North Dakota Compass recently launched the 2021 State Legislative District Profiles. In light of the COVID-19 pandemic, the indicators included in the legislative profiles take on additional meaning by providing information about the pandemic risk factors and revealing the potential disproportionate impact that the pandemic may have on North Dakota’s communities.

In this article, Ina Cernusca, ND Compass Project Director, draws attention to the large variation in individual and household characteristics among North Dakota’s districts that suggest a differential approach in trying to mitigate the impact of the pandemic on North Dakota’s communities. While these are pre-pandemic data, they help to better understand the risk of specific population groups and communities and provide information about how individuals and households within a community may recover from the health, social, and economic impacts of the pandemic.

Shed Light on Data.
The overall homeownership rate in North Dakota decreased from 66.6 percent in 2000 to 61.3 percent in 2019. Generally, higher household incomes increase the likelihood to own a home. However, in North Dakota, while the median household income increased, the homeownership rate decreased for each income group from 2000 to 2019. Changes in government policy and housing market conditions in addition to demographic characteristics potentially contributed to the decline of the homeownership rate for each income category and the increasing income disparity gaps in the homeownership rate.

In North Dakota, the population of color which includes American Indian, Black, Asian, people reporting multiple races, and people who are of Hispanic ethnicity, comprised 16.3 percent of the total population in 2019 as compared to 11.0 percent in 2010.

In addition to the Small Business Pulse Survey and the Household Pulse Survey that provide data on how existing small business and households are reacting and responding to COVID-19 related challenges, the U.S. Census Bureau launched more experimental data products in order to provide timely, granular, and relevant data for these challenging times.

Business Formation Statistics provides data on business formations that offers insights into how COVID-19 is impacting startups.

Monthly State Sales Tax Collections and Monthly State Retail Sales provide data on how governments and the Retail Trade sector have been impacted.
 
The COVID-19 Data Hub presents data in dashboards, maps, and downloadable resources to help decision makers respond to these challenges and aid in recovery. The Impact Planning Report shows key demographic and business data at the state and county level in an interactive dashboard.
