Central Contra Costa Sanitary District staff are projecting substantial connection fee increases each of the next three fiscal years , according to material presented during a meeting of BIA|Bay Area's East Bay Regional Policy Committee on March 20, 2019. The sewer district says it needs to boost spending during those years for upgrades to its aging treatment plant and pipes. Based on the fee estimates, the connection fee could increase from the current $6,700 per single-family unit up to $10,951 in 2024, an increase of $4,251 or 63 percent. Full Story

Applicants will pay a substantially higher percentage of the estimated regulatory costs under a proposal set to go before the San Francisco Bay Conservation and Development Commission (BCDC) on April 18, 2019. If adopted, application costs would double as the agency moves to bump the percentage of the agency's regulatory program covered by fees from 20 percent to 40 percent. Full Story

City of Milpitas Development Services permitting improvements, staffing efficiencies, and other development activities as well as accompanying fee increases will be reviewed, presented and discussed for City Council adoption during the month of April. The City Council has authorized the City Manager to Execute Contract with Matrix consulting group to conduct a Service Delivery/Organizational Assessment and Fee Study. Full Story

On March 5th the San Jose City Council adopted Mayor Sam Liccardo's recommendation of establishing a Universal Development Fee. Per Mayor Liccardo, the Universal Development Fee and Structure will contain all current development tax and impact fees. The Universal Development Fee is not intended to reduce fees, the stated goal is to make fees easier to understand and estimate. Another goal will be to create a single point of contact that builders can access to obtain fee estimates from all the various departments. The Morgan Hill City Council is scheduled to hold a public hearing April 3, 2019 with the intent to adopt increases to development impact fees, to be effective July 1, 2019. The fees cover a fairly wide variety of future public facilities including fees for traffic, parks, libraries, water and storm. Full Story
