Dear Friend:
This month, I launched a new program in the East Valley to beautify our neighborhoods and help our neighbors experiencing homelessness get a fresh start, called Clean Streets Clean Starts.
The Clean Streets Clean Starts program, led by Don Larson, is a community partnership that recruits homeless volunteers to work on beautification projects in the local community.
Through its partnership with my office, the Hope of the Valley Rescue Mission, nonprofits, businesses, churches, and law enforcement, the program allows homeless individuals to participate in a work program that builds their job skills, provides mentorship, connects them with services and ultimately sets them up on a path to transitional and full-time employment and housing, once they complete the program.

Since its launch in Council District 2, the cleanup crew has already completed several beautification projects in North Hollywood from weed abatement and trash pick up, to cleaning medians and landscaping. I look forward to keeping you updated on the program's ongoing work in the community.

3rd Annual NoHo Summer Nights Concert Series

City Leaders Announce New Plan for Cleanups
and Services Around Homeless Encampments
LOS ANGELES -
This week
, city leaders announced plans for a new strategy to overhaul the City's approach to street cleanups, deliver services to homeless Angelenos living in encampments, and address illegal dumping. Councilmember Krekorian joined Mayor Garcetti along with Councilmembers Bonin, O'Farrell and Price to share details about the proposal.
The new plan aims to reshape the City's sanitation teams by a creating neighborhood-based approach that will use data-driven tools to provide public health services to encampments, identify areas of highest need, and ensure that the hardest-hit areas receive regularly scheduled cleanups and hygiene services.
Comprehensive cleaning and rapid engagement teams, or CARE teams, will be regionally assigned, enabling the City to target and deploy clean up services more efficiently, and help sanitation workers build stronger relationships with homeless Angelenos in desperate need. The teams will also receive specialized mental health training and deliver public health resources - including daily trash collection and mobile restrooms - to homeless communities.
During the budget process, Councilmember Krekorian, chair of the Budget and Finance Committee, helped approve additional funding to improve services around homeless encampment cleanups and advocated to bring more resources to the San Fernando Valley.
The proposal will significantly increase the number of cleanup teams dedicated to the Valley.
The proposal awaits further review by several City Council committees before it will go before the full City Council for a vote. Our Valley News will bring you more updates as the plan moves forward.

LA Passes Ban on Section 8 Discrimination
LOS ANGELES -
This week
, the City Council unanimously voted to prohibit discrimination against Section 8 tenants in Los Angeles. The new law, introduced by Councilmember Krekorian, will make it unlawful for landlords to refuse tenants only based on their use of housing assistance such as Section 8 vouchers as a source of income to pay rent.
"We're facing a homelessness crisis, and we have one of the least affordable housing markets in the entire nation," said Councilmember Krekorian. "We just can't tolerate a situation where otherwise qualified tenants are turned away by landlords because of the fact that they have a voucher. As the ordinance rolls out, we are also looking at ways to streamline the process and expand incentives in order to address concerns from landlords and make it easier for more property owners to participate in the program.
The ordinance will go into effect on January 1, 2020.

LA Celebrates Tap Water Day
LOS ANGELES - Councilmember Krekorian joined city leaders to celebrate the fifth annual Tap Water Day. During the annual event, the LADWP announced plans to install or refurbish 200 drinking water stations city-wide for the enjoyment and health of all residents and visitors to Los Angeles.
The new hydration stations will be placed at a variety of locations in all of the council districts throughout the city where residents can fill up their reusable water bottles with clean, refreshing water.
"Safe, clean, reliable drinking water is a fundamental human right, and it is essential to the health and well-being of Angelenos," said Councilmember Paul Krekorian. "Tap Water Day is the perfect time to celebrate the high-quality drinking water millions of residents and visitors across Los Angeles can access in their homes, businesses, and facilities, that is far more sustainable than bottled water."
In 2018, LADWP supplied approximately 160 billion gallons of pure, clean, refreshing water to 4 million people in the City of Los Angeles, all for less than half a penny per gallon. LADWP staff tested for over 200 constituents in the water and performed more than 120,000 tests on samples taken throughout the city to ensure the highest water quality. While the cost of bottled water runs about $1.22 a gallon, on average, LADWP's tap water costs less than half a penny per gallon.
Earlier this month, Councilmember Krekorian introduced a motion to study phasing out the sale of single-use plastic bottles at city facilities and city-sponsored events where access to municipal water already exists.
Tap Water Day seeks to reinforce the public's confidence on the reliability of LA's drinking water and expand awareness of the need for greater sustainability when it comes to reducing one-use plastic bottles in favor of filling up reusable water bottles.

Fireworks Are Illegal in the City of Los Angeles
LOS ANGELES -
As summer gets underway, many neighborhoods across the East Valley experience a growing number of loud pops and bangs caused by the use of illegal
fireworks
. Councilmember Krekorian, the Los Angeles Police and Fire departments want to remind all LA residents that
fireworks
are illegal in the City of Los Angeles.
Do not purchase, sell or discharge illegal
fireworks in the city or bring
fireworks from other cities to use in Los Angeles. Possession and/or use of
fireworks within Los Angeles is a violation of Municipal Code 57.5608.1.2, or Section 12677 of the Health and Safety Code. Violators can face serious fines.
If you witness the sale or use of illegal fireworks
, please report it immediately by calling 1-877-ASK-LAPD (1-877-275-5273).
Each year,
fireworks cause horrible injuries, thousands of dollars in damage and endanger children and pets in our neighborhoods. Furthermore, unsanctioned fireworks can lead to other fire safety hazards, including brush fires and cause irrevocable damage to our communities.
This year, our law enforcement members and fire investigators will be out in communities across the city to enforce against illegal fireworks. Please share this information with your neighbors and friends.

Learn to Swim this Summer with SwimLA
LOS ANGELES - SwimLA is back for another season of providing free or affordable swimming lesson in Los Angeles. The program ensures every young Angeleno between the ages of 4 and 17 has an opportunity to learn how to swim. Last summer, the Los Angeles Department of Recreation and Parks enrolled 36,126 young Angelenos in swim classes.
More than 50 City pools will offer lessons and expanded hours of operation. Morning, afternoon and evening lessons are currently being offered through August 13th.
