FILING PERIOD FOR NOMINATION PAPERS
The nomination period for obtaining and submitting candidacy documents for a City Council position is July 16, 2018 through August 10, 2018. Candidates must be a registered voter and resident of the City of San Fernando.

If any incumbent councilmember chooses not to file nomination papers by 5 pm on August 10, 2018, the filing period for non-incumbent candidates will be extended to 5:30 pm on August 15, 2018.

During the nomination period, prospective candidates should contact the City Clerk Department at (818) 898-1204 to schedule an approximate 30-minute meeting to receive the documents and instructions.  All candidacy documents must be obtained from the City Clerk Department and submitted simultaneously on the appropriate forms provided.

CITY HOSTS ANNUAL LOW COST PET VACCINATION, LICENSING, AND MICROCHIP CLINIC
The City of San Fernando and Los Angeles County Department of Animal Care and Control co-hosted this annual event on July 14, 2018, from 9 am to 2 pm, in the City Hall parking lot. The purpose of the event was to provide vaccines, issue pet licenses, and implant microchips for cats and dogs. A total of 52 rabies vaccines were administered, 19 licenses were obtained, seven licenses were renewed, and 26 microchips were implanted. The Community Development Department would like to thank staff from Recreation and Community Services and Public Works Departments for their assistance with this event and these valuable services for the community.

CITY'S FIRST ELECTRIC FLEET VEHICLE
The Community Preservation Division has gone green! On July 5, 2018, the City's first battery electric fleet vehicle went into service. Wave hello when you see the City's Community Preservation Officers driving in it around town while performing code enforcement duties. 

This 2018 Ford Focus is powered by an electric motor and a 33.5 kWh lithium-ion battery that provides a maximum 115-mile driving range. This zero-emissions vehicle is the first, but will certainly not be the last, of its kind in the City's fleet. The electric vehicle replaces a Ford Crown Victoria that was in service since 1999. The Ford Focus was partially funded by the Mobile Source Air Pollution Reduction Review Committee's Local Government Partnership Program. 

PLANNING AND PRESERVATION COMMISSION
  • Large Family Day Care Home at 2051 Eighth Street: On July 26, 2018, the Planning and Preservation Commission approved a request to operate a large family day care home, which permits the provision of supervision for up to fourteen children. 
  • Tentative Parcel Map at 927 Seventh Street: The Commission recommended approval of a tentative parcel map to subdivide a 15,800 square foot property into three lots within the Single Family Residential (R-1) Zone. The City Council will now consider approval of the parcel map at a future date.
  • Hours of Operation for Alcohol Servicing Establishments: With the adoption of the San Fernando Corridors Specific Plan (SP-5), restaurant establishments that serve alcohol (requiring a Type 47 or lower Alcoholic Beverage Control license) are now permitted by right in most of the SP-5 districts without the need for a conditional use permit. As a result, all prior conditions limiting the hours of sales and consumption of alcoholic beverages for such restaurant establishments have been lifted and are now merely limited to the California state legal hours for alcoholic beverage sales and consumption.
FINANCE
SAN FERNANDO RECEIVES NATIONAL RECOGNITION FOR EXCELLENCE IN FINANCIAL REPORTING
In July 2018, the Finance Department received notification that the City has received the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the Fiscal Year ending June 30, 2017.  This is the 27th year in a row the City has received this prestigious award. 

The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.  The City's Comprehensive Annual Financial Report (CAFR) has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate the City's financial story.  Congratulations to all City staff that contribute to this award winning document and a special thanks to Sonia Gomez-Garcia, Senior Accountant, for managing the City's annual audit process.
MINIMUM WAGE IN SAN FERNANDO
San Fernando follows the State of California Minimum Wage laws, which currently requires employers pay at least $11.00 per hour.  State minimum wage increases by $1.00 per hour each January until it ultimately reaches $15.00 per hour on January 1, 2022.  The City and County of Los Angeles have adopted more aggressive minimum wage requirements that increase each July until ultimately reaching $15.00 per hour on July 1, 2020.  
PRESENTATION ON THE CITY'S PENSION AND RETIREMENT BENEFITS
On August 20, 2018, staff will be providing a comprehensive report to the City Council regarding the City's pension plan and other retirement benefits.  This comprehensive report will provide information on the state of the CalPERS system, recent changes that will create a more sustainable benefit long-term but increase costs short-term, and a number of options to help contain costs going forward.  The City Council will also be setting the pension tax rate to be levied against assessed property values for Fiscal Year 2018-2019.  The Agenda Report should be available on the City's website by August 17, 2018.
ALARM PERMIT RENEWALS
Alarm Permit Renewals have been mailed to all residents and businesses with an active permit on file.  Permit fees are due August 31, 2018.  As a reminder, all residences and businesses with a monitored alarm system is required to obtain an alarm permit from the City.  Alarm Permit applications may be found on the City's website (WWW.SFCITY.ORG).

POLICE
HOMELESS CONNECT DAY
On July 19, 2018, between 10 am and 1 pm, the City of San Fernando Police Department, along with Los Angeles County Supervisor Sheila Kuehl's Office, California Senator Bob Hertzberg, LA Family Housing and First 6 LA sponsored the second Homeless Connect event at Las Palmas Park. This was a huge success with numerous resources available to the homeless community, not only in the City of San Fernando, but also to surrounding communities.  Approximately 150 homeless individuals attended and received assistance, which was almost double the participation from last year.  The Police Department, along with other City, County and State resources have been working hard to help those in need.






KIDCENTS SAFE MEDICAL DISPOSAL PROGRAM
The Police Department recently applied for medical a disposal unit from the Rite Aid Foundation under the Safe Medication Disposal Program. The Safe Medication Disposal program advances that mission by providing local law enforcement agencies in the Rite Aid service areas with medication disposal units to ensure that individuals can safely dispose of unwanted medications in an environmentally-friendly manner, while keeping them out of the hands of kids and teens.
PUBLIC WORKS
GREATER LOS ANGELES COUNTY (GLAC) REGION (REGION) INTEGRATED REGIONAL WATER MANAGEMENT (IRWM)
The GLAC Region IRWM program encourages integrated regional strategies for the management of water resources, and to provide funding, through competitive grants, for projects that protect communities from drought, improve water reliability, protect and improve water quality, and improve local water security by reducing dependence on imported water.

The IRWM's Regional Water Management Group (RWMG) is composed of the parties to the Memorandum of Understanding for IRWM Planning and Implementation for the GLAC Region. Among the goals of the RWMG is the development of an IRWM Plan and solicitation of funding for implementation of that IRWM Plan. The City is part of the RWMG for the Upper Los Angeles River (ULAR) geographical region. 

As such, the City was successful in securing a design grant for $425,000 through IRWM Plan to implement a new and innovative groundwater infiltration project at its Recreation Park. The City's Director of Public Works/City Engineer, Yaz Emrani, who represents the City on the ULAR's Steering Committee, provided a presentation on the status of this exciting project to the committee members on July 24, 2018. This project is currently being designed and the City is working on securing a grant for its construction.
NEW ON-SITE HYPOCHLORITE GENERATOR AT WELL 2A
On July 30, 2018, the Public Works Water Division worked tirelessly with a contractor to replace the On-site Hypochlorite Generator at Well 2A (located at the corner of Sayre and Borden). The previous generator had a lifespan of 14 years and it was crucial for the system to be replaced to restore the efficiency and avoid passivation of the CT75 cells. 

Sodium Hypochlorite is a compound that is effectively used for water purification; it is generated using water, salt and power.  Having the generator on site is a safe, simple and reliable technology solution. It also eliminates the need to transport hazardous material; it does not require costly chemical containment systems and risk management planning, and reduces costs by protecting the City from chemical price fluctuations.

During Fiscal Year 2017-2018, the Public Works Water Division responded to a total of 1,156 services orders, including:
  • 306 Water Meter Turn On/Unlock;
  • 286 Water Meter Turn Off/Lock;
  • 230 Meter Exchanges;
  • 251 Meter Inspections;
  • 66 Meter Leaks; and
  • 17 Water Quality Inspections.

PREVENTING COCKROACH INFESTATION IN SEWER MANHOLES
Cockroaches are a major problem anywhere they dwell. They create an even bigger problem once they are inside the sewer system. The sewer system provides an ideal habitat for these insects from providing nutrients and a perfect environment for them to live and breed.

A study done by University of Florida states that "American cockroaches can become a public health problem due to their association with human waste and disease and their ability to move from sewers into homes and commercial establishments. In the United States during the summer, alleyways and yards may be overrun by these cockroaches."

To contain and address this issue, every two years, the Public Works Department embarks on a program that includes spraying of the sewer manholes to eliminate as many of the cockroaches as possible. The chemical used in this program is a patented chemical that locks into a non-evaporating latex coating that would last several times longer than conventional methods. This product has the unique ability to kill roaches for two years and eliminating the need to repeat this process several times per year. The product that the City uses is a safe and efficient way for keeping sewer manholes free of roaches.

A total of 775 sewer manholes were sprayed in less than a week during the month of July 2018.
RECREATION & COMMUNITY SERVICES
COOLING CENTERS
Due to the recent heat wave, two Cooling Centers were activated in the City of San Fernando: Recreation Park (208 Park Ave) and Las Palmas Park (505 South Huntington St). 

Any time the County of Los Angeles Office of Emergency Management issues a Heat Alert, San Fernando residents may seek a break from the heat at one of the Cooling Centers operated by the Recreation and Community Services Department. Each Cooling Center is supervised by City staff that provide passive recreational activities like board games, billiards or simply viewing a movie. Click Here to find a Cooling Center near you.
JAM SESSIONS
Join in the JAM Sessions and dance to the beat, play an instrument and experience something unexpected with these FREE interactive events. Unleash your inner artist through singing, dancing and playing music under the guidance of 
professional artists.

All ages and skill levels are welcome at this FREE interactive series and each JAM will be paired with a fun City of San Fernando event.

MARIACHI MASTER APPRENTICE PROGRAM (MMAP)
On July 21, 2018, MMAP traveled to Sacramento on a turnaround visit as invited guests performing at the California State Fair Youth Mariachi Competition. 

MMAP won 1st place at the Inaugural California State Fair Youth Mariachi Competition! As the first place winner, MMAP had the honor to share the stage with Mariachi Vargas de Tecalitlan and has been featured on many news programs.

SUMMER DAY CAMP UPDATE
The Day Camp Program has been busy with activities, field trips, projects, swim days at the pool and so much more. It has been a full packed summer for the approximately 150 day campers. 

Family Night was a great success with a performance based on the theme of the animated film "Coco". Staff, Counselors in Training (CIT) and day campers put on a great performance displaying their talent and creativity. The event included snack and drink sales by CITs to raise funds for the CIT program. Summer Day Camp will be wrap up on August 10, 2018.

WALK WITH EASE: BY PARTNERS IN CARE FOUNDATION

SKIN HEALTH CLASS
On July 13, 2018, participants learned about the importance of taking care of one's health during the summer months. Skin care was an important part of this workshop. Information was provided on methods of protecting the skin and the need to hydrate frequently during hot weather.  Afterwards, participants were led into a hat decorating activity, courtesy of Anthem BlueCross - CareMore.
