California Master Plan for Early Learning and Care
Last month, Governor Gavin Newsom announced the release of the Master Plan for Early Learning and Care: California for All Kids, which provides a strong research-based roadmap for building a comprehensive and equitable early learning and care system over the next decade. Building upon the Assembly Blue Ribbon Commission report and others, the plan and is rooted in the understanding that access to high-quality early learning and care improves outcomes for all children and families and helps address racial and economic inequities. 

The Plan and supplemental publications, such as the Knowledge Brief on Facilities released last month, are available online.
Home and Community Facilities Repair Program
Rebuilding Together Peninsula builds volunteer partnerships to rehabilitate homes and community facilities for low-income homeowners and neighbors – seniors, people with disabilities, and families – so they can live and work independently in warmth and safety. Applications are currently being accepted to help homeowners who cannot physically or financially address their home repair needs themselves, and community facilities that do not have the financial resources to complete the repairs themselves.

AB 685: COVID-19 Imminent Hazard and Exposure Notification
California has enacted legislation to impose new reporting requirements in 2021 on employers regarding COVID-19 cases in the workplace. The new law, AB 685, also provides California’s Division of Occupational Safety and Health (Cal-OSHA) authority to close workplaces based on the threat of COVID-19.

Reminder: Funding Opportunity
COVID-19 Small Business Relief Grant
The California Office of the Small Business Advocate has extended the deadline for Round 1 of their COVID-19 Small Business Relief Grants through this Wednesday - January 13, 20201

Applicants will be asked to provide the following:
  • Government-issued ID,
  • Most recent tax return/Form 990 filed, and
  • Business certification documentation.

Applications for Round 1 will close end of day on Wednesday, January 13th.
Round 2 will be announced in the near future.

This program is administered by the California Office of the Small Business Advocate (CalOSBA) and disbursed through Lendistry, a Community Development Financial Institution serving as the Intermediary. Applicants will be evaluated to determine grant approvals based on eligibility and pre-determined COVID-19 impact factors will be incorporated into the program’s priority criteria. Small businesses may apply directly through www.CAReliefGrant.com or with one of the partners. Main Street Small Business Tax Credit
Senate Bill 1447 was enacted on September 9, 2020, and allows a small business hiring credit against California state income taxes or sales and use taxes to certain California qualified small business employers that receive a tentative credit reservation.

The California Department of Tax and Fee Administration (CDTFA) is accepting applications for tentative small business hiring credit reservation amounts through an online reservation system. Qualified small business employers must apply with the CDTFA for a credit reservation before January 15, 2021. Within 30 days of receiving an application, CDTFA will notify each applicant via email whether a tentative credit reservation has been allocated to them and the amount of the tentative credit reservation. Please note, this credit only applies to California small businesses that meet the following qualifications:

  • Employed 100 or fewer employees as of December 31, 2019, and
  • Suffered a 50 percent decrease or more in income tax gross receipts (generally, all income less returns and allowances), when comparing second quarter 2020 to second quarter 2019.
Rental Assistance for South San Francisco Residents

The City of South San Francisco has partnered with YMCA and Legal Aid Society of San Mateo County to provide timely resources supporting residents in paying rent, finding emergency shelter, paying utility bills and understanding your legal rights as a renter.
