The Foundation's Internship

The 2019 Summer Internship Program is well underway! This summer a total of 55 interns from three school districts are interning with five builders around the Sacramento Area through the North State Building Industry Foundation's internship program. Following the attendance of after school workshops throughout their junior year, students are offered internships to get hands-on experience during the summer between their junior and senior years.
These internships are the backbone of tomorrow's workforce. The Foundation and North State BIA members are helping develop young people for skilled jobs, a job sector that has been severely lacking over the past several decades. As the need for homes grows greater, the lack of developed workforce is made more apparent.
During their senior year the Foundation will followup with the youth to determine how many seek employment upon graduation, go on to some type of post secondary training at a community college or apprenticeship, or seek a career in another industry. Internships will be offered to those seeking employment upon graduation. Contact Amanda if you are interested in offering an in school internship to students with the intent of hiring them if the internship proves successful.
The Foundation's goal is to give young adults the skills they need to enter the workforce and to give a better future to the industry by providing the much-needed labor force. Our goal is to continue to grow this program and have more companies host interns and participate in the afterschool programs that help prepare these students. If you have not participated but are interested in learning more about the program, contact Amanda.
Without the support from the North State BIA members, the Foundation would not be able to accomplish preparing these young adults for a job right after high school.
You can also show your support for workforce development at "The Gambler" Poker Tournament on 7/19, a fundraising event for the Foundation to continue our hard work on July 19, 2019.

Placer County Conservation Plan listed in Federal Register
The CEQA/NEPA notices for the PCCP were filed/listed at the State Clearinghouse and in Federal Register to begin a 60 day public review/comment period for the EIR/EIS. The link to the online documents including the EIR/EIS, HCP/NCCP, CARP, and PCCP Executive Summary is included in
the attached notice and can be found
here. During the 60 day review period there will be a meeting of the Placer County Planning Commission to take oral comments on the draft EIR/EIS on Thursday August 8th at 10am at 3091 County Center Drive, Auburn. In addition, there will be a minimum of two public meetings/workshops for the public to ask questions and discuss the PCCP with the agencies attending.
Folsom Councilmember Mike Kozlowski Speaks to Sacramento Builder/Developer Council
Recently elected Folsom Councilmember Mike Kozlowski spoke to the Sacramento BDC with updates pertaining to the City of Folsom, including the City's Historic District, Park Committee, and zoning code update. Folsom's zoning code update will not have major policy implications, except that it may consider ADUs and changes to the Historic District; Kozlowski has also requested the consideration of increased height limitations closer to the freeway in order to allow for greater densification. Kozlowski advised the group know that the topic of district elections has not been discussed for a while, and that any change would likely not significantly impact the current make-up of city council.
Placer County Vice Chair Bonnie Gore Speaks to Placer County Builder/Developer Council
Supervisor Bonnie Gore spoke about her excitement for the planned growth in Placer County, especially her district of West Roseville. She also brought up the need to find additional sources of revenue for affordable housing, and identified a possible Kaiser Permanente Grant and County funding made available from wrapping up the Placer County Conservation Plan processes' first steps. She maintained that both the County and Cities need to work together for each to do well, including a potential renegotiation of old tax sharing agreements with Lincoln.
Sutter County Removes Some Red Tape on Accessory Dwelling Units
SACOG's Housing Policy Toolkit is a menu of policy options and best practices for removing barriers to new housing in infill and established communities. It provides a roadmap to allow for more housing product choices to be built in more locations. Using this Toolkit, Sutter County's principal planner Doug Libby was overhauling other miscellaneous zoning rules and saw the opportunity to remove some red tape by adopting some of the Toolkit recommendations. He proposed eliminating the county's parking requirement for ADUs, reducing the rear and side yard set-back, and increasing the maximum percent lot coverage requirement. The Board of Supervisors approved those changes in its June meeting, which will take effect on July 11. Read more

Placer County Votes to Contribute $8M for Workforce Housing Project in Auburn
The Placer County Board of Supervisors recently voted to contribute assets valued at nearly $8 million toward a workforce housing proposal in North Auburn valued at $37.7 million. The 79-unit development is planned at the Placer County Government Center campus on county-owned land. In June 2018, the board approved an agreement with Mercy Housing California to develop the project, including an option for Mercy to lease the land - valued at $1.98 million - for 99 years at a cost of $1 a year. This approval came after a lawsuit filed last month by Concerned Citizens for Community and Public Lands against the county's Placer County Government Center Master Plan update that threatens to halt construction. A Successful Builder Expo
The BIA is in constant search to better serve our members. Our Sales and Marketing Council started a conversation surrounding the relationship between builders and real estate agents and the disconnect between two sectors which should work together. Two ideas were born. The first is a weekly "hot sheet" which allows builders to put their quick move-in homes on a report each week which is then sent to realtors around the Sacramento Area.
The second was the idea for a Builder Expo. An event in which realtors could come and meet builders and learn about current projects and what each builder has to offer. This was the first event of this kind thrown by the BIA and the outcome was spectacular. KB Model Home Furniture Sale Benefits HomeAid

Exciting Developments at the Foundation
Preparations for the Sierra College Construction Bootcamp are moving along and an instructor has been hired. Louie Garcia will head the program which starts in the fall. Journeyman electrician, Louie, has taught at San Joaquin Delta College and most recently American River College as faculty of the Electrician Trainee Program. Louie has a lot of energy and is excited to grow the construction program at Sierra.
The Foundation is partnering with Harbor Freight Fellows to offer in school apprenticeship programs. During their senior year, students will have the opportunity to apprentice with a trades mentor for 120 hours. Upon successful completion, the student will receive a $1000 scholarship and the mentor will receive a $500 stipend. We will pilot this program with this summer's interns who will be seniors in the fall. More information to come!
