|
Welcome to the 18/19 school year!
Many exciting things are happening within the world of adult education that will enhance our regional success. You may be aware that the title Adult Education Block Grant (AEBG) caused confusion because of the word "grant" used in the language. AEBG funds, according to AB104 Legislation, are part of the General Fund, and the funding is ongoing. GOOD NEWS!! The words "block" and "grant" have been removed from the title and the new name is simply "Adult Education Program", (AEP). We hope that this will bring assurance to members who in the past were uncertain of hiring staff for their adult education programs. Our consortium continues to partner with both Fresno and Madera Regional Workforce Boards as well as work in partnership with community colleges to develop programs that serve students based on sub-region need. More vocational education programs will be offered this year and we will continue the efforts of supporting the English Language Learner Pilot Project within our region.
Our Transitions Team will be in full-force working with our 14 adult schools to help students learn about their college and/or career options. They will also provide outreach to our communities, continue to be the liaisons for the adult schools, and work collaboratively with our college members.
This school year, we will begin our new three-year planning cycle and look forward to having you participate with this work.
Our members and partners will be utilizing Community Pro Suites. Community Pro will help save steps for our students and will assist us in gathering completion and referral data. Please look for sub-region and one-on-one training coming to your area soon.
Please stay informed about what is happening in our region by reading our newsletters, as we provide information about upcoming meetings, professional development, and student success stories.
I hope this school year brings much success and fulfillment for you and the students you serve. Thank you for all you do for our students within the State Center Adult Education Consortium region.

Student Success Story - Luis Gomez
|
As a teenager in high school, many things distracted Luis Gomez from concentrating on school. He left school in 2009, when he learned that he would not be able to graduate with his class.
After working a few different jobs and hitting multiple dead ends, Luis realized that he was not going to get ahead without an education. In 2014, he registered for Sanger Adult School to earn his high school diploma. When he returned to school, he had a wife and daughter to support. The Independent Study Program allowed him to continue working full time to support his family and study at night.
Luis graduated from Sanger Adult School in 2015, landing a job as an Instructional Aide. Currently, he is working as a Transportation Coordinator at Creative Alternatives School. This job has allowed Luis the financial freedom to buy a house for his family.
Luis is grateful for the opportunity to finish his high school diploma. Luis says, "I feel that I wouldn't be where I am today without the adult school".

New Short-Term CTE Courses Offered at Clovis Community College

Clovis Community College is offering two new short-term CTE courses beginning in August.
Food Safety and Quality
California is the number one food producing state in the nation. The Food Safety courses at Clovis Community College will prepare students for work in this fast-paced and growing industry.

Supply Chain Logistics Training Program
|
|
Fresno Regional WDB Workforce Connection, in partnership with Fresno City College, is offering a 12-week Supply Chain Logistics training program that prepares students for work in the distribution industry.
The program will run from September 10, 2018 - December 19, 2018. Participants must qualify for this no-cost training through Workforce Connection.

Congress Approves Career Technical Education Bill
|
|
Thousands of COABE members responded to calls to action to support Senator Jack Reed's CTE for All Act included in the bill, which will help working-age adults build their job skills and advance, with an emphasis on high demand jobs.
Provisions in the legislation will:
- Encourage programs funded under the Carl D. Perkins Career and Technical Education Act to align with adult education programs and industry sector partnerships authorized under the Workforce Innovation and Opportunity Act.
- Include the state director of adult education and adult education providers in the development of the state plan for career and technical education.
- Enable adult education providers that also offer career and technical education programs to participate in consortia that are eligible to receive funds under the Carl D. Perkins Career and Technical Education Act.
- Expand the special populations to be served in include low-income, out-of-work, or underemployed adults.
- Place a greater emphasis on work experiences as part of career and technical education programs.
The bill now goes to President Trump's desk
to be signed into law.

End-of-Year Legislative Report for Adult Education

|
The end-of-year report on the implementation and effectiveness of the Adult Education Program - formerly the Adult Education Block Grant Program (AEBG) - in 2016/17 is now available.
The report includes state-level data on student enrollment, outcomes, skill gains, demographics and other data reported under the new adult education data and accountability metrics. In the 2016/17 program year, adult education programs in California served 695,162 unduplicated students, with the largest number of them enrolled in English as a second language/civics programs, followed by adult secondary education programs.

New California Adult Education Website Now Live!
|
AEBG has launched a new California Adult Education website designed for prospective and current students, as well as educators and administrators.
The new site has a fresh look and feel and is easy to navigate. Content from the existing website has been migrated to the new site, though categorized in an efficient manner. The "Find A School" locator allows seekers to easily locate information for all adult schools and community colleges in the state of California.
The new site will be a hub for showcasing all of the wonderful work AEBG consortia are doing on a local level.

English Language Learner (ELL) Workforce Navigator Pilot Program
|
|
The Madera County Workforce Investment Corporation, in collaboration with the Fresno Regional Workforce Development Board, and the State Center Adult Education Consortium, helps individuals who face substantial cultural and language barriers to employment become equipped for careers, empowered with character, and prepared to participate in the global economy.

 On February 9, President Trump signed a Continuing Resolution that includes significant increases in Non-defense
Discretionary spending and offers the opport
unity to increase funding for Adult Education, among other programs.
Now, each Appropriations Committee must decide how to allocate its new funds.
This is a unique opportunity to increase funding for Adult Education by $100 million (a roughly 17 percent increase).

Funded through the California Department of Education, OTAN's staff development classes, online workshops and course materials are provided at no cost to the school or individual.

OTAN Digital Leadership Academy
|
OTAN announces an opportunity for adult education agencies through the Digital Leadership Academy (DLAC) 2018-2020.
The Digital Leadership Academy will assist agencies in meeting their technology integration, distance learning, or blended teaching goals. The program is designed to be flexible in how agencies can best use the resources offered by OTAN to support their agency goals. Your DLAC project is aligned to the Technology and Distance Learning Plan filed by all California WIOA Title II funded adult education agencies. Teams of two or three teachers, coordinators, and administrators will represent the agency for the entire two years of the program.
The application deadline is Friday, September 7,2018.

 To help students and their families make important decisions about investing time and money in a college education, the California Community Colleges Chancellor's Office, through Salary Surfer, is providing comparative information about the earnings of recent California Community College graduates.
Salary Surfer uses the aggregated earnings of graduates from a five-year period to provide an estimate on the potential wages to be earned two and five years after receiving a certificate or degree in certain disciplines.

USA Learns - Free Online Courses in US Citizenship and English
|
|
USA Learns is a free website created by the Sacramento County Office of Education to help adults learn English and prepare for U.S. Citizenship.
The website teaches English by providing engaging videos and educational activities. Learners have the opportunity to learn English independently or with the support of their teacher.
Teachers may access the USA Learn for Teachers website that enables adult educators to easily create online courses and monitor their students' progress as they complete the activities and lessons.

Fresno County Library Online Services

Another useful tool from the Fresno County Library is the
LearningExpress Library, featuring tutorials, videos and practice tests geared toward helping learners achieve their goals. Depending on their needs, customers can explore different areas such as the Adult Learning Center, the Career Center, and the High School Equivalency Center, as well as others.

CCAE Regional Consortium Directory
|
|
CCAE is compiling a directory of the most updated adult education providers which will include primary contacts, program areas in which they deliver instruction, and total number of students served. The goal is to strengthen local sharing of best practices by creating a directory of programs that is easy to use.
