Following the launch of the Highly Affected Sectors Credit Availability Program (HASCAP) last week, HAC is seeking early member feedback via a questionnaire to inform the government and facilitate any program adjustments that might be necessary.

Your participation will be critical in identifying any gaps and areas of improvement for Government to address so that as many hoteliers as possible are benefiting from this program.

Further to HAC’s information webinars on HASCAP, we have developed FAQ backgrounders for your information. Please access them here: english | french

Manitoba Government Announces Next Phase of Reopening
Manitoba Premier Brian Pallister and Chief Public Health Officer Dr. Brent Roussin have announced the next phase of the province's reopening plan. Since lifting the stay at home order on January 23, following 11 weeks of some of the strictest lockdown measures in the country, the province has allowed some services, such as retail and hair salons, to reopen at 25 per cent capacity.
In a statement congratulating Manitobans for reducing case numbers over the past weeks, Pallister reiterated the importance of a cautious reopening, referring to it as "a marathon not a sprint”. While the province was optimistic about the significant reduction in case numbers, hospitalizations, and ICU admittance – the lowest numbers since October - there is still significant risk for another case surge. Manitoba has also reported its first detected variant in the province.

Coming into effect at 12:01 am on February 12 for a three week period, these new orders will:
  • Allow restaurants and licensed premises to reopen at 25 per cent capacity with patron groups limited to members of the same household only
  • Allow outdoor rinks to reopen for casual sports as well as organized practices and games, with multi-team tournaments not permitted
  • Allow gyms, fitness centres and yoga studios to reopen at 25 per cent capacity
  • Allow indoor sporting facilities such as rinks, gymnastic clubs and martial arts studios to reopen at 25 per cent capacity for individual instruction only
  • Allow places of worship to hold regular religious services if it does not exceed 10 per cent of usual capacity or 50 people, whichever is lower
  • Allow self-help groups for persons dealing with addictions or other behaviours to hold meetings at 25 per cent capacity
  • Allow museums, art galleries and libraries to operate at 25 per cent capacity
  • Allow personal service businesses, such as those providing pedicures, electrolysis, cosmetic application, tanning, tattooing or massage services to reopen at 25 per cent capacity
  • Allow photographers and videographers to offer services to individual clients or those residing in the same household in addition to providing services at weddings, with the exception of visiting client homes
  • Allow the film industry to operate fully with physical distancing and other safety measures in place.
