NYC Phase 1 Reopening starts June 8, 2020
Employees in construction, wholesale, manufacturing and agriculture and retail are going back to work, with restrictions in place. Hair salons, gyms and restaurants (mostly outdoor dining) will not open until Phase 2, expected for early July. Retail businesses are back, but only allowed to do curbside or in-store pickup for online or over the phone purchases. Phase 1 businesses must reduce occupancy to 50% and keep confined spaces to one person only. Visitors must also wear masks. See

PPPFA Act Maximizes PPP Loans Forgiveness under CARES Act
The Paycheck Protection Program Flexibility Act (PPPFA) was signed by President Trump on June 5, 2020. The PPPFA will maximize PPP loans forgiveness by making CARES Act provisions more flexible:
-Extend the PPP through 12/31/2020;
-Extend the rehire deadline until 12/31/2020;
-Expand the period for loan use from 8 weeks to 24 weeks;
-Expand maturity from 2 years to 5 years;
-Revised the 75%/25% rule to 60%/40%;
-Eases rehire requirement; -Defers payments of principal, interest and fees until either the date the lender receives payment for the forgiven amount of loan or 10 months after the end of the covered period.

NYFLF loans for small businesses that did NOT receive SBA assistance (PPP or EIDL):
The NYFLF targets small businesses with
20 or fewer full-time equivalent (FTE)
employees (90% of all businesses), nonprofits and small landlords that have seen a loss of rental income. This is not a first-come, first-served loan program. Applications will be reviewed on a rolling basis as regions and industries reopen. Businesses who have already received SBA funding through the Paycheck Protection Program (PPP) or the Economic Injury Disaster Loan (EIDL) are NOT eligible. Application information

Streamlined Process Allowing Outdoor Dining Forthcoming in Phase 2. NYC Council Int.1957-2020 (co-sponsored by Councilman Gjonaj)
Morris Park's 15ft wide, low density sidewalks are highly suitable for the streamlined process that would allow outdoor dining, as proposed in the NYC Council Int. 1957-2020 (Reynoso, co-sponsored by Councilman Gjonaj et al.). The MPBID submitted written testimony in support of this bill to the NYC Council hearing on June 4, 2020. A simple streamlined application process with a 5 days response requirement will be managed by the NYC Department of Transportation and the NYC Department of Consumer Affairs. Int. 1957 is envisioned as a temporary assistance measure for restaurants and eating establishments, and is expected to be in place until October 31, 2020, in order to avoid the cumbersome sidewalk cafe-application process.The streets of Morris Park are ready to open for business, and offer alfresco dining, while respecting the quality of life for the residential community. We will keep you informed when the measure passes NYC Council.

We thank all businesses, the community and NYPD for securing safety of the commercial corridor. Over the last week, Morris Park Avenue experienced increased graffiti activity and one instance of windows broken at 2 stores. No theft, looting or other damages were reported.

We visited both
store owners, reported the damage to SBS Emergency Response Unit, provided masks for employees and advised on the NYC Mayor grants of up to$10,000/business for merchants affected by the protests. Morris Park Avenue is resilient, diverse and united in its commitment to quality. We thank all business owners, and the community for maintaining safety on Morris Park Avenue and in the neighborhood!
