Overtime
June 25: PPOA and ALADS took part in a telephonic meet and confer with LASD representatives on Thursday to discuss schedules and overtime reporting for LASD personnel. Participants included President Rhodes and Executive Director Quint from PPOA as well as Executive Director Hsieh and Labor Relations Specialist Bueno from ALADS. PPOA will continue discussions with the Department regarding these issues.

Hundreds of PPOA members have enjoyed these trips over the last 20 years and we hope you join us out on the ocean next month! Per social distancing guidelines from LBM Sportfishing, our 85 foot boat will be limited to 36 people, so please reserve your spot as soon as possible. PPOA fishing trips sell out every year.
